An Introduction to Rhode Island's Address Confidentiality Program

Description: In 2023, the RI Secretary of State’s Office officially launched RI’s new Address Confidentiality Program (ACP). The ACP is a mail forwarding service that aims to protect victims and survivors of domestic violence, stalking, sexual assault, and trafficking by limiting a perpetrator’s ability to access public information that could identify the victims and survivor’s location.

In this webinar, participants will receive a comprehensive overview of the Address Confidentiality Program, including information about the program’s two key components: substitute address service and protected records forwarding. Additionally, participants will learn the role of the ACP in safety planning with victims and survivors, how victims and survivors can access the program, and what role advocates can play in the process.

About the Presenters:

Shelby Maldonado is the Rhode Island Deputy Secretary of State, Director of Operations. She received her Political Science and Communication Studies degree from the University of Rhode Island and her JD from Roger Williams University School of Law. Shelby began public service in the U.S. Peace Corps, serving in Zambia from July 2011 to May 2013. There she was a community health advocate, striving to prevent HIV and malaria infections while teaching locals about food security and other community development projects. In November 2014, she was elected to the Rhode Island House of Representatives, representing the City of Central Falls. She recently returned from New York, where she worked for AIPAC (American Israel Public Affairs) to serve at the Rhode Island Department of State.

Rob Rock is the Deputy Secretary of State, Director of Administration. He is a 2005 graduate of the University of Rhode Island with a bachelor’s degree in political science. He began working at the Rhode Island Department of State as an intern in the summer of 2005. Rob was an Elections Assistant from 2005 - 2013 when he left to become the Town Administrator in the Town of Richmond, R.I. In 2015, Rob returned to the R.I. Department of State to serve as Secretary of State Nellie M. Gorbea’s Director of Elections. In 2023, Rob was named the Deputy Secretary of State, Director of Administration for Secretary of State Gregg M. Amore. Rob also has a master’s in public administration from the University of Rhode Island. Rob currently serves as the President of the National Association of State Election Directors’ (NASED) Executive Board and in 2020, was the Chair of the Electronic Registration Information Center (ERIC), a non-profit organization whose mission is to assist states to improve the accuracy of voter rolls.

John Wesley, JD is the Director of Policy and Advocacy at the Rhode Island Coalition Against Domestic Violence (RICADV), where he focuses on policy and systems advocacy related to domestic violence prevention and resiliency for survivors and children who witness violence. John received a bachelor’s degree in English from Wesleyan University and a Juris Doctor degree from New England Law in Boston, where he represented juveniles and clients with mental health disabilities in legal clinics. After law school, John worked as a staff attorney for several years at the Hiscock Legal Aid Society in Syracuse, New York, representing victims of domestic violence and indigent clients in trial court and appeals.

Community Engagement Specialist
 
Reporting to the Community Engagement and Training Manager, the Community Engagement Specialist will work to build, strengthen, and nurture the RICADV’s current and future relationships with member agencies, partners, allied organizations, and community groups. Working across all RICADV teams, they will assist in the design and implementation of a community engagement strategy that is both reflective of and responsive to the experiences of those most impacted by domestic violence. A core member of the RICADV’s community engagement team, the Community Engagement Specialist will participate in activities such as, outreach, training and event coordination, facilitation, technical assistance, promoting community connections that contribute to the primary prevention goals of the RICADV, and providing leadership and support to the RICADV’s Advocates of Color group.




Coordinator of Law Enforcement Training
 
Reporting to the Community Engagement and Training Manager, the Coordinator of Law Enforcement Training is responsible for researching, planning, developing, and coordinating the RICADV’s training program for law enforcement and other systems that respond to domestic violence and sexual assault victims and survivors. Working in conjunction with the Chairperson of the Domestic Violence and Sexual Assault Curriculum Committee, they will engage with law enforcement, advocates, survivors, and other stakeholders to identify areas of need, with an emphasis on immediate and long-term training needs for law enforcement. The Coordinator of Law Enforcement Training will have knowledge of the Violence Against Women Act (VAWA) with a specific focus on grant requirements related to program and training development, delivery, and support.
