Transition Update


On Wednesday, Mayor Seren invited Council President Cuda to the regular meeting with Department Directors and Public Safety Division Chiefs. Today, Friday, Mayor Seren and President Cuda met again—this time with directors, chiefs, and assistant directors—to further discuss the previous meeting. Both meetings focused on budget planning, organizational goals, and ongoing projects. The Mayor’s goal is to ensure a smooth transition with minimal disruption.

Traffic Advisory: Cleveland Heights Happy 5K & 10K


On Sunday, October 5, 2025, Cleveland Heights will host the annual Happy 5K & 10K.


  • Lee Road between Silsby and Meadowbrook will be closed from 7:00 a.m. to approximately 3:00 p.m.
  • The race begins at 9:00 a.m.
  • Rolling street closures will take place along the race route as runners progress.
  • A map of the route is above for reference.


Residents and motorists should plan ahead for detours and travel delays in the area.


We welcome residents to come out along the route and cheer on the runners!

Road Work Update

 

North Park

Roadway work continues on North Park. Residents' driveways will be inaccessible for at least ten days as preparation and pouring are occurring this week. Concrete pour is scheduled for next week. Please find alternative parking options, as street parking will be unavailable. Follow the directions posted on signs and notices issued by the contractor.

 

Drivers, please note that No Thru Traffic signs are posted. Construction vehicles will cause traffic delays. 

 

Please adjust your routes accordingly.

 

East Fairfax (Lee to Taylor)

Roadway work started on Monday, September 22nd. Crews will continue to install new curbs and partial aprons on the north side of Fairfax and conduct repairs on the south side of the street.

 

Residents, please note:

  • Street parking is prohibited
  • Follow posted signs and construction notices from the contractor
  • Trash pickup will take place from 6 - 7 am [place items out by 6 am of your trash day]
  • The estimated completion time is 3 weeks, weather permitting.

 

Fairmount Blvd (Queenston Road – Edgerton Road)

Enbridge will be replacing 4,170 feet of existing low-pressure bare steel with 4-, 6-, and 8-inch medium-density plastic in the cities of Cleveland and Shaker Heights. Work is scheduled to begin on October 6, 2025. Expect delays on Fairmount Blvd. Find alternate means of travel, as construction vehicles will cause traffic delays.

Cleveland Heights City Council Invites Residents to Q&A on Proposed Charter Amendment 


Council will host an Information Session followed by a Q&A session on Tuesday, October 7, 2025, at 6:30 p.m. at the Cleveland Heights-University Heights Public Library, Noble Road Branch (2800 Noble Road, Cleveland Heights, OH). 


This is an important community conversation about the Proposed Charter Amendment that will appear on the ballot as Issue 7 on Tuesday, November 4, 2025. 


This interactive session is designed to provide residents with the opportunity to learn more about the proposed amendment, hear directly from Council members, and ask questions in an open and community-focused setting.


Please note that seating is limited to 60 attendees, and spots will be available on a first-come, first-served basis. Residents are encouraged to arrive early to secure their place.

City Council to Begin Accepting Applications for Upcoming Vacancy


The Cleveland Heights City Council will begin accepting applications on October 1, 2025 to fill an upcoming vacancy on City Council.


The vacancy arises due to the transition of Council President Cuda to the role of Interim Mayor. In accordance with the City Charter, Council is responsible for appointing a qualified individual to serve the remainder of the unexpired term (December 31, 2025).


Interested residents must be a qualified elector and resident of Cleveland Heights. An application form will be made available on the City’s website beginning October 1, 2025. Applicants are asked to complete the form and submit all required materials, including a résumé and letter of interest outlining their background, experience, and reasons for seeking appointment to City Council.


All application materials must be submitted to the Clerk of Council’s Office by October 10, 2025. Submissions may be delivered in person to City Hall at 40 Severance Cir. Cleveland Heights, OH 44118 or emailed to abalester@clevelandheights.gov.

City Council Advances Opioid-Settlement Participation (Purdue/Sackler deadline Sept. 30)


At its September 15 meeting, Cleveland Heights City Council advanced two measures—introduced by Mayor Kahlil Seren—to keep the City eligible for additional opioid-abatement funding. These are opt-in steps that allow Cleveland Heights to receive settlement dollars dedicated to prevention, treatment, and recovery (not general operations).


What Council advanced

  1. Join additional manufacturer settlements — Ordinance 179-2025(F) authorizes participation in nationwide settlements with Alvagen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus. (Public ordinance link not yet posted.)
  2. Direct participation in Purdue Pharma/Sackler settlement — Ordinance 180-2025(F) authorizes the Mayor to sign required subdivision participation and release forms administered by Rubris. The ordinance includes an emergency clause so it takes effect immediately. Executed forms are due by September 30, 2025.

Council previously joined retailer settlements under Ohio’s OneOhio MOU, which governs allocation and eligible uses for many opioid settlements:

Allowed uses of opioid-settlement funds

By law, dollars must support opioid abatement, including: prevention and early intervention; treatment access and care coordination; recovery supports (e.g., housing, peer services); harm-reduction strategies; and required data/reporting.


What’s next

Forms filed: With Council authorization, the Administration will complete and submit participation paperwork, including the Sept. 30 Purdue/Sackler deadline.

Planning & reporting: As payment schedules are finalized, the City will align eligible uses with community priorities and publish required spending and impact reports.

Thirteen streets in Cleveland Heights to receive lead-free water line tie-ins


In 2025-2026, Cleveland Water will replace lead service lines on 13 streets in Cleveland Heights. As the City’s contracted water utility, Cleveland Water will hire the contractors and restore any affected sidewalks, roads, and driveway aprons. Residents will get a letter and a follow-up visit from a Cleveland Water representative to verify whether their service line is lead. City seeks input on Noble Road Streetscape and Open Space Plan


Summary


  • City of Cleveland Heights is working on a Streetscape and Public Spaces Plan for the Noble Road Corridor, and held a public information session this week to gather feedback.
  • A 'streetscape' consists of the public area between the street curb and a private individual’s land; this is usually the tree lawn area and the public sidewalk.


The Details


  • The Noble Road project spans the entire length of Noble Road from Mayfield Road north to the East Cleveland border.
  • It encompasses three commercial nodes: Noble-Warrensville-Mayfield area, Noble-Monticello, and Noble-Nela.


Why it matters

  • Landscape concepts that individual, multi-family apartment buildings owners could select and implement have been developed.
  • The minimal landscaping along these buildings has long been discussed by neighbors.
  • The city intends to create a program to incentivize property owners to improve their landscaping.
