Long Range Regional Transportation Plan

Advancing Regional Transportation: The Road Ahead

In 2022, MnDOT District 3 completed a Long-Range Transportation Plan (LRTP) for Region 7W. Following its success, they advocated for similar plans for Region Five and Region 7E, which began in the spring of 2024.


The goal of this project is to develop comprehensive LRTPs for both Region Five and Region 7E under a single contract with a chosen consultant.


To kick off this initiative, MnDOT District 3 staff met with the project team, including the LRTP consultant, WSB, and sub-consultant, ZAN Associates. The meeting focused on welcoming the team, outlining the project scope and key tasks, and setting up a meeting schedule. MnDOT District 3 will serve as the fiscal agent and overall project manager, while each region's Transportation Planner will manage the Project Management Team and Transportation Advisory Council (TAC) meetings.


Although the two regional LRTPs will follow a similar development process and structure, they are expected to have different outcomes and priorities. MnDOT District 3, and the regions envision an innovative blend of web-based tools and traditional report-style plans for these projects.


On September 11th, R5DC staff hosted a Visioning Workshop with consultants WSB and ZAN Associates to gather input from R5DC TAC Members. The consultants provided valuable insights, asked thoughtful questions, and sparked meaningful conversations with TAC members, resulting in excellent feedback for both staff and consultants.


The team continues to meet bi-weekly with MnDOT and the consultant group to review:

  • The Existing Conditions Memo
  • The Preliminary Vision Statement
  • Feedback from the TAC Visioning Workshop
  • Plans for Public Community Engagement

R5DC Transportation Advisory Council (TAC)

For over 20 years, the Region Five Transportation Advisory Council (TAC) has met every February to discuss and make recommendations for state and federal transportation funding opportunities in the region.


These funds are available to county governments and cities with populations over 5,000, known as state aid cities. In Region Five, this includes Cass, Crow Wing, Morrison, Todd, and Wadena Counties, as well as the cities of Brainerd, Baxter, and Little Falls.

The TAC has always used a "three-legged stool" approach to review projects:

  1. Technical Ranking
  2. Staff Ranking based on six criteria
  3. Tracking Historical Regional Equity

Recently, the TAC decided to reassess the formula it uses to track historical investment to ensure it continues to meet the region's transportation needs. Throughout 2023, the council discussed the factors currently used to evaluate regional equity and considered new factors, such as population, system size, system need, and other elements that affect transportation. They are also exploring the right percentage split of investments between counties and cities.

In 2023, the TAC appointed a subcommittee to study these factors and develop a recommendation. This subcommittee is scheduled to meet in October 2024 to finalize its suggestions ahead of the TAC's November meeting.

So far, three things are clear:

  1. The TAC has a strong history of collaboration with regional stakeholders.
  2. Given its success over the past 20 years, the TAC is willing to take the time needed to deliberate thoughtfully.
  3. While they agree there should be a defined percentage split of investments between counties and cities, the exact percentage has yet to be determined.

Local Transportation Survey Update

Crosslake Cares recently conducted an online survey to assess transportation needs within the local community, and the response was tremendous—over 300 individuals participated!


The RTCC is now collaborating with Crosslake Cares, the Area Agency on Aging, Crow Wing County, and local transportation-focused nonprofits to analyze the survey results in more detail.

The goal is to gain a deeper understanding of the community's transportation needs and work together to develop both short-term and long-term solutions tailored for Crosslake.

News from MNDOT

MnDOT HWY 371 Overpass Project Plans

In early September, MnDOT hosted two open houses at their Baxter location to present the plans for the upcoming Hwy 371 overpass project. These sessions provided an opportunity for community members to learn more about the project’s details, timelines, and potential impacts on the surrounding area. Attendees were able to ask questions and share feedback, fostering a collaborative discussion about the future of the highway.


From the RTCC's perspective, one key highlight was MnDOT's commitment to considering the impact this new interchange will have on the existing network of trails. Recognizing the importance of non-motorized transit, MnDOT emphasized that one of the project’s primary goals is to improve conditions for cyclists and pedestrians. The proposed overpass will not only enhance vehicle traffic flow but also aims to increase connectivity within the current trail system.


By integrating pedestrian and bicycle-friendly features into the design, MnDOT is working to create a more accessible, interconnected trail network that benefits residents and visitors alike. This approach aligns with regional efforts to promote alternative transportation options and support healthy, active lifestyles.


More updates on the project will be shared as it progresses, ensuring that the community stays informed and involved throughout each phase of development.

RTCC Personnel Changes

Jeff Transitions to Senior Project Manager

Jeff Phillips is transitioning from his role as RTCC Mobility Manager to Senior Project Manager. Jeff will focus on the region’s growing energy initiatives. In his new role as a project manager, Jeff will lead several energy and workforce projects, using his experience to drive efforts that support sustainable practices and strengthen our local economy. His deep knowledge of the region and its unique needs will be instrumental in advancing these important initiatives.

Welcome Thomas as Mobility Manager

R5DC is excited to welcome Thomas Zimmerman as the new RTCC Mobility Manager. Thomas comes with a strong background in leadership and program management, which will be vital as he steps into this role. He has a proven track record of building successful programs and fostering collaboration among diverse stakeholders, making him an excellent fit for the RTCC's mission of enhancing transportation options and access across our communities.

A Reminder from MNDOT

As November elections approach, the Minnesota Department of Transportation (MnDOT) reminds campaigners of state law prohibiting the placement of political or advertising signs on highway rights-of-way. This includes driving lanes, shoulders, ditches, sight corners at intersections, and urban area boulevards. Signs, flags, or other displays are also not allowed on bridges over traffic. Additionally, state law requires consent from landowners before placing signs on private property.


Violating Minnesota Statute 160.27 is a misdemeanor, and there may be civil penalties if the placement of such signs contributes to a vehicle crash, injury, or property damage. The Minnesota Outdoor Advertising Control Act (Minnesota Statute 173.15) also prohibits placing advertising materials on public utility poles, trees, shrubs, or natural features.


MnDOT workers will remove any signs found on state highway rights-of-way, while county, city, and township employees manage enforcement on their roads. Signs can be retrieved by contacting your local MnDOT office. More information about signs on highway rights-of-way is available online.
