David Dech Named South Florida Regional Transportation Authority's New Executive Director

The South Florida Regional Transportation Authority (SFRTA) Governing Board named David Dech as the next Executive Director. Dech comes from Capital Metro in Austin, TX and will begin his role as SFRTA Executive Director on August 15. With 27 years of experience in the rail industry in freight and commuter rail service, Dech has been chosen to oversee SFRTA at a pivotal time as it prepares to expand Tri-Rail service into Downtown Miami.

FDOT State Materials Lab

The TPA's Executive Director, Valerie Neilson, attended the Florida Metropolitan Planning Organization Advisory Council (MPOAC) quarterly meeting in July. The meeting included a field visit to FDOT's State Materials Lab located in Gainesville, FL. FDOT's Materials Program ensures that the materials used in transportation construction projects meet the required department specifications. In addition, the program investigates new and emerging technologies to improve the long-term performance of transportation facilities.

Regional Grant Information Sessions

The Florida Department of Transportation (FDOT) encourages eligible local agencies to apply for the many new discretionary grant opportunities created through the Bipartisan Infrastructure Law (BIL). FDOT wants to ensure local partners are prepared with the knowledge, data and resources to apply for and be direct recipients of federal discretionary dollars. A Kick-Off Webinar will be hosted on August 26 and a District 4 Meeting will be held on October 12.

Notice of Funding

The Bipartisan Infrastructure Law established the new Reconnecting Communities Pilot (RCP) discretionary grant program, funded with $1 billion over the next five years. The deadline for applications is 11:59 p.m. on October 13.

A public engagement opportunity will be held on September 8 for the resurfacing project of SR 700 from north of 1st St. to west of SR 80. The meeting will be held at the Canal Point Community Center.

Port of Palm Beach Public Tours

The Port of Palm Beach will be offering port tours to individuals who would like to learn about the Port prior to the Master Plan Public Meetings scheduled for October 2022. 

The tours are scheduled for:

  • Wednesday, September 28 at 9 a.m. and 5:30 p.m.
  • Thursday, September 29 at 9 a.m. and 5:30 p.m.

10 people can be accommodated per tour. 

Tour participants must fill out a request form by 10 a.m. on Monday, September 26.

Blocked Crossing Incident Report Portal

The Federal Railroad Administration (FRA) established its Blocked Crossing Incident Reporter portal in 2020. It is now seeking comments and feedback from the public on the portal, specifically:

  • Changes that could improve the site’s effectiveness, including how the information reported to the blocked crossing portal can be used to improve safety at grade crossings and the well-being of affected communities
  • Additional information that should be captured by the blocked crossing portal. In particular, what additional information the public and industry would like to see captured on this site
  • How FRA can improve the user experience of the blocked crossing portal website

Grant Opportunities 

The Bipartisan Infrastructure Law (BIL) established the new Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over the next five years. In fiscal year 2022 (FY22), up to $1 billion is available. The application process is now open for communities to apply for funding to support regional, local, and Tribal plans, projects and strategies that will prevent roadway deaths and serious injuries. Safe Routes to School Application Workshop

This 3-hour workshop explains the Safe Routes to School (SRTS) Program and gives tips on structuring a competitive grant, completing the application and improving its chances of being selected for some of the $7,000,000 in Florida’s SRTS funding this cycle. Attendees will be reviewing areas that need improvements in the applications received in previous years.
