Rep. Mike Levin Visits Wetland Restoration Project

On Aug. 28, AGC member Marathon Construction hosted Rep. Mike Levin (D-CA) for a project tour of the San Dieguito Lagoon Wetland Restoration Project. AGC San Diego Board Member Mike Furby and his team, in association with AGC of America and AGC San Diego, focused on the need for increased infrastructure funding for projects such as this. 


The project now topping $101 million ($58 million federal, $43 million Transnet), is part of a larger $6 billion, 40-year project, which includes a set of transportation, environmental and coastal access projects undertaken by Caltrans and San Diego Association of Governments (SANDAG). The restoration encompasses approximately 154 acres of land east of Interstate 5 and adjacent to the San Dieguito River that will establish coastal salt marsh wetlands, associated habitats, and increased public access in the lagoon. The project is also serving as mitigation for the City of San Diego’s El Camino Real Bridge Replacement Project.


In addition to a project tour, we also discussed permit reform. This particular project was delayed because of the extensive environmental review process. As you well know, in California, we have the California Environmental Quality Act, but because this project uses federal funding, it also underwent review under the National Environmental Policy Act (NEPA), which is also a lengthy process.


AGC urged Rep. Levin to join fellow California Rep. John Garamendi (D-CA) and become a co-sponsor of the Expedited Federal Permitting for California Act (H.R. 4908). This bill would essentially allow states with more rigorous state environmental review laws, like CEQA, to satisfy NEPA. If H.R. 4908 were to become law, it would allow future projects such as this to go through CEQA, without the extra burden of NEPA. 


AGC and Marathon Construction are grateful for the Congressman’s support of infrastructure funding and look forward to his continued investment in San Diego.

AGC offers September 6 Briefing and other Resources on new Davis-Bacon Regulations


The U.S. Department of Labor (DOL) recently announced a massive final rule updating the Davis-Bacon and Related Acts Regulations. The expected effective date is October 23, 2023.


AGC of America was successful in paring down some of the more controversial proposals in the 700-plus page rule. Nevertheless, the association’s preliminary analysis shows that more work will be covered under Davis Bacon than previously covered and that DOL missed a critical opportunity to improve the wage determination process.


To help members prepare for the changes, AGC has partnered with DOL officials to provide a special virtual briefing about the impact of the regulatory changes on September 6, 2023, at 2:00 p.m. EDT. (11:00 a.m. PDT). During the briefing, Jessica Looman, Principal Deputy Administrator of the DOL’s Wage and Hour Division, will provide an overview of the rule and answer questions from AGC members. AGC experts will also provide an analysis of the rule. The briefing is free, but advanced registration is required.


AGC has also released the following resources to assist members:

  • A one-page document providing the topline takeaways of the final rule here; and
  • A seven-page document summarizing in more detail key provisions of the final rule here.

Bill Haithcock to be Honored as the 2023 "Good Scout of the Year


The 16th Annual Boy Scouts Construction and Building Industry LUNCH-O-REE is Thursday, October 5, 2023


Bill Haithcock, President of Casper Company and AGC San Diego Chapter 2020 Past President, has been named the 2023 "Good Scout of the Year" by the San Diego Imperial Council of the Boy Scouts of America.

GC’s who sign up for the tournament will be given an additional two spots to the mixer and a table to showcase their upcoming projects. GC’s, this is your opportunity to talk with subcontractors and affiliates in attendance and let them know what’s on your bid board. Bring your estimating team, your pre-construction team, and your safety team to meet AGC members.


Members can also sign up to attend the mixer only to watch the tournament and mix and mingle with friends in the industry.

Announcing Coastal Cleanup Day


The AGC Build & Serve Committee is asking for AGC member volunteers for San Diego’s Coastal Cleanup Day, Saturday, September 23 - 9 AM – 12 PM, which is a part of the International Coastal Cleanup facilitated by the Ocean Conservancy and organized statewide by the California Coastal Commission.


WHY VOLUNTEER? 

By 2050, there could be more plastic than fish by weight in the world’s oceans if we don’t defend our waterways from litter, and BECAUSE we LOVE where we live!


We have selected De Anza Cove Park on Mission Bay, located at 3000 N. Mission Bay Drive. We will meet north of the bathrooms in the grassy field next to the gazebo and playground. Wear comfortable clothes, a hat, close-toe shoes, and sunscreen.


AGC will set up a red tent to locate our group for the meet-and-greet area.


Bring your own work or disposable gloves, plastic garbage bags or buckets, and trash grabbers, if any.

Event Details:

Over the past few years, the use of Unmanned Aircraft Systems, commonly referred to as “drones,” has significantly increased in the construction industry. What started as a novelty toy to capture marketing images has become an invaluable tool for improving logistics, reducing costs, and supporting quality control. Drone-captured 2D images are now commonly used to create 3D models to document as-built conditions, monitor progress, and calculate material quantities. Incorporating aerial infrared thermography gives innovative contractors new insights into as-built conditions, envelope integrity, quality control, and building energy performance.

 

In this presentation, Dr. Joe Burgett will discuss the opportunities, challenges, and barriers to leveraging drones in construction. He will also discuss the cost of starting a program, and the steps contractors should follow to operate in the national airspace.
