Scholarships for Mainers Who Have Experienced Foster Care

Students who have experienced foster care often face significant challenges when navigating higher education. Thankfully there are numerous scholarships and funding opportunities specifically designed to help them achieve their educational goals. Many young people transition to adulthood without the family financial or emotional support that many of their peers have, making these opportunities particularly important. Scholarships not only ease the financial burden but also provide stability, encouragement, and a pathway toward long‑term independence.


Here are six scholarships available to Maine students who have experienced foster care.

National Foster Parent Association (NFPA) Youth Scholarship

The NFPA provides scholarships to high school seniors who are planning to attend college and who are the foster, adopted, or biological children of currently licensed foster parents.

Maine’s Foster Care Tuition Waiver Program

Each year, Maine offers 30 tuition waivers for students who have aged out of foster care or who were adopted from Maine’s foster care system. These waivers can be used at any Maine community college, any school in the University of Maine System, or at Maine Maritime Academy. The application period opens on the first business day of March, and the waivers are awarded on a first-come, first-served basis.

Douglas C. LaBrecque Scholarship

This scholarship provides renewable support to students who have been in the foster care system in Maine, and who are pursuing an education at a Maine college, university, trade school, or other post-secondary program in the state. This program is administered through the Maine Community Foundation.

Educational Training Voucher (ETV) Program for Foster Youth

Available in many states, this program offers up to $5,000 annually for students who aged out of foster care or were adopted after age 16. It supports those pursuing certificates, associate degrees, and bachelor’s degrees. ï»¿

Foster Care to Success (FC2S)

The FC2S Scholarship Program prioritizes continuing scholars who have previously been in foster care. It is designed for students pursuing a 2- or 4-year college degree who have at least one year of college experience and have earned a grade of C or higher in their coursework. The program provides financial aid, mentorship, and resources to support former foster youth and help them achieve their academic goals. ï»¿

Foster Love Scholarships

Since 2015, Foster Love has provided over $8 million dollars in academic assistance directly to college students who have experienced the foster care system. The Foster Love organization remains committed to creating and implementing programs that eliminate barriers preventing current and former foster youth from continuing with and completing their post-secondary education. ï»¿

Scholarships are especially important for youth who have experienced foster care because they help remove financial barriers that often stand between these students and their educational goals. Ultimately, scholarships do more than fund education—they empower foster youth so they can build futures filled with possibility and hope.
