Modify FYA Left Operation By Time of Day Command
                                                                                                  FYA1030       Siemens Traffic Controller uses an overlap as part of the control of  a Flashing Yellow Arrow (FYA). Using EPAC time of day (TOD) commands, we can turn off/on the flashing element of the FYA to choose "protected only" operation by time of day.
