From Global Agriculture to Local Adventure

As we step into March, we reflect on a February marked by regional recognition, business expansion, and continued infrastructure progress across Tulare County. Following another successful World Ag Expo, which welcomed more than 100,000 guests, including visitors from 52 countries, to the heart of our agricultural region, we continue to see sustained business investment and community momentum throughout the county.
Recent expansions, including PAZ Dermatology and Stafford's Chocolates, reflect continued confidence in doing business here. At the same time, Balch Park's nomination in the Fresno Bee's Best of Central California awards highlights what many of us already know: Tulare County is home to some of the most remarkable outdoor destinations in the region.
In February, the Tulare County Resource Management Agency was also honored as Large Non-Profit of the Year by the Tulare Kings Hispanic Chamber of Commerce, with a focus on our Economic Development Office. The recognition reflects the collective work of our nearly 300 employees and the ongoing collaboration with our eight cities, regional partners, and the Tulare County Board of Supervisors to advance economic opportunity and community development.
Through our region's Discover Tulare County and Discover the Sequoias initiatives, we are proud to help residents and visitors explore our eight welcoming cities and more than 40 unincorporated communities, from Three Rivers to Springville.
Behind the scenes, RMA teams remain committed to maintaining safe roadways, strengthening water systems, building bridges, and supporting our region's continued growth. With the recent arrival of our new Assistant Director of Fiscal & Administrative Services, Scott Motsenbocker, we are reinforcing strong stewardship to ensure every dollar fuels this important work.

Balch Park has been nominated in the Fresno Bee’s Best in Central California awards (RV/Campground category). As one of Tulare County’s most visited parks, Balch is a true point of pride, offering another scenic way to experience the Giant Sequoias beyond the world-renowned Sequoia and Kings Canyon National Parks.
Located in the southern Sierra Nevada at 6,500 feet, Balch Park draws thousands of visitors each year seeking fresh mountain air, towering trees, and outdoor adventure.
Those wishing to support Balch Park can cast their vote by visiting www.votebocc.com then “Things to Do”, then “RV/Campground”, and choosing Balch Park. Voting is limited to once per day.

Public Works: Moving into Spring 2026
Coordinating Construction Impacts While Strengthening Infrastructure
| | When communities see traffic cones, they can signal many things. Sometimes they mark routine traffic control; other times, they support larger infrastructure efforts such as bridge, road, or water system improvements underway to enhance safety and reliability. | | |
Several key infrastructure projects are nearing completion this winter, with additional improvements beginning across Tulare County this spring. Current work includes countywide guardrail safety upgrades, SB1-funded road rehabilitation on major corridors, roadway resurfacing in Springville, Three Rivers, Kingsburg, Earlimart, and Woodville, and new ADA curb ramps in Cutler, Traver, Tipton, and Strathmore.
Together, these projects alone represent nearly $12 million in coordinated federal, state, and local investment, including funding through SB1, Measure R, HSIP, and Local Road Funds.
We recognize that construction activity can bring temporary noise, dust, traffic delays, and changes to daily routines. We appreciate the patience of residents, businesses, and community partners as we coordinate this work with private construction firms, subcontractors, community service districts (CSDs), and, in many cases, our own RMA field teams.
Our goal remains clear: deliver improvements safely, communicate proactively, and minimize disruption while strengthening the infrastructure our communities rely on every day.

RMA Retirement Highlight: Amy Farrell
From Sign Crew to Traffic Control Superintendent

After 30 years of dedicated public service, Traffic Control Superintendent Amy Farrell is retiring from Tulare County RMA. Beginning her career in 1996 as a Sign Maintenance Worker, Amy steadily advanced through the Traffic Control Division, eventually leading a 17-member team responsible for signage and roadway safety across nearly 3,000 miles of County roads. Under her leadership, the division fortified in-house signs production and emergency response capabilities.
We thank Amy for three decades of consistent service and commitment to public safety.

RMA / Economic Development Office Recognized as TKHCC 2026 Large Non-Profit of the Year
Continued Commitment to Advancing Economic Opportunity Across the Region

The RMA, inclusive of its Economic Development Office (EDO), was recognized as Large Non-Profit of the Year at the Tulare Kings Hispanic Chamber of Commerce’s 2026 Agave y Elegancia Awards Gala. The City of Hanford was also nominated in the category. Representing the County were Associate Director Michael Washam and Economic Development Manager Alida Verduzco Silva.
Within the RMA, the EDO supports business attraction and retention, tourism promotion, and strategic communications through initiatives such as GROW Tulare County, Discover Tulare County, and the Tulare County Film Commission. In accepting the recognition, Washam emphasized the regional nature of the work and credited the Tulare County Board of Supervisors for supporting the County’s collaborative economic development strategy. The recognition reflects RMA’s continued commitment to advancing economic opportunity across Tulare County and the region.

PAZ Dermatology Expands into Tulare County
Harvard-trained Dermatologist Serving the Central Valley

PAZ Dermatology has opened a new Visalia location, an expansion of its existing Fresno County location. The grand opening in early February was hosted in partnership with the Visalia Chamber of Commerce, Tulare Kings Hispanic Chamber of Commerce, and the Fresno Area Hispanic Foundation’s Confía initiative. Led by Dr. Carlos Paz and co-founder Vivian Paz, the practice continues expanding medical and cosmetic dermatology services in the Central Valley.
The state-of-the-art facility features artwork from local artists throughout its lobby and patient rooms, reflecting a commitment to both health care and the arts. The Tulare County Economic Development Office and GROW Tulare County team were proud to attend in support of the expansion, which strengthens local health care access and contributes to regional job growth

Tulare County maintained a strong, coordinated presence at the 2026 World Ag Expo, staffing booths at the International Business Center and Sequoia Tourism Council tourism station.
RMA’s Economic Development Office highlighted business attraction and tourism initiatives alongside the Ag Commissioner, Sheriff, District Attorney, and other County departments.
As RMA Associate Director Michael Washam noted, the Ag Expo provides an opportunity to connect directly with existing and prospective businesses as part of a proactive regional growth strategy.

The Tulare County Resource Management Agency (RMA) launched the 2026 Tulare-Kings Planner Lunch series on February 25 at Government Plaza in Visalia, in close collaboration with colleagues across the region, including the Central California chapter of the American Planning Association (CalAPA).
The luncheon, organized by RMA Planning & Permit Manager Jason Garcia-LoBue with support from RMA leadership and staff, featured a panel discussion moderated by Garcia-LoBue on "Planning for Economic Development." Panelists included City of Tulare City Manager Marc Mondell, RMA Assistant Director of Economic Development & Planning Aaron Bock, and RMA Economic Development Manager Alida Verduzco Silva.
The discussion emphasized regional alignment, development readiness, and the importance of presenting a unified front in an increasingly competitive investment landscape.

Tulare County businessman Rob Taylor has expanded his beloved chocolate shop destination, Stafford's Chocolates, headquartered in Porterville, to nearby Exeter. Along with the expansion, the transition of the coffee shop from Exeter Coffee to Stafford's in late 2025 has created new job opportunities. The Stafford's team invites all chocolate and coffee lovers to stop by to sweeten their Grand Opening celebration.

2025 California Administrative Code Now Updated
RMA Building Official Welcomes Partners to Review Updates

If it is built in Tulare County's unincorporated communities, RMA Building Official Hector Ramos and his team are tasked with ensuring that structures comply with regulations to provide proactive, life-saving guidance for residential and commercial projects.

RMA's Building & Code Inspection Division has implemented the updated 2025 California Building Code, including Volumes 1 and 2, in accordance with the State's building standards cycle, which updates every three years.
Contractors, developers, architects, and property owners are encouraged to review the new provisions before submitting permit applications.
RMA's Building & Code Enforcement teams are available to assist applicants in understanding how the updated standards may apply to upcoming projects.

The RMA has welcomed Scott Motsenbocker as Assistant Director of Fiscal and Administrative Services. With nearly two decades of municipal fiscal leadership experience, including service as Budget Manager for the City of Fresno and 26 years in the U.S. Army, he brings expertise in public budgeting and long-range financial planning.
Motsenbocker is now working closely with RMA leadership and staff, overseeing the Fiscal & Administrative Services Branch and supporting the Economic Development & Planning and Public Works branches. His leadership will strengthen RMA's forecasting, grant oversight, and capital planning as Tulare County continues to grow.

The County of Tulare will hold a public hearing to discuss a possible application for funding under the State Community Development Block Grant (CDBG) Program.
