Advocating for Infrastructure and Business Opportunities with Quality of Life in Mind

Throughout the month of March, Tulare County Resource Management Agency (RMA) staff across our Economic Development & Planning, Public Works, and Fiscal Services branches have been hard at work on multiple community improvement projects. This includes road projects, such as the launch of our annual Slurry Seal Program, set to begin in early April. Each year, we establish clear priorities, and by mid-year, our engineers collaborate closely with our fiscal experts to align funding with Tulare County’s most pressing needs. With agriculture as the backbone of our economy, many of our County-maintained roads will continue seeing improvements to support farm-to-market traffic access.
In this edition of our monthly newsletter, you will also read about new leadership in Fiscal Services, as RMA continues to invest in a strong and capable workforce to support our residents and visitors.
We are proud to highlight the continued advocacy work RMA is known for. From working closely with the community of Allensworth to advance a community plan that supports future growth and tourism, to securing nearly $8 million in funding for the community of Pixley, our teams remain committed to addressing the unique needs of our communities.
While the challenges we face in Tulare County are not unique, they are deeply important and meaningful to the people we serve. As an engineer by training, my role is to take a close look at problems, whether related to water access, maintaining roads, economic development, or supporting new business development, and work toward practical solutions. Every RMA team member approaches their work with that same mindset: turning challenges into opportunities and delivering results for our communities.

Slurry Seal Program Underway as of April 6, 2026
Road Maintenance Work Coming to Five Tulare County Communities

The RMA will begin roadway maintenance on approximately 8 miles of County roads starting April 6 through April 30, 2026. This work will take place in or near the communities of Springville, Three Rivers, Kingsburg, Earlimart, and Woodville.
The project includes slurry seal treatments, a protective process that seals small cracks, restores road surfaces, and extends pavement life, helping keep neighborhood streets smooth, durable, and reliable for daily use.

Project Details
Funded through Measure R, this project represents a $475,916.70 investment in maintaining Tulare County’s roadway network.

Throughout March, RMA’s Economic Development & Planning Branch advanced business attraction, tourism, and industry support through statewide and national outreach. From promoting the Sequoias and recruiting retail investment to engaging site selectors and supporting dairy sustainability, these efforts strengthen Tulare County’s economy. Locally, the grand opening of Stafford’s Chocolates in Exeter highlighted continued business growth and opportunity. Together, this work supports job creation, attracts investment, and enhances the quality of life across Tulare County.

Allensworth Community Plan Moves Forward with Unanimous County of Tulare Support
Allensworth Sets Eyes on Business and Tourism Growth with a Focus on Sense of Place

We’re celebrating a major milestone for our Allensworth community. The Tulare County Board of Supervisors has fully approved the Allensworth Community Plan Update. Shaped by residents and the Allensworth Progressive Association, and supported by Tulare County RMA, the plan creates a roadmap for growth, infrastructure, and economic opportunity.
The effort was advanced by RMA Planning Director Aaron Bock and RMA Planner III Emily Gage, who helped guide the project through the Planning Commission and Board of Supervisors. With an updated framework now in place, Allensworth is better positioned to attract business investment, support local priorities, and strengthen the quality of life for the community.

Thriving Communities Grant for Pixley
Improving Quality of Life Along State Route 99 Communities
| | Pixley is building on more than $7.8 million in infrastructure improvements with new support through the Thriving Communities Program. This $50,000 planning grant helps the community identify priorities and compete for future funding for transportation and infrastructure projects. Led by residents and supported by RMA, HHSA, Self-Help Enterprises, and COMTO, the effort reflects strong cross-agency collaboration.
