We are back with a spring issue of "Turtle Talk," the e-blast with the latest updates and news-you-can-use about the South Bay Local Travel Network (LTN), produced by the South Bay Cities Council of Governments (SBCCOG). Here's a little reminder: the LTN is planned to be a 243-mile network of existing, low-speed routes that are designed to accommodate travel via small, low-speed vehicles (aka street-worthy golf carts, e-bikes, pedal bikes, e-scooters, etc.).

E-Bike Safety Receives Further Attention in the South Bay

Beach Cities Communities Discuss E-Bike Safety


In partnership with 66th District Assemblymember Al Muratsuchi’s office, the SBCCOG participated in the Beach Cities E-Bike Town Hall in March. Key stakeholders in education, law enforcement, policy, and engineering gathered to discuss strategies to address e-bike safety issues, especially among youth. Following the town hall discussion, our staff participated in a fun community bike ride through Redondo Beach. 

Palos Verdes Peninsula Unified School District Implements E-Bike Sticker Program 


The Palos Verdes Peninsula Unified School District recently announced that the district will be implementing an e-bike sticker program at all of its schools beginning this fall. The SBCCOG has been a champion for e-bike safety education on the peninsula and is excited to support the rollout of this program. To learn more, click here

2025 General Assembly Features Mobility Pavilion

The SBCCOG celebrated its 30th anniversary at its annual General Assembly on March 27, 2025. This year, our exhibit hall included a mobility pavilion featuring NEV manufacturers, e-bike retailers, e-bike safety educators, and our own LTN. Attendees also had the opportunity to test ride an e-bike, many for the first time.

Rolling into the Future

Hybrid KarBike Offers the Best of Both Worlds


Bicycles can meet most local trip needs in the South Bay. But what if you want to bike in the rain or want to feel more protected? Enter the Karbike, an innovative cross between an e-bike and a car invented by French designers. The vehicle has a steel frame, roof, windshield, headlights, turn signals, lockable doors, and can seat four passengers, but is powered by pedaling and fits in a regular bike lane. The Karbike can travel 47 miles per charge due to a solar panel on its roof and reaches top speeds of 15.5 mph.

 

New micromobility innovations and technologies are constantly emerging from around the world. Here we showcase examples of exciting vehicle inventions in the industry. Perhaps we’ll spot one of these devices cruising around the South Bay in the near future.

Legislation We're Watching

E-Bike Impoundment Bill Introduced


Ever wonder how our legislators plan to address issues surrounding low-speed vehicles, mobility and traffic safety? In this Legislation We're Watching feature, we will spotlight a local, state or federal piece of legislation pertaining to low-speed travel in a quick, easy-to-understand explanation. 


Assembly Bill 875, authored by 66th District State Assemblymember Al Muratsuchi, would authorize a law enforcement officer to impound an e-bike that exceeds speeds greater than permitted for e-bikes. In addition, the bill would allow an officer to confiscate a Class III e-bike operated by a person under 16 or not wearing a helmet. For a refresher on e-bike speed requirements, click here.
