TCNA Snow Plan


Residents, Condos and Apartment Responsibilities

  • Shovel your sidewalk.
  • Do NOT put snow in the street when you shovel your sidewalk, clear your car, or clear your parking lane.
  • Park as close to the curb as possible during snowstorms so that the plows can get through.
  • Remove snow from storm drains (so that streets don’t flood).


THE CITY AND TCNA DO NOT TREAT OR PLOW ALLEYS OR SHOVEL SIDEWALKS. Work with and help your neighbors.

What to Do If Your City Street is Not Cleared

Give the City 24 hours to start to clear the secondary streets after the snow has stopped.


Then if your street has not been cleared and it is not passable, CALL 311 and let them know that your street has not been treated or plowed.


  • Contact 311 and make a report. Get a confirmation number.
  • If no action, then email Councilwoman Odette Ramos  odette.ramos@baltimorecity.gov with SUBJECT LINE: SNOW. Or call Odette at 410-396-4814. The office will follow-up with the Snow Call Center. BE SURE TO INCLUDE: Your name, your address, and the 311 confirmation number.
  • EMAIL PresidentTCNA@gmail.com and let us know the problem, too. We will track the issue or any concerns you have. We also like to hear when the City is doing a good job.

Holiday Safety Suggestions and Tips

Always lock your doors to your house, condo, apartment, car, or garage if you are inside or out.


Don’t leave anything visible in your car. Put it in your trunk.


  • Lights make a huge difference. Keep outside lights on (home, condo, apartments) all night long.  
  • Motion lights add visibility to dark areas.


CALL 911 if you see something happening. Police will respond.

CALL 311 to report the crime if the crime already happened.

December 1, 2025 3PM: JHU SENT OUT AN ALERT: Baltimore Police are currently investigating a robbery that occurred near the intersection of W. University Parkway and W. 39th Street on December 1, 2025, at about 3:00PM. At this time, two male subjects approached a non-affiliate victim, who was walking on the sidewalk. The subjects demanded the non-affiliate’s property and when they refused, the subjects assaulted the non-affiliate and took their property. The subjects subsequently entered a black Hyundai Sonata, which was last seen traveling eastbound on 39th Street. The subjects implied they had a weapon during the encounter. The non-affiliate sustained minor injuries.



We are blessed to live in a neighborhood with very low levels of crime. However, during this time of year, there are often increases in two types of crimes: robberies, and package theft from porches. To minimize the threat of robberies, stay alert and be situationally aware. Always observe who is around you when leaving your residence, getting into your car, walking, accessing an ATM, using a restroom, etc. Only carry the most essential items in your wallet or purse, i.e, your driver license, one credit card, and a little cash. If confronted, do not resist, but simply hand them over. Better to comply with demands and avoid escalating the situation—your safety is the most important concern. After the incident, contact the police immediately with a description of the perpetrator(s), mode of transportation and vehicle description, including license plate number.


If expecting a package and you will be away, ask a neighbor to be on the look out for the package delivery. If you receive packages regularly, consider purchasing a secure package storage bin that is lockable. Installing a camera on your porch to monitor package deliveries and anyone approaching your residence is also helpful.

Completion of the Stony Run Path along Linkwood Road


At the November 3 meeting convened by the Friends of Stony Run, the Linkwood path project was discussed. The funding is part of the Stony Run bond award, which has now been approved by the Board of Estimates.


Because of the emergency closure of the Stony Run bridge, replacement of the bridge is the focus at present. We had a preliminary discussion with a planner from RK&K and representatives from DPW about the project. The conclusion was that the path is an exercise in constructibility.


The path will likely need to be on the east side of the Linkwood. This would involve

  • Reconstruction and enlargement of the existing sidewalk
  • Connection to the existing trail segments by crosswalks on either end of the new segment


Barriers to placing the trail on the west side of Linwood Road next to the stream include

  • Structural failures of the concrete stream channel
  • A culvert under Stoneyford that carries a buried stream 
  • Linkwood roadbed itself


A study will be done by RK&K to determine the best location for the path. 

More information and discussion about this project will be held at the TCNA January 21 board meeting. All are welcome to attend.

Other activities continues on the Streets Committee agenda items. 


Water Main Replacement

The emergency water main replacement along Stoneyford Road, Stony Run Lane, and Linkwood Road continues. Thanks to Jack Boyson for his constant communication with BGE, DPW and Civic Construction to apprise local residents of upcoming parking restrictions.


Traffic Data on Tuscany Road

DOT has produced a preliminary report. This is not a full traffic study. They will present the findings at the next TCNA meeting. We will also work to include Canterbury Road and Highfield Road for potential traffic interventions, as well. 


Advocating for a Crosswalk on Charles Street at Highfield Road

We will work with the DOT liaison to investigate what type of crosswalk would be allowed since Charles Street is a state highway and a major road. 


Baltimore Traffic Safety Survey


Now is your chance to let the City know what improvements you want in Baltimore.


Traffic safety affects everyone in Baltimore—whether you walk, roll, ride, or drive. The Baltimore Traffic Safety Survey is your chance to share your experiences and ideas for how we can make our streets safer for all.

Your input will help shape recommendations in our Vision Zero Action Plan, Baltimore City’s roadmap for eliminating traffic deaths and serious injuries.

The survey asks about:

  • Your experiences — have you or someone you know been affected by a crash? Do you avoid certain streets or feel unsafe walking or biking?
  • How safety influences your choices — would safer roads make you more likely to walk, bike, or ride a scooter?
  • What improvements do you want to see — rank ideas like lowering speed limits, improving infrastructure, and redesigning streets for safety over speed.
  • How enforcement should work — share your views on how Baltimore should approach traffic safety laws, from targeted enforcement to technology-based solutions.
  • Your own ideas — add suggestions or share anything else about how traffic safety impacts your life.

All responses are confidential and will be used to guide real safety improvements on Baltimore’s streets.

Our landscaper Mark Pratt has completed his weeding and grooming of our gardens for the winter. The falling leaves will provide a nice covering for the winter. He will come again in the spring to clean up and add plantings in bare spots. TCNA is very fortunate to have Mark wor on our gardens.

Tree Stewards

GOAL: To keep Tuscany-Canterbury green and tree-healthy

The Tree Canopy

Baltimore's goal is to reach a 40% tree canopy by 2037. Tuscany- achieved th. We are at 40.6%. We can still do better to plant and save more trees.

We are looking for opportunities to plant additional trees where previous trees have been cut down or damaged or where there are significant gaps in our tree canopy. Our focus is on the grassy public areas between the sidewalks and curbs. If you know of a candidate spot, send us an e-mail to presidentTCNA@gmail.com. The next chance for new plantings will be early spring.

Calvert Liaison Committee Report

November 2025

The Calvert/TCNA liaison committee met on November 20 with Andrew Holmgren, Headmaster and Tom Travers, CFO, from Calvert School.  TCNA was represented by Arna Margolis, Ferd Latrobe and Amy Mutch.  Landscaping was discussed, as the dead trees on Tuscany Road were not replaced as planned. A spring planting is scheduled.  The overgrowth of vines and tree branches obscuring a street lamp at the rear of Tuscany Court's alley on Calvert’s property has not been resolved, due to safety concerns of adjacent power lines.  To remedy the situation, Calvert believes BGE with skilled technicians should trim the invasives and branches.  Both TCNA and Calvert will research the situation for a resolution.  
 Calvert has appreciated the updates from TCNA regarding street closures from the water main replacement work on Stoneyford and Linkwood.  Jack Boyson, a board member of TCNA, has agreed to provide any pertinent information to Calvert School as the goal post moves in multiple directions.  Thank you, Jack!
 Carpool complaints have decreased this fall semester.  There appear to be fewer backups on Tuscany Road.   The parents of Roland Park Elementary School also reported fewer safety and traffic issues related to the bus stop.  Anecdotal reports of incivility when driving our narrow roads have continued while Calvert and TCNA look for solutions and carpool safety.  
 The sinkhole at 200 Tuscany Road is deteriorating and requires repair.  Calvert requests TCNA help in this effort.

Water Pipe Replacement Work


Week of December 8


Starting December 8, work will begin at the corner of Linkwood and Stoneyford, moving north on Linkwood to Ridgemede.


The no-parking barrels have been removed on Stony Run Lane toward Gardens of Guilford.


No-parking barrels are placed on Linkwood, to let people know about removing their vehicles before work starts at 7:00 AM on Monday. CARS WILL BE TOWED IF THEY ARE NOT MOVED.


Mark Reshnet of DPW agreed to postpone the pipe connection work in the middle of Tuscany Road until Calvert School’s holiday vacation period.

Clogged Storm Drains

It's time for our annual reminder that we all need to do our part to keep curbs and drains free of debris. Recent heavy rainfall has washed sticks, leaves, soil, and sand from our beautifully landscaped yards and green spaces into the streets. Clogged storm drains can cause water to pond on our streets and flood basements in the houses and buildings at low points.

From the City Public Works Department, please remember the following:

  • Put your yard waste out on your regular Tuesday trash collection day.
  • Put it at the same place where you put out your trash.
  • Put yard waste in plastic bags (preferably clear or labeled bags), paper bags, or bundle it.
  • Limit yard waste to 5 bags per collection.
  • Tree branches larger than 4 inches in diameter or longer than 3 feet will not be collected.

Water Main Breaks


The water line broke at the corner of Highfield Road and Canterbury Road in early October. Then, on October 21, the water line broke closer to Charles Street and completely flooded the streets. There were stories about this flooding on the television news and in local papers.

Water main breaks are a constant problem throughout the neighborhood. The City responds quickly to repair them, short term. TCNA added a gallery of pictures of water problems. Long term solutions are needed.

Sisson Street Task Force rejects Falls Road as site for trash drop-off center


The Sisson Street Task Force last night tossed the mayor’s preferred site – the Potts & Callahan property on Falls Road – from the list of possible places to relocate the Sisson Street Citizen Drop-Off Center. Councilwoman Odette Ramos, the task force chair, said there had been “enough pushback” to warrant its removal from consideration. She earlier disclosed that she and the mayor’s office had received about 1,000 emails about the proposed move to the Jones Falls Valley.

Albert Matricciani Jr. a Tuscany-Canterbury resident and chair of Baltimore Board of Liquor License Commissioners leaves after a decade of service.


Among his accomplishments includes the establishment of a community liaison to mediate relationships between residents and businesses that serve alcohol. Prior to that, disputes between neighbors and businesses would often be heard during liquor board hearings, leading to long sessions. Now neighborhood associations and businesses are more likely to sign memorandums of understanding, or MOUs, that can dictate the businesses’ operating hours and impose other requirements. “I think that’s been a big change and a very positive one,” said Matricciani, a former Court of Special Appeals judge. “I was used to running a courtroom.” 

Thank you, Al, for the changes that you made on the Liquor Board as the chair. Tuscany-Canterbury was able to obtain an MOU with the Hopkins Market when they requested a new liquor license in 2023. 

Daniel Powell Baier 1941-2025


Daniel Baier was a long-time resident of Tuscany-Canterbury. Daniel and his wife Lenore lived on Tuscany Road for 53 years. He passed away on October 7, 2025 at his home after a long illness. 

 

Dan Baier was born on August 4, 1941, in Baltimore, and grew up in the Rosedale neighborhood. He was a standout athlete at St. Clement Mary Hofbauer School and then at Calvert Hall College High School, where he lettered in both baseball and basketball, while maintaining his academic standing. He went on to attend Villanova University on a baseball scholarship, earning a degree in business and later signing a contract with the Baltimore Orioles. During his professional career, Dan played for four Orioles minor‐league affiliates: Bluefield, Minot, Aberdeen and Stockton.

After injuries brought his playing days to an early close, Dan embarked on a long and successful career at the Bethlehem Steel Corporation plant in Sparrows Point, Maryland, eventually retiring after 30 years.


Dan is remembered not only for his athleticism and work ethic, but for his love of the game, his loyalty to his teammates and friends, and his devotion to family. He will be missed by all who knew him.

An electric debut for new eco-friendly Johns Hopkins buses

Johns Hopkins has a fleet of a dozen buses that moves about a million passengers a year, said Bob McLean, vice president for facilities. The university recently received five electric buses and expects to add five more in the near future, as it moves toward a fully electric fleet, as one of the goals of the university's Climate and Sustainability Plan.
