Two CHC Representatives Appointed to HELP Act Oversight Committee

MPCA is pleased to share that Gov. Bullock has appointed two community health center representatives to the Oversight Committee for the HELP Act that expands Medicaid. David Mark, MD and CEO of Bighorn Valley Health Center, has been appointed to the primary care physician slot, and Barbara Schneeman, VP of Communications and Public Affairs at RiverStone Health, has been appointed as an ex-officio member. Congratulations, Dr. Mark and Barbara! Importantly, thanks go as well to every single one of you who engaged this legislative session to pass the HELP Act. Your participation and leadership demonstrated time and again that community health centers have valuable expertise and a deep commitment to the population that will be served by the HELP Act expansion, which proved to the Governor's office that health center representatives would be an asset to the Oversight Committee. MPCA is excited to work with Dr. Mark and Barbara as they and the rest of the Oversight Committee implement the HELP Act.

HELP Act: Next Steps

Before the HELP Act can be implemented, CMS must approve it. DPHHS is currently writing the CMS waiver for the HELP Act provisions, which they will subsequently release for  public comment. MPCA is carefully monitoring this process, and we will let you know when the waiver is released and the public comment period begins.

For more information about next steps, see this blog post from our friends at Montana Budget and Policy Center.

Organizational Transformation

healthgradesHave you checked your Healthgrades scores recently?

An increasing number of patients are using Healthgrades and other online forums to research, compare and identify providers of choice.  Community Health Centers may want to monitor and explore approaches to increase the numbers of patients reviewing their providers on these online forums as one way to increase awareness of the excellent care provided at their health care facilities.  Monitoring such forums will also provide community health centers with knowledge of any negative commentary and the opportunity to address and resolve consumer concerns.

healthcareHealth Care Payment Learning and Action Network

The HHS Health Care Payment Learning and Action Network (http://innovation.cms.gov/initiatives/Health-Care-Payment-Learning-and-Action-Network/  ) has been launched to create a forum for public-private partnerships to advance value-based health care payment models.  All payers, providers, employers, purchasers, consumers and states are invited to participate

in the network by registering at. The network will move the Medicare program toward paying providers based on the quality, rather than the quantity.

Participants will be asked to participate in reporting progress toward alternative payment model goals to meet goals of 30 percent alternative payment model penetration by 2016 and 50 percent by 2018.  Alternative payment models include Accountable Care Organizations (ACOs), bundled payments and advanced primary care medical homes.
