Gov. Ferguson Announces Plan

to Restore Washington State Ferries

Ferry conversions paused to restore domestic ferry service by this summer

Governor Bob Ferguson announced Thursday he will delay hybrid-electric conversion for two of the state’s largest ferries, putting Washington on the path to restoring full domestic ferry service by this summer. As a result of this plan, Washington State Ferries will have 18 operating vessels in the water for the first time since 2019.


Full domestic service is considered 21 vessels with 18 in the water at any time.


Ferguson is delaying the ferry conversion until after World Cup 2026, which is scheduled from June 26 through July 6. Converting the ferries removes them from service for an extended period of time. For example, the Wenatchee, the first Washington State Ferries vessel to undergo hybrid-electric conversion, will have been out of service at least 22 months by the time the conversion is completed this summer.


“Washingtonians count on fast, reliable ferries to get to work and access critical services,” Ferguson said. “We must do everything we can to fully restore ferry service to pre-pandemic levels. This decision immediately improves customer service and centers the people.”


Since the pandemic, Washington State Ferries has operated on a reduced schedule, significantly impacting Washingtonians who rely on ferry service. Right now, for example, commuters who travel by ferry between Bremerton and Seattle — one of the state’s busiest ferry routes — must wait more than two hours between boats every day. This action will improve those wait times.


Delaying the hybrid-electric conversion for the remaining two ferries prioritizes improved ferry service, especially ahead of major events like the World Cup in summer 2026.

The National Retail Federation (NRF) is calling on retailers to make their voices heard in Congress regarding the impact of tariffs on businesses and consumers. The uncertainty surrounding U.S. trade policy and potential tariffs is beginning to affect consumer confidence and the affordability of everyday goods.

Committee work on bills has now concluded in their respective House of origin. Both policy and fiscal committees have assessed and determined which measures will proceed. These bills are now in the hands of the Rules Committee, which will decide which measures move forward to the floor for potential consideration. Many bills enter the Rules Committee but ultimately stall, never receiving a vote on the floor.


Even once a bill clears the Rules Committee and is placed on the legislative calendar, there is no assurance that it will be debated or voted on. The final decision rests with legislative leadership, specifically the Speaker of the House and the Senate Majority Leader, in conjunction with their teams. They carefully evaluate the level of support for each bill before determining whether it should be brought to the floor. Bills without sufficient backing are less likely to be considered, as leadership focuses on measures that have a clear path to approval.


The next critical deadline is 5:00 p.m. on March 12, when all bills—except those essential to the implementation of the budget—must have passed out of their House of origin. It is not unusual for a controversial bill to be taken up at the last possible moment, often just before the cutoff time. Once debate begins, it must be concluded, sometimes extending into the early hours of the following day.

Risks of Privatizing Labor Law Enforcement

Washington State’s Legislature is increasingly relying on Private Rights of Action (PRAs) to shift the enforcement of labor laws from state agencies to individuals. This approach empowers employees to sue for violations, significantly raising the legal risks for employers. Several recent proposals highlight this growing trend:


  • HB 1308 requires employers to grant employees access to their personnel files within 21 days of a request. Small retailers, particularly those without dedicated HR staff, may face challenges in complying, exposing them to potential lawsuits.
  • HB 1524 mandates that employers provide panic buttons to isolated employees. Non-compliance could lead to legal action.
  • HB 1402 restricts when employers can require a driver’s license for a job application. Employers who unknowingly fail to comply risk being sued.


The consequences of this shift are already apparent. For instance, the Pay Transparency Act, which requires salary disclosures in job postings, has resulted in over 200 lawsuits and an estimated $500 million in liability, with average settlements reaching around $2 million.


This trend is also influencing the legislative budget process, where PRAs are being used to reduce agency fiscal notes, thereby transferring enforcement responsibilities to the courts. Unlike previous regulations, these new mandates do not include funding for employer education or outreach, leaving employers to navigate the complex landscape on their own.


As more labor laws incorporate PRAs, employers must remain vigilant to avoid costly litigation. Proactive compliance is essential to mitigate the growing legal risks in Washington State.

Beneficial Ownership Information Reporting Fines & Penalties Suspended

The Treasury Department’s Financial Crimes Enforcement Network (FinCEN) has announced that it will not issue any fines or penalties or take any other enforcement actions against a company based on its failure to file or update beneficial ownership information (BOI) reports by the current deadlines as required by the Corporate Transparency Act.



Fines and penalties will be suspended until a forthcoming interim final rule becomes effective and the new relevant due dates in the interim final rule have passed.

SBA to Shutter Seattle Office

The U.S. Small Business Administration announced plans Thursday to close its Seattle office.


Kelly Loeffler, who heads the federal agency, said in a news release the SBA would relocate six of its regional offices away from "sanctuary cities," referring to local governments that limit cooperation with federal immigration authorities.


“Today, I am pleased to announce that this agency will cut off access to loans for illegal aliens and relocate our regional offices out of sanctuary cities that reward criminal behavior," Loeffler said in a news release. "We will return our focus to empowering legal, eligible business owners across the United States – in partnership with the municipalities who share this Administration’s commitment to secure borders and safe communities.”


The other regional offices slated for closure are in the Atlanta, Boston, Chicago, Denver and New York City.


Seattle in 2003 passed an ordinance directing police officers and city employees not to "inquire into the immigration status of any person, or engage in activities designed to ascertain the immigration status of any person."


The SBA's Seattle District office, which serves most of Washington as well as north Idaho, is in the Fourth and Battery Building at 2401 Fourth Ave. in Belltown. The property is owned by Martin Selig Real Estate, which has struggled mightily amid the office market downturn. The building is not among the Selig properties whose loans were transferred to a special servicer over risk of default.


The SBA said in its announcement that the regional offices will be moved in the coming months "to less costly, more accessible locations that better serve the small business community and comply with federal immigration law."


In a statement to the Business Journal, the agency said SBA services in the affected areas "will not be impacted by these relocations and the timeline for the regional office moves is forthcoming."

Small-Business Grants to Apply

About 53% of business owners surveyed by the Small Business Majority were worried about tariffs negatively impacting their business, while 77% were worried about tariffs impacting the American economy more broadly. The survey also found that over the past three months, business revenues decreased for 42% of entrepreneurs and stayed the same for 34% over that period. Just 24% of small businesses reported revenue increases. 


A separate survey from small-business networking platform Alignable found that 30% of small businesses anticipate revenue losses due to tariffs proposed by the Trump administration. Just 18% believe it will boost their sales.


"Small businesses are already navigating a financial minefield — rising costs, inflation, and economic uncertainty," Alignable CEO Eric Groves said in a press release. "Now, the threat of new tariffs could be the breaking point for many.” 


For small businesses looking to bolster their financial state or take their business to the next level amid the uncertainty, we have assembled a list of small-business grants that are open for applications.


Honeycomb Credit offers ‘breakthrough’ grant

Small-business investment platform Honeycomb Credit is offering a $10,000 breakthrough grant to support small businesses achieving their next big step, whether it’s a new location, launching a food truck or franchising. Applicants must own a business to qualify. Applications are due by 11:59 p.m. on April 2, 2025, with the grant winner to be announced by April 11, 2025.


Cognac brand Remy Martin offers $20,000 grants

Creatives and entrepreneurs contributing to their local culture in a few select cities are eligible for the Remy Martin This is My City Microgrant. The grant is for entrepreneurs in Chicago, Detroit, New York City and Atlanta, with a winner in each city getting the money and one-on-one mentorship from an established figure in their field. The grant coincides with the release of limited edition bottles designed to mimic the culture and flavor of each city.


This is My City grant honorees will be announced in June 2025. Applicants can submit their entries on RemyMartin.com/en-us/This-Is-My-City Applications close April 11, 2025.


$5,000 Faire Small-Business Grant

Independent retail stores or those who soon plan to open a retail store can win a $5,000 grant in Faire merchandise to help stock their store. Applicants need to provide a few details and submit a short video on how the grant money would help. Applications are due March 31, 2025, and winners are announced April 30, 2025.


$10,000 DoorDash disaster relief grants

Restaurants across the country hit hard by a natural disaster can apply for $10,000 grants, courtesy of DoorDash.


The Restaurant Disaster Relief Fund, a partnership between DoorDash, financing platform Hello Alice and the Global Entrepreneurship network, is open to restaurants in state or federally declared natural-disaster areas. The grant windows operate on a rolling bases, with four a year.


To be eligible, restaurants must have a brick-and-mortar location, fewer than 50 employees per location, be open at least six months and have less than $3 million in revenue per location.

The first window for applications is open until March 3. Winners will be announced in April.

Central Kitsap Paving Project to Begin

Major project to impact Silverdale Way through fall

Kitsap County Public Works is applying an asphalt overlay of approximately 1 mile of Silverdale Way NW from Bucklin Hill Road to Waaga Way (excluding the Myhre Road intersection) and approximately 1000 lineal feet of Bucklin Hill Road from Silverdale Way NW to Blaine Ave NW (excluding the Silverdale Way NW intersection). The project also includes pedestrian improvements at intersections, signal improvements at Silverdale Way NW and NW Randall Way, and storm main replacements. Construction on this project is anticipated to begin by the end of March.

 

Project Will:

  • Provide a 3-inch grind and overlay to address deterioration of the existing pavement, reducing long term maintenance cost
  • Improve pedestrian accessibility at signalized intersections
  • Remove the signal-controlled traffic island and reconstruct the southwest corner of the intersection to improve traffic operations and pedestrian accessibility
  • Replace aging stormwater infrastructure

What to Expect:

  • The standard work hours will be from 6:00 p.m. to 6:00 a.m., Monday through Friday. Sidewalk and driveway work may take place between 6:00a.m. and 6:00 p.m.
  • One lane of traffic will be maintained throughout the duration of the project
  • Traffic delays during construction are expected, but will be minimized to the maximum extent possible
  • Access to driveways will be maintained throughout the project
  • Emergency vehicles will be provided access at all times
