UCP OREGON

EXECUTIVE ORDER UPDATE

APRIL 2025

Dear UCP Oregon Community,

At UCP Oregon, advocacy is more than just a word—it’s a commitment we embrace every day. Whether we’re speaking up for (and with) our customers at the Oregon State Capitol or partnering with other organizations to defend vital services, we believe that every voice deserves to be heard—loudly, clearly, and often.

That’s why we’re proud to be an affiliate of United Cerebral Palsy National, which is fighting tirelessly to protect the rights and services that matter most to people with disabilities. Their advocacy efforts have expanded significantly in recent months, especially as the threat of Medicaid cuts grows.

Strengthening Our Voice in Washington, D.C.

UCP National is working hard to ensure that the voices of people with disabilities are heard—not just in local communities like ours, but all the way to the halls of Congress.

They’ve partnered with the Porter Group, a respected bipartisan government affairs firm led by former U.S. Congressman Jon Porter. This partnership has allowed UCP to dramatically deepen its presence on Capitol Hill.

So far this year, UCP’s national CEO has already completed three rounds of advocacy visits—meeting with lawmakers, influencing key federal decisions, and elevating the lived experiences of people and families who rely on Medicaid and community-based disability services.

To broaden their reach even further, UCP has launched a nationwide digital campaign designed to speak directly to elected officials. They're also using social media and public outreach tools to build awareness of how policy decisions directly impact the daily lives of people with disabilities.

Their goal is simple but urgent: No decision about us—without us.

Policy in Action: The Case for Inclusion

For nearly 20 years, UCP National’s Case for Inclusion has provided critical, data-driven insights into how well states are serving people with cerebral palsy and intellectual and developmental disabilities (I/DD).

This year’s report reinforces a powerful truth: that investing in community-based services—and the professionals who provide them—is essential to creating a more equitable and inclusive future.

In these uncertain times, our mission at UCP Oregon remains steady: to advocate fiercely and compassionately for the rights, choices, and voices of people with disabilities.

Thank you for standing with us.

Warmly,

Ann Coffey
