City of Brandon: Zoning By-law Amendment

The intent for buildings constructed to the rear of existing primary buildings is that these buildings are secondary to the primary building in size, height, and intensity. This is reflected in current zoning requirements for both accessory buildings and detached secondary suites.

With the allowance of multiple primary buildings on a single property, more flexible standards, and higher demolition costs, some recent developments have been built with multi-unit buildings located behind existing detached homes. Without specific development standards to consider this type of development, concerns have been raised by both residents and staff on the appropriateness of building location, setbacks, size, height, and servicing. As well, staff have concerns with whether this type of development aligns with the intent of the City Plan and considers the context of the existing neighbourhood.

With completion of a full review of the current Zoning By-law still underway and not expected to be adopted until 2027, City administration is recommending restricting this type of infill development until the Zoning Bylaw review is complete, allowing City administration time to further refine existing regulations if this type of infill development is still acceptable for consideration.

Winnipeg Metropolitan Region hosts virtual open house on draft regional plan

The Winnipeg Metropolitan Region hosted a virtual open house on June 25, 2026 to provide stakeholders with an opportunity to learn more about the Capital Planning Region’s draft plan and share feedback.

The Province of Manitoba’s The Planning Act and the Capital Planning Region Regulation require the Capital Planning Region, operating as the Winnipeg Metropolitan Region (WMR), to adopt a regional plan. Over the past year, the WMR Board has reset its approach to better reflect current municipal priorities and provincial requirements. This work has been carried out collaboratively with municipalities, the Province of Manitoba, and informed by input from community members, industry, and other stakeholders. A regional plan guides growth, infrastructure, and servicing across municipal boundaries. It helps municipalities address shared challenges and opportunities and provides a framework for coordinating priorities across the region.

The WMR will be submitting its revised regional plan to the provincial government for review and approval this fall.

A video of the WMR presentation at the open house can be viewed here.

CMHC 2026 Canadian Rental Construction Survey

CMHC, in partnership with EY, is conducting a national survey to understand current conditions, challenges, and development activity in Canada’s purpose-built rental market. The survey focuses on developers’ and investors’ experiences with project pipelines, approvals, financing, costs, and risk. It also explores the key factors affecting project viability, timing, and delivery. These insights will inform CMHC’s ongoing efforts to advance the development of new housing supply.

This survey is intended for developers, investors, and development managers involved in the planning, financing, or delivery of purpose-built rental housing projects in Canada. It should be completed by senior decision-makers with direct knowledge of their organization’s development pipeline, financing activity, market outlook, and key risks or decision thresholds.

Canada-Manitoba Workforce Tariff Response Program

The Manitoba government is helping protect Manitobans from the impacts of global trade tariffs.

Through a three-year, $18.2 million investment from the Government of Canada, the Canada-Manitoba Workforce Tariff Response Program is designed to support workers, businesses and communities directly and indirectly impacted by tariffs, including steel, softwood lumber and other sectors.

The program's six pathways offer different types of support depending on a worker's situation, whether they are looking for a job, upgrading skills or exploring new opportunities, while also helping employers adapt, innovate and reach new markets so they can remain competitive.

New Legislation Passed - Bill 33

Bill 33, The Planning Amendment and City of Winnipeg Charter Amendment Act (the “Act”), received third reading and royal assent on June 1, 2026. The Act supports actions within Manitoba’s Land Use Planning Action Plan released in November 2025.

The Act delivers a series of focused, practical updates to Manitoba’s planning legislation that are designed to better support municipalities in the work of planning for future homes, businesses, and services for residents. The Bill fine tunes the planning system—providing clearer processes, improving efficiency and reinforcing the role of local decision making.

The Act clarifies and refines the role of The Municipal Board as an appeal body

Under the new approach, when a zoning or secondary plan by-law is referred to The Municipal Board due to public objections, The Board no longer holds its own separate hearing. Instead, it reviews the municipal planning records and provides a report with recommendations to council and publishes the report on their website for public access. While municipalities must consider The Municipal Board’s recommendations before giving third reading to a by-law, the recommendations are not binding. The result is a planning system that supports informed decisions while keeping authority where communities expect it — at the council table.
