Councillor Rollins speaks at UDI General Members Meeting

UDI held its second general members meeting of 2024 on September 19th and was pleased to be joined for the meeting by Councillor Sherri Rollins, Chair of Winnipeg’s Standing Policy Committee on Planning and Development. Councillor Rollins updated members on the City’s most recent zoning bylaw changes, further zoning bylaw changes being developed for the fall, Housing Accelerator Fund initiatives, provincial planning legislation reviews, and further collaboration with Winnipeg’s development industry to grow our City.

Province Announces Manitoba Affordable Energy Plan

The Province of Manitoba has announced The Manitoba Affordable Energy Plan, the province’s new plan to build the next generation of affordable energy. The MHBA attended a stakeholder briefing on September 17th where Finance Minister Adrian Sala and Environment Minister Tracy Schmidt provided a briefing on the key components of the province’s energy plan. 

 

Actions in the plan include:

  • Creating an Indigenous loan guarantee program to provide First Nations and Métis the capital support and capacity to participate in the energy transition and finance new partnerships in wind generation. 
  • Refurbishing Hydro generating stations to unlock up to 200MW.  
  • Ending the first-come-first-served approach for large grid connection to better align with our economic development goals.  
  • Strengthening energy codes for homes and buildings to generate long-term energy savings for Manitoba families. 
  • Stronger oversight of the oil and gas sector with regular provincial inspections to ensure environmental safety and reliability. 
  • Installing new Manitoba Hydro owned and operated public electric vehicle (EV) chargers.  
  • A renewed focus on energy security with stronger protections in place for procurement and data management to keep our energy supply safe and secure.  

In addition to a commitment to work with the MHBA on developing a timeframe and path forward on moving Manitoba up the energy codes for homes and buildings, the plan also includes a commitment that Manitoba Hydro will energize construction sites earlier and faster. The MHBA has been advocating for these changes and is pleased that the Manitoba Government has made these commitments important parts of its new affordable energy plan. The provincial government has committed to working with the MHBA and our members to help inform and shape the implementation of the key components of the plan that impact our sector. We look forward to working with the Government of Manitoba on this.

Developer Survey to Provide Feedback on Bill 19, Bill 34 & Bill 37

To complement Manitoba’s efforts in performing a statutory review of planning and development legislation, and to ensure that all stakeholder perspectives are captured, an online survey has been launched to gather stakeholder input and feedback on Bill 19, Bill 34, and Bill 37. To learn more about the statutory review that is underway, please refer to Manitoba Public Bulletin 2024-18.

 

Your participation in this survey is highly encouraged so that you can share your perspectives as a land developer, quarry operator, and or livestock operator on the legislation and how you may have been impacted by Bill 19, Bill 34, and Bill 37. In this survey, you will be asked questions about:

  • Whether the legislation within review scope has met its intended targets,
  • How you as a land developer, quarry operator, and or livestock operator have been professionally impacted by the legislation, and
  • Your perspectives on eight focus areas ranging from new service standards, appeal provisions, and regional plans that were introduced through Bills 19, Bill 34, and Bill 37.

The survey will take you about 30 minutes to complete. Importantly, you can complete this survey as an individual or you can complete it to provide an official response from your organization. If you choose to provide an official response on the legislation, you will be requested to share your contact information (e.g., name, title, and email address) to Manitoba and the Project Review Team should any follow-up be required.         

 

The survey is active as of Tuesday September 10th 2024 and will remain live for at least three weeks. The survey may be extended further depending on participation in the survey. Your participation in this survey is greatly appreciated as Manitoba and the Project Review Team continue to conduct an independent review of the legislation document and capture all stakeholder perspectives in this important process.
