Elaine Ryan
Elaine M. Ryan, MPA, is the Vice President of State Advocacy and Strategy Integration (SASI) in the Government Affairs Department of AARP. She leads a team of legislative staff who work with 53 state offices to advance AARP’s state advocacy agenda with Governors and state legislators throughout the nation. This work is to enable individuals age 50 plus and their families to attain and maintain their financial and health security. Elaine earned her Master of Public Administration from the John F. Kennedy School of Government at Harvard University and a Bachelors in Economics from Fordham University.
Joan Alker
Joan Alker is the Executive Director and a Co-Founder of the Center for Children and Families (CCF), and a Research Professor at the Georgetown University McCourt School of Public Policy. Her work focuses on health coverage for low-income children and families, with an emphasis on Medicaid, the Children’s Health Insurance Program (CHIP) and the Affordable Care Act (ACA). She has authored numerous reports and studies on a range of issues including Medicaid waivers and premium assistance. She holds a Master of Philosophy in politics from St. Antony’s College, Oxford University and a Bachelor of Arts with honors in Political Science from Bryn Mawr College.

  • A discussion with Take Care Utah (UHPP enrollment initiative) about Medicaid expansion, Targeted Adult Medicaid, and CHIP enrollment
  • New report on health disparities by legislative district

UHPP's Annual Staff & Board Retreat
UHPP staff met with its Board of Directors for our annual retreat. Together, the staff and Board go over successes and brainstorm ways to improve during the next year. to give an update on the past year and plan for the next.

We are grateful to have an awesome board who continues to support our on-the-ground work so much!
Take Care Utah presents at the Specialty Court Conference
Allison Heffernon, SUD Outreach and Enrollment Director, presented at the Specialty Court Conference with Representative Dunnigan and Emma Chacon, Department of Health. Allison shared some stunning statistics of how UHPP has helped to successfully implement Targeted Adult Medicaid.

  • TCU has completed over 2600 TAM application with over 1800 of the applications approved- Which is 40% of ALL TAM enrollment!
  • UHPP sends staff directly to the communities that these policies are crafted for. Our staff do outreach and enrollment at the prison, VOA, Fourth Street Clinic, drug courts, detox centers, and more!
