Congratulations to Online MPA students Stacey Conner, Laura de Steiguer, and Madeline (Maddie) Milligan for being named to the Online Student Leadership Council as at-large members.
They were selected to represent the students who started the program in the Spring and Summer of 2023, and each submitted excellent applications outlining how they would serve their fellow students.
The Student Leadership Councils (SLC) for each format are councils of students who serve as the student's voice to program administrators. The mission and vision of the Online SLC can be found on the MPA Intranet. The online SLC can be reached at mpaatunc_SLC@sog.unc.edu.

Book Description
Finance—the acquisition, management, and expenditure of money and other financial resources—is critical to local government operations. How a local government approaches finance significantly affects how its officials and employees perform their duties and how it can serve its constituents. But North Carolina’s local governments do not operate with complete independence or at the sole discretion of their officials or employees. Instead, our state’s local governments derive all of their powers from the North Carolina General Assembly—and the General Assembly, through a variety of laws, has delineated the manner in which local governments may acquire, manage, and expend public funds.
Now in its fifth edition, this book introduces readers to these key legal rules affecting local government finance and basic principles of revenue forecasting, budgeting, governmental accounting, and financial management. It continues to serve as the textbook for Introduction to Local Government Finance, the foundational course of the UNC School of Government’s local government finance curriculum. Like that course, this book is a joint effort among School faculty members whose areas of focus include local government finance. Unless otherwise specified in a given chapter, it reflects statutory provisions and case law through July 1, 2023.

Champion Sustainability Football Game
Sustainable Carolina is thrilled to present the Champion Sustainability Football Game. On October 7 from 12:30 - 3:30 pm, we’re handing out a limited number of buttons and t-shirts in Tar Heel Town. Join us to celebrate the new, energy efficient lights in Kenan Stadium and Carmichael Arena, along with all the University’s other sustainability accomplishments.
We’ve partnered with Raleigh-based Green Places to create a landing page for the game. Visit the page to learn about Carolina’s sustainability goals, initiatives and projects.

College Affirmative Action and 'Workable' Alternatives Session
The UNC School of Education will host Mark C. Long, dean and professor of the University of California, Riverside School of Public Policy, for the talk “College Affirmative Action and ‘Workable’ Alternatives.” During the presentation, Long will present a summary of findings from 12 co-authored articles on college affirmative action and the efficacy (or lack thereof) of alternatives that have been tried in states where affirmative action was banned in the years and decades before the recent Supreme Court decision. He also will further discuss how that Supreme Court decision will likely affect college behavior, student enrollment decisions, and disparities in higher education access.

This remarkable exhibit, hosted at the Crowe Building on the American Tobacco Campus, is curated by the Negro Leagues Baseball Museum (NLBM) and unveils the profound narrative of baseball integration, Black Business excellence, and its pivotal role in Civil Rights history. NC Local Government Budget Association Scholarships | |

The North Carolina Local Government Budget Association is happy to announce two different scholarship opportunities:
NLCGBA Conference Scholarship
The Conference Scholarship provides registration and accommodations for the upcoming Winter Conference to be held in Asheville, December 6-8, 2023. Eligible applicants include first-time professional attendees or student attendees. Interested individuals should submit their application via e-mail to scholarship@nclgba.org with the subject line “#NCLGBA Scholarship Program”. Applications for the conference scholarship are due no later than Sunday, October 29, 2023, at 11:59pm EST. Scholarship recipient(s) will receive registration and lodging accommodations for the 2023 Winter Conference. The scholarship application can be found here.
Judy Ikerd Endowed Scholarship
The second opportunity is through the North Carolina Local Government Budget Association, in partnership with Civic Federal Credit Union. This partnership has opened applications for the second annual Ikerd Scholarship. The Scholarship is available to full-time Master of Public Administration students. The scholarship provides $1,000 for tuition assistance and covers attendance and lodging at the Winter 2023 NCLGBA Conference in Asheville, NC. Interested individuals should submit their application via e-mail to ikerdscholar@nclgba.org with the subject line “Ikerd Scholar 2023”. Applications for the Ikerd Scholarship are due no later than Sunday, October 29, 2023, at 11:59pm EST. The scholarship application can be found here.
If you would like to be considered for both scholarships, you must complete both applications.
You will not be considered for both scholarships after completing one application.
