CARE FIRST
HB 434, CARE FIRST, was passed in the house. This bill is all about putting the doctor and the patient ahead of insurance company profits. This act provides real change for North Carolinians and helps patients receive the care they need when their physician prescribes it. CARE FIRST requires health insurers to consult with the patient's physician before refusing to cover medical care, set time frames and make timely decisions based on treatment urgency, set limits on retrospective denials after treatment has taken place, and set minimum clinical standards for provision of care. This bill has been taken up by the Senate and passed its first reading.
