UPDATE: County Travel Ban Tonight, Village Hall and Library Closed on Monday, Meetings Postponed, Bee-Line Bus Service suspended until 2pm Monday

The following are updates to the previously announced Snow Emergency Declaration:

1) Travel Ban: Following guidance from the New York State Department of Homeland Security and Emergency Services, the County has imposed a travel ban on all roads from 9pm Sunday February 22 to 10am Monday, February 23 except for essential travel (police, fire , EMS, utility/public works and hospital/medical personnel). Residents should stay off the roads during this time to allow emergency crews and road treatment teams to operate safely and effectively. Travel conditions are expected to be treacherous to impossible, particularly during the overnight hours.

2) Closures: Village Hall, the Warner Library, the Rec Center and the Senior Center will all be closed on Monday, February 23rd.

3) Cancellations: The Planning Board Meeting and the Board of Trustees Priorities Meeting scheduled for Monday night are both cancelled. A Special Meeting for the Planning Board will be scheduled and the Board Priorities Meeting will be re-scheduled.

4) Bus Service: Bee-Line buses and Paratransit will be suspended as of 7 p.m. this evening, Sunday, February 22, and will be suspended until 2 p.m., Monday, February 23.

4) SIDEWALK REMINDER: Please be sure to clear sidewalks adjacent to your properties. In the last snow storm, some property owners failed to do so, which is a burden for those who are not driving. The clearance needs to accommodate people of all abilities. Thank you to all for helping to keep everyone safe in these times of need.

5) Prepare: Prepare for possible power outages. Charge your phones ahead of time. Secure outdoor items due to expected high winds. Report power outages to Con Edison: 1-800-75CONED (1-800-752-6633)

  • Snow must be cleared within 18 hours after snowfall
  • If the snow turns to ice, it must be cleared within two hours.
  • In the Downtown zones, snow and ice must be cleared at all times between 7am and 9pm.
  • If the melted snow and ice is so frozen that it cannot be removed within said period, the owner or occupant must spread salt, sand, ashes, sawdust or other suitable material, and then remove the snow and ice when practicable.

How to Help Us Help You During a Snow Emergency

As always, our Public Works crews will be out in the midst of the storm to ensure timely clearance of the roadways. Please do your part to help the safety and efficiency of these operations by adhering to the following:

  • Stay off the roads as much as possible.
  • Do not park on Village roadways, particularly in the Snow Emergency Zones. Vehicles are subject to tow in the Snow Emergency Zones.
  • Wear reflective clothing while walking on roads during plowing operations – avoid dark clothing and walking along the curb line.
  • Do not allow children to build and occupy “snow forts” and similar snow creations within 10 feet of the edge of pavement.
  • Do not relocate snow from driveways and sidewalks into the paved street. This is in violation of New York State Highway law (Article 8, Section 214) and will cause a hazardous condition on the street. Code Enforcement personnel will issue violations.
  • Shovel or plow an area to the right of your driveway exit to accommodate plowed snow from the street. This will help reduce build-up in your driveway apron when the road is plowed.
  • “Plowing in” driveways by DPW plows is inevitable and unavoidable. Raising plows at every driveway and then immediately dropping them after the driveway opening is not possible. Please schedule your private snow removal after the storm.
  • Yield to Plow Trucks and give them space to operate.
  • Cooperate with the Public Works Department to assure safe and efficient clearing of the roads.

Other Precaution and Preparations

How to be prepared and stay safe during snow emergencies with tips from the Westchester County Department of Emergency Services:

  • Shovel snow in moderation, particularly if you have any medical condition or you do not exercise regularly.
  • Most fire hydrants are covered by snow. If you can, please shovel out the snow around hydrants near your property.
  • Before driving, clear snow from vehicle windows and roofs.
  • Check on elderly and disabled relatives, neighbors, and friends.
  • Be on the lookout for falling ice and snow from roofs and gutters.
  • A lot of heavy snow and ice has accumulated on roofs. Do not stand under structures that are not well-supported.
  • If you have no heat or hot water in rental apartments, call your local building department or, during after hours, the local police.
  • Remember to be prepared before your power goes out; it will be too later after it goes out. Report power outages to Con Edison: 1-800-75CONED (1-800-752-6633)
