RESOLUTIONS:
Resolution 2026-09-CRA
The CRA moved to postpone the vote on this resolution to November 9 and 10, 2026. The resolution is recommending changes to the City's Downtown Plan to help ensure the long-term management and maintenance of CRA-owned properties, including Mizner Park. The proposed changes would allow the City to take ownership of certain CRA properties to help maintain consistent oversight and management.
Resolution 2026-05-CRA
The CRA moved to postpone the vote on this resolution to November 9 and 10, 2026. The resolution recommends transferring ownership of its Mizner Park properties and related property rights to the City of Boca Raton. The transfer would allow the City to oversee the properties' long-term management, maintenance, and future improvements, particularly after the CRA's scheduled expiration in 2043. Existing leases and agreements would remain in place, and the City would assume responsibility for the properties, including associated revenues and obligations.
Resolution 138-2026
City Council voted to adopt placing a bond referendum on the March 9, 2027 ballot, asking voters to approve up to $125 million to replace the City's aging Police Department Headquarters and related public safety facilities. The project would provide a modern facility with improved space for police operations, emergency communications, evidence storage, and a dedicated 911 communications center. If approved by voters, the bonds would be repaid over a period of up to 30 years through property taxes.
Resolution 139-2026
City Council voted to adopt an amended resolution clarifying the City's existing 25-foot building height limit for single-family homes. The resolution allows certain roof structures to extend above 25 feet but prohibits using that additional height to create a separate occupied residential floor. Applications already in the review process may proceed under the previous interpretation, while new applications submitted after October 27, 2026, will be subject to the clarified requirements, with City staff directed to prepare updates to the City Code for greater clarity.
Resolution 140-2026
City Council voted to appoint Deputy City Manager and CFO, James Zervis, as Interim City Manager following City Manager Mark Sohaney's resignation, effective November 11, 2026. Under the revised proposal, Zervis will begin overseeing City operations on October 28, while Sohaney remains available to assist with the transition until his departure. Zervis will serve in the interim role until a permanent City Manager is appointed or his interim service ends.
INTRODUCTION OF ORDINANCES:
Ordinance No. 5812
This ordinance is the third amendment to the City's Fiscal Year 2025–2026 budget to reflect financial adjustments and changes in how certain funds are managed. The amendment includes transferring $960,000 from General Fund reserves to cover a projected shortfall in the Beautification Fund and moving the Retirement Sustainability Fund into the General Fund. It will also reclassify the Building Permit Services Fund for accounting purposes, with most changes involving the reorganization of existing funds rather than new spending. The ordinance will be heard and voted on at the November 10 City Council Regular Meeting.
