Coronavirus (COVID-19): Understanding, Preparation and Response Toolkit in Spanish (with VIDEO)
Business Resources & Event Plans Related to COVID-19
We're here to help your business
We know this is a difficult time for many of your businesses as you balance the needs of your families, employees, and business operations. We're partnering with the City of Pueblo, Pueblo County, Pueblo Department of Public Health & Environment, The Greater Pueblo Chamber of Commerce, Pueblo West Chamber of Commerce, Pueblo Urban Renewal Authority, Pueblo Economic Development Corporation, Southern Colorado Community Lending, Colorado SBDC, Pueblo West, Pueblo County Sheriff's Office, & Pueblo Downtown Association to assess the impact of COVID-19 on our local business community.

We know that the COVID-19 outbreak is impacting our members
and that some of you might already be seeing a hit to your bottom line. We're here to help you access the tools, information, and resources you need right now. Our growing list of local, state, and national business resources (below) are here to make things less painful for your companies and organizations.

Support your business community
This is not an easy time for many of your businesses, and small, locally-owned businesses are especially vulnerable.
Let's all do our part to support one another . Simple things like buying gift cards at your favorite shops or picking up a take-out order from a local restaurant can make a big impact.

Support the Pueblo Community
We are seeing a significant outpouring of interest from residents, businesses looking for guidance on how to give most effectively to help address the outbreak of coronavirus (COVID-19). It's during times of crisis that our community stands together to support our beloved city, Please  consider a gift , or a donation to a local non-profit. By standing together, we will move through this evolving situation stronger and more resilient.

Colorado COVID Relief Fund  will support the needs of communities impacted by COVID-19 in both response and recovery. Organizations helping with the response to COVID-19 will be able to apply for funds starting next week. The fund will support work in three categories: prevention, impact, and recovery efforts. This will include things like medical and cleaning supplies, food services, early childhood education, small business support, behavioral health services, and more. Learn more at  Help Colorado Now .

Donating blood is a safe process and people should not be concerned about giving or receiving blood during this challenging time. And while blood isn't needed for coronavirus treatment, it's urgently needed for all of the other medical issues that crop up. We need more healthy donors to give now to prevent a blood shortage. Find a blood drive or donation center near you.

Business resources
There are resources available to help you get through a disruption in operations, including the Colorado  Small Business Development Center's website . They have the latest information from federal, state, and local initiatives, including  Paid Time Leave  and SBA Economic Impact Disaster Loans.
On March 19, Governor Polis announced that Colorado's small businesses can apply for the
SBA's Economic Injury Disaster Loan Program . The SBA assistance provides low-interest federal loans for working capital to small businesses that have realized economic injury from COVID-19. (See below for more information)

Unemployment resources
If you are an employer facing hard decisions right now, please consider the  Colorado Department of Labor and Employment's Workshare Program  as an alternative to layoffs. The program allows your employees to keep working, but with fewer hours. While an employee is working fewer hours, he or she may be eligible to collect part of his or her regular unemployment benefits. The  Pikes Peak Workforce Center's Rapid Response  team can also assist you.
If you are an employee that has been recently laid off, you may be eligible to claim unemployment benefits through the Colorado Department of Labor and Employment. These bi-weekly benefit payments help you focus on your path to reemployment and help lessen the negative impact that unemployment has on the economy. Learn more and start your claim  here.

Healthcare industry resources
The Colorado Department of Regulatory Agencies is expediting licensing to increase workforce capacity, and temporary suspension of the application of laws, rules, and policies that will allow the state to expand its testing capacity for Coronavirus and ensure ongoing business continuity in the delivery of healthcare services. Provisions include:
  • Waiving licensing requirements and rules to allow for late renewals as well as reinstatements and reactivations during the emergency period of volunteer nurses and qualified licensed providers from out of state.
  • Waiving limitations on clinical instruction via simulation.
  • Expanding the scope of practice for physician assistants and nurses.
  • Waiving requirements of endorsement for qualified out-of-state professionals.
  • Expanding opportunities for telemedicine.
  • Granting pharmacists the ability to conduct screening tests in pharmacies and other testing centers.
  • Allowing pharmacists to administer vaccines.

Latino Chamber Events
Our primary concern is for the health and safety of our staff and our families, members, and mission partners. As of March 15, the Colorado Department of Public Health & Environment (CDPHE) recommends that Colorado follow CDC guidance to cancel or postpone in-person events of 50 people or more. We are postponing or canceling events through early May.

Thanks to our friends at the Colorado Springs Chamber of Commerce and EDC for some great tips and information!

Stimulus Check &
Paycheck Protection Program Forgivable Loan
Stimulus Checks

As part of the historic $2 trillion stimulus package, the government will be sending direct payments to help individuals and families get through these challenging times. Here is what that entails:

A $1,200 direct payment to individuals earning $75,000 or less based on your 2019 or 2018 tax return. Married couples earning up to $150,000 will receive $2,400. An additional $500 will be provided for each child.

The IRS is predicting that they will begin to deposit these direct payments into bank accounts on file around mid-April. If you are not required to file taxes (if you do not meet the income threshold), Turbo Tax has partnered with the IRS to create a free "Stimulus Registration" so that the IRS will have your up-to-date address and bank information on file. You can find out if you qualify for a stimulus check and find the free Stimulus Registration tool  here

Paycheck Protection Program Forgivable Loan

Another measure in the stimulus package is the Paycheck Protection Program that authorizes $349 billion in forgivable loans to small businesses to pay their employees during the COVID-19 crisis. This benefit is available to Small Businesses, Sole Proprietorships, Independent Contractors, Self-Employed, Tribal Business Concerns, 501(c)3s and 501(c)19s.

The loan amounts will be forgiven as long as:
-The loan proceeds are used to cover payroll costs, and most mortgage interest, rent, and utility costs over the 8 week period after the loan in made; and
-Employee and compensation levels are maintained

You can find and download the form  here

Fill out the form and gather necessary documents. You can ask your accountant or bank that pays your business's payroll to see if they are authorized to process your loan.

Corona Facts & Myths
Advertorial for CSBJ
Jonathan Liebert, CEO of Better Business Bureau of Southern Colorado

A Message from BBB Serving Southern Colorado Regarding COVID-19.
This is certainly a challenging and uncertain time for Southern Colorado’s small businesses.  While there has been a great outpouring of support for local small businesses, there is still a lot of coordination that needs to be completed on many of the resources that have now become available.  During this unpresented COVID-19 pandemic, your Better Business Bureau’s primary goal is to be a resource to you and assist businesses, consumers and charities as much as possible.
BBBs mission of supporting trustworthy businesses is more essential than ever. During this difficult time, business leaders are being called upon to operate with the highest ethical standards; take steps that will help protect employees, clients, and stakeholders; communicate in a timely way with transparency and accuracy; and act throughout this emergency with compassion and concern for others. Colorado Springs has already seen some incredible examples of this and it is impressive to witness how much people care about our small businesses and our community!
In an effort to keep our community up to date on important information we have compiled the following 3 lists for COVID-19 preparedness:
1.       COVID-19 Scams
2.       Business Planning Tips
3.       Trusted resources for COVID-10 business support
COVID-19 Scams
COVID-19 Stimulus Check Scam
The federal economic impact package announced this week includes sending every American a check to offset lost income from the coronavirus crisis. BBB has received reports on BBB Scam Tracker (BBB.org/ScamTracker) about government imposters asking you to enter your personal information and/or banking details to verify your identity and process your check

Phony Health Claims
Be wary when you hear about preventions or a "cure" on social media, in an email, or a website. The message or website contains a lot of information about this amazing product, including convincing testimonials.  Currently there are no U.S. Food and Drug Administration-approved vaccines or drugs to prevent coronavirus, although treatments are in development.

Senior Scam regarding COVID-19
BBB has received several reports from seniors reporting that they are receiving text messages from scammers posing as the U.S. Department of Health, about taking a mandatory online COVID-19 test in order to receive the recently approved stimulus payment. Others are receiving emails stating they qualify for a payment and to click on a link to claim a check. During this time of uncertainty, it is the ideal time for a scammer to prey on fear. The bottom-line is don’t respond to a text, email or phone call from a sender that is unfamiliar, even if it looks official or from a respected agency.
COVID-19 Business Planning Tips for Consideration
• Clear Communication.  Communicate often and transparently with boards of directors, executives, and staff. Teamwork is essential. Clear communications on a regular basis will help ease anxieties and organize activity effectively.
• Develop Scenario Plans.  At this point, we do not know how long the crisis will last. The impact of an emergency may last beyond its actual end, so take that into consideration. Plan for short and long outcomes, and better outcomes as well as extreme ones. Establish priorities and put them at the core of your plans to keep your focus on the most important things. Don’t forget to plan for the aftermath of the emergency as well.   Remember, this will be a marathon and not a sprint!
• Understand Impact on Those You Serve.  The COVID-19 situation is affecting those who rely on you for goods or services. Keep a clear eye on the needs of those you serve and do your best to help them, as feasible, within the parameters of your operations. People will long remember who treated them well during a crisis.
• Steward Financial Reserves.  Business owners are keeping a close eye on revenue and their cash position. Estimate what your financial cushion needs will be and build in safeguards to avoid spending down reserves entirely. There are many low interest loans that are available through the SBA, the CARES Act and our local foundations.  Do your research and speak with local subject matter experts to determine if one of these loans is appropriate for you.
• Collaborate.  Whenever possible, join forces with other businesses or organizations in your industry or service area, to share resources, advocate, and communicate. We will all be stronger if we pull together now.
• Stay Informed and Follow Laws.  Watch for updates from governmental and public health authorities and do your best to follow their guidance. Be sure you know what the law requires.

Approval Unlocks Billions in Economic Recovery Loans for Small Businesses Impacted by COVID-19

Colorado small businesses impacted by COVID-19 can seek individual small business loans up to $2M as part of the Small Business Administration's Economic Injury Disaster Loan program. Small businesses throughout all 64 counties may seek SBA Economic Injury Disaster Loans.  Governor Jared Polis announced that Colorado's application for federal disaster area designation has been approved.

"The economic impact of COVID-19 has been felt across our state. We are committed to protecting public health and safety and will continue fighting to ensure the pain that Colorado's small businesses are feeling is limited. This critical designation allows small businesses in all 64 Colorado counties to seek federal recovery loans that can help them through this challenging time. I thank the Colorado federal delegation for their efforts to help unlock this assistance,"  said Governor Polis.

The SBA Disaster assistance provides low-interest federal loans for working capital to Colorado small businesses that have realized economic injury from COVID-19. Funding was appropriated through the US congressional Coronavirus Preparedness and Response Supplemental Appropriations Act.

"Colorado's Office of Economic Development and International Trade is committed to helping our small businesses access these vital funds,"  said Executive Director Betsy Markey.  "Eligibility information, loan application links and emerging economic recovery resources can all be found at choosecolorado.com."

"Small businesses are the fabric of our economy and their success is dependent on the ability to freely market products and services to communities across the state and world,"  said SBA Regional Administrator Dan Nordberg.  "Local small businesses are bearing the brunt of that impact and facing a severe decline in customer traffic. SBA's top priority is to assist businesses adversely impacted by the Coronavirus (COVID-19) and our Economic Injury Disaster Loans can be the working capital lifelines they need to weather this difficult time."

Small businesses, private non-profit organizations, small agricultural cooperatives and small aquaculture enterprises impacted by COVID-19 can seek federal loans to pay key needs such as fixed debts, payroll, and accounts payable.
