August 29, 2025: Hard copies of the FS-10 Proposed Budgets for Prekindergarten programs are due to the Office of Early Learning. Please be sure to include one original (with wet-ink signature) and two copies for each project being accessed.

October 2025: SUFDPK monitoring season begins. LEAs being monitored by the Office of Early Learning in the 2025-2026 project year will be contacted directly by their OEL liaison in the fall.

October 1, 2025: Prekindergarten child counts pulled from this date will be used in conjunction with March 13, 2026 child counts to determine final payments for prekindergarten funding. See the 2025-2026 PreK Child Counts memo for more information.

March 13, 2026: Child counts pulled from this date will be used in conjunction with counts in October to calculate final payment for the 2025-2026 program year. The higher of the two counts will be selected.

2025-2026 PreK Child Counts Reporting Deadline and Guidance
The Office of Early Learning has released the 2025-2026 PreK Child Counts Reporting Guidelines memo and the 2025-2026 Child Counts Reporting Guidance document. Please refer to these resources for guidance on ensuring accurate and complete data are reported. Errors in coding may result in a reduction in the district’s reimbursement amount.
New SIRS codes have been introduced for the 2025-2026 school year to streamline PreK Child Count submissions. As a result, districts receiving SUFDPK funding no longer need to separately report enrollment in the NYSED Business Portal - all required reporting will now be captured through SIRS. Please see the above Child Counts memo and the 2025-2026 Funding and Coding Overview document for a more detailed breakdown of each code.
As in the 2024-2025 school year, all PreK student counts must be inputted monthly via the Student Information Repository System (SIRS). To calculate the final payment for the 2025-2026 program year, OEL will look at the data sets from October 1, 2025 and March 13, 2026, and select the higher of the two.

2025-2026 Prekindergarten Initial Survey and Application
As per Education Law 3602-e(13), districts who receive allocational or grant awarded State-Administered Prekindergarten funding must submit a Prekindergarten Application and proposed budget (FS-10) annually. Data is shared with the Governor’s office, as required by law. Application information is also used to analyze enrollment and budget trends and can assist with identifying potential changes to Prekindergarten programs and funding.
The 2025-2026 Prekindergarten Application is due Friday, August 29, 2025 in the NYSED Business Portal. In addition, one signed original and two copies of the FS-10 Proposed Budget should be mailed to the Office of Early Learning by the same date. Failure to submit the application and FS-10 by the deadline may result in a delayed initial payment for the 2025-2026 program year.
Please note that the 2025-2026 Prekindergarten Application will only be assigned in the NYSED Business Portal once the 2024-2025 NYS Prekindergarten Final Program Report and 2025-2026 Prekindergarten Application Initial Survey are submitted and approved.

UPK Classroom Spotlight: Medina CSD
Medina Central School District is finishing up its third year of full day UPK, and to say it has been a success is an understatement! Our little learners have become quite a highlight in our district. Our program focuses on social/emotional development, age appropriate academics and learning about the world around us in a safe, play-based environment. Our UPK teachers work hard to provide purposeful activities that are not only fun for our littlest learners, but help them to become independent thinkers.
A favorite center in UPK is the sensory table. Students followed directions to make "apple" pie during the apple unit, and we even brought the snow inside during our snow themed unit! In any of our UPK rooms you can see this center being utilized to spark imagination, inquiry and creativity.
There is nothing these PreK friends can’t do. Yes, they are learning their letters and numbers, but they are also learning how to set goals and work hard to achieve them. In Mrs. Kruzynski’s PreK room, students are working on opening up their own milks and writing their names. These tasks may seem small but to our PreK friends they are stepping stones that promote independence.
During our unit on pets and their needs, we spent the week discussing our own pets and how we care for them. We also had a special visitor join us for the day to celebrate all we had learned! Students could practice their veterinary skills and take care of a pet with our buddy Chase, giving them real life application of skills, making their learning meaningful and fun!
Here in Medina, UPK is all about hands-on learning through a variety of play-based activities and centers making learning inquiry-based and student-led.

2025-2026 OEL Fiscal Guidance Handbook | |
The 2025-2026 Office of Early Learning Fiscal Guidance Handbook is now available for download. This document will help guide the reader through the FS-10, FS-25, FS-10A, and FS-10F process. It also includes information on M/WBE for SUFDPK grantees, a calendar of important dates and deadlines, as well as a funding stream graphic organizer.

P-3 Literacy Attestation-
DUE September 1, 2025
Per Education Law §818, the P-3 Literacy Attestation is due by September 1, 2025. Districts can find the literacy attestation in the NYSED Business Portal. The Literacy Attestation Memo includes an overview of where to sign on, how to complete the attestation, as well as an Appendix including all the attestation questions. The NYSED P-3 Literacy Instructional Best Practices website includes additional information, including the P-3 Literacy Instructional Best Practices document, P-3 Writing Instructional Best Practices (new), and Frequently Asked Questions.
