USDOT and DHS Launch Major Nationwide Crackdown on CDL Training and Testing Fraud

Series of actions–including new strike force–reflect the Trump Administration’s commitment to saving American lives on our roads
|
FMCSA announced a major multi-agency enforcement initiative targeting fraudulent and noncompliant commercial driver training and testing. The agency is removing more than 110 Entry-Level Driver Training providers from its Training Provider Registry after linking them to more than 5,000 drivers who failed English Language Proficiency requirements. FMCSA also conducted nearly 400 investigations in 40 states and is launching a nationwide audit of third-party CDL skills testers and state oversight of those testers.
Why It Matters to Regulators: The initiative puts provider verification, third-party testing oversight, state-federal accountability, credential integrity, and data-driven enforcement squarely in the spotlight. FMCSA says states that fail to correct substantial CDL-program deficiencies can face federal highway-fund withholding and, in serious cases, decertification.

New York City cabbies paid tribute Sunday to Richard Coulibaly on the Harlem block where the longtime driver was found dead inside his parked taxi during the July heat wave. The memorial came two days after a fundraising effort involving fellow drivers and the New York Taxi Workers Alliance helped return his remains to his family in Ivory Coast. Coulibaly had driven a New York taxi for nearly two decades.
Why It Matters to Regulators: The tragedy highlights an often-overlooked dimension of transportation regulation: the occupational conditions faced by taxi and for-hire drivers. NHTSA Extends Comment Period on Federal Autonomous Vehicle Framework
NHTSA has extended the public comment period on updates to its Autonomous Vehicle Framework and interim guidance concerning commercial deployment exemptions for automated vehicles. Comments that originally were due August 31 will now be accepted through September 30, 2026.
Why It Matters to Regulators: The extension gives states, local governments, industry, safety organizations, and other stakeholders additional time to weigh in as the federal government develops its approach to commercial AV deployment and exemption pathways.

FMCSA Advances Flexible Hours-of-Service Pilot Programs
FMCSA is moving forward with two pilot programs examining whether truck drivers can have greater flexibility and control over how they schedule their driving time without reducing safety. The agency recently completed pre-tests with professional drivers and is preparing for the full pilot rollout in 2027.
Why It Matters to Regulators: The pilots could provide evidence for future changes to federal hours-of-service requirements and offer regulators a model for testing alternative work-rest schedules before considering broader regulatory changes.

TTC Opens Public Consultation on 2027 Bus Network and Routing Changes
The TTC has opened the first round of public consultation on its 2027 Annual Network Plan, focusing on the Express Bus Network and proposed bus-route changes. The public survey is open through September 13, with additional in-person engagement planned across Toronto.

Transport Canada Offers $52.7 Million for Rail Safety Improvements
Transport Canada's Rail Safety Improvement Program is accepting applications for infrastructure, technology and research projects, with up to $52.7 million over three fiscal years available under the program. Eligible projects include grade-crossing improvements and closures, railway infrastructure, safety technology, and research. Applications are due September 4.
Why It Matters to Regulators: The program demonstrates Canada's continued emphasis on risk-based investment in rail safety, particularly at high-risk crossings and locations where technology and infrastructure can reduce collisions, derailments, injuries and fatalities.

Canada Issues New Interim Aviation Safety Requirements
Transport Canada has issued Interim Order No. 2 addressing several ICAO-related aviation requirements, including standard operating procedures, conflict zones, minimum equipment lists, flight-data monitoring programs, air-navigation services, training and licensing. The order was issued in response to identified aviation safety risks and to give effect to international standards.
Why It Matters to Regulators: The action illustrates how aviation regulators can use interim regulatory instruments to respond quickly to safety risks while maintaining alignment with international standards and ICAO requirements.

Finland Implements Major Taxi-Regulation Changes
Finland's revised taxi legislation takes effect today, introducing stronger requirements for taxi licensing, training, examinations, fare disclosure and vehicle identification. Traficom is taking responsibility for taxi-entrepreneur examinations, while taxi training organizations must receive agency approval. New taxi drivers will eventually be required to complete 21 hours of mandatory training before examination.
The reforms also require clearer fare information before trips, expand the criminal convictions that can affect licensing, require taxi vehicles to be associated with transport licences, introduce distinctive taxi plates beginning in 2027, and make taximeters mandatory from February 2027.
Why It Matters to Regulators: Finland is effectively tightening the professional licensing and consumer-protection framework for taxis while making vehicles easier to identify and monitor—a useful case study for regulators reviewing taxi-sector modernization.

London Robotaxi Rollout Faces Further Regulatory Delays

London's anticipated fully driverless commercial robotaxi launch appears unlikely to happen in 2026. Waymo, Wayve and Baidu still face regulatory or technical barriers, while required guidance from Transport for London and approvals involving the Driver and Vehicle Standards Agency remain unresolved.
Why It Matters to Regulators: London illustrates the practical challenge of moving from autonomous-vehicle testing to commercial passenger service. Vehicle approval, operator authorization, local transportation policy, safety assurance and public acceptance all have to progress together.

UK Investigates Wickford Train Derailment Amid Extreme-Heat Concerns
RAIB is investigating the August 14 derailment of a Greater Anglia passenger train near Wickford, Essex. The train was traveling at approximately 77 mph when it encountered a track misalignment; 62 people were estimated to be aboard and no injuries were reported. The investigation will examine track condition and maintenance, hot-weather mitigation, train performance and management factors.
The UK's Office of Rail and Road says the Wickford derailment, along with the August derailment at Lewes, is a significant regulatory concern and is examining the circumstances and lessons for railway safety.
Why It Matters to Regulators: Extreme heat is emerging as an infrastructure-management issue for rail regulators. The investigation could have implications for inspection regimes, speed restrictions, maintenance practices and heat-related operational controls.

Seoul Expands Late-Night Driverless Taxi Fleet From 7 to 19 Vehicles
Seoul has expanded its late-night driverless taxi service in Gangnam from seven vehicles to 19. Since launching in September 2024, the service has completed 15,140 rides, including 6,176 paid rides since April 2026. The city is also expanding operations into school zones and plans further expansion in consultation with the taxi industry.
Why It Matters to Regulators: Seoul is providing a real-world example of how cities can move autonomous taxis from pilot programs toward scaled public service while addressing operating areas, school-zone safety, commercialization and relationships with incumbent taxi operators.

Hong Kong Moves Toward Formal Ride-Hailing Regulation
Hong Kong has completed scrutiny of legislation establishing a regulatory framework for ride-hailing services. The framework includes a combined taxi/ride-hailing driving test, limits on ride-hailing vehicle permits and a phased licensing system, with the government expecting to begin issuing ride-hailing service licences as early as the end of November.
Why It Matters to Regulators: Hong Kong's approach is a significant example of bringing app-based ride-hailing into a formal licensing framework rather than leaving the sector outside the traditional taxi regulatory structure.

New South Wales Introduces Statewide Regulatory Framework for Shared-Mobility Schemes
Transport for NSW has implemented a statewide regulatory framework for sharing schemes, including shared micromobility services. Under the framework, local councils and other designated authorities can authorize operators, establish local operating conditions, designate parking and no-parking areas, impose regulated fees and conduct local engagement.
Why It Matters to Regulators: The framework gives local authorities a clearer regulatory role over shared mobility while establishing statewide consistency. It offers a useful model for cities trying to balance micromobility growth with parking management, public-space use and operator accountability.

FTA Opens $610 Million Competition for Bus and Low- and No-Emission Transit Projects
The Federal Transit Administration has opened its FY2026 competitive funding opportunity for bus replacement, bus facilities, and low- and no-emission transit projects. The combined notice makes approximately $21 million available through the Buses and Bus Facilities Competitive Program and approximately $589 million through the Low or No Emission Program, with applications due September 21.
Why It Matters to Regulators: The opportunity is particularly significant for transit regulators and agencies planning fleet modernization. FTA's requirements include Zero-Emission Fleet Transition Plans for applicable applicants, workforce-development requirements for zero-emission projects, Buy America requirements, and evaluation criteria covering safety, system condition, accessibility, service reliability, and implementation readiness.
