Garry Douglas
President and CEO
PRESIDENT AND CEO OF THE NORTH COUNTRY CHAMBER OF COMMERCE
since 1992. Under his leadership, the organization has become the largest business and economic development alliance in northern New York and one of the five largest chambers in the state with more then 4,000 members.
He and his Chamber play a lead role in Quebec-New York relations, including co-leading the
QUEBEC-NEW YORK CORRIDOR COALITION
with the FCCQ. He has been identified by successive Quebec Governments as Quebec's best friend in the U.S.
The North Country Chamber, with mentorship from the Pole d'excellence, has organized the
NORTH AMERICAN CENTER OF EXCELLENCE FOR TRANSPORTATION EQUIPMENT
, known as
NAMTRANS
, as a support organization for the 52 company cluster of Transportation Equipment and Aerospace manufacturers in New York's North Country region. A Cooperation Agreement was signed between the Pole and NAMTRANS in St-Jean-sur-Richelieu three years ago.
Before coming to the Chamber, Garry Douglas was Executive Assistant to a leading Member of Congress for 14 years, and enjoys an active and close relationship with elected officials of both parties in Washington and New York.

Erandi Motte Cortés
Director
International Market Development and Entrepreneurship
Erandi has more than ten years of experience in international trade, entrepreneurship support and project management. In Mexico, she worked as a commercial auditor for a customs broker and as an import analyst for a German multinational. In Quebec, she joined the Chamber's team in 2011 where she served as an advisor and international trade commissioner in the Business Services Division. As part of her duties at the Chamber, she has had the opportunity to carry out trade missions to France, the United States, Germany, Japan and Singapore and has accompanied entrepreneurs sectors such as: information technology, fintech, green technologies, transport logistics and creative industries. Holder of a Bachelor degree in International Trade from Tec de Monterrey in Mexico and of an MBA from HEC Montréal, Erandi is fluent in three languages: Spanish, French and English.

Robert W. Thomas
United States Consul General in Montreal
Robert W. Thomas took up his post as United States Consul General in Montreal in September 2017. In his prior assignment, he directed the 24/7 operation of the “Watch” in the U.S. State Department’s Operations Center, the Secretary of State’s information and crisis management hub. A career Foreign Service Officer, Mr. Thomas also served as coordinator of Visa Services across the ten Foreign Service posts of the U.S. Mission to Mexico, and as Consular Section Chief in Abidjan, Cote d’Ivoire. His other tours abroad include Toronto, Ontario, and Nouakchott, Mauritania.
In the Bureau of Consular Affairs domestically, he established the Consular Integrity Division, a joint Consular Affairs/Diplomatic Security effort to analyze, prevent, and address employee malfeasance. His other domestic assignments include Senior Watch Officer in the Operations Center, and Special Assistant to the Assistant Secretary for Consular Affairs. He was also deployed as part of the Department’s crisis response team in Haiti following the 2010 earthquake.
Before joining the Foreign Service, Mr. Thomas counseled victims and witnesses of crime in the Appalachian Mountains of Southwest Virginia. He completed his Bachelor’s degrees in Religion and Political Science at Emory & Henry College, a small liberal-arts college in Southwest Virginia. He speaks French and Spanish. He is accompanied at post by his husband, Mr. Juan Garcia.

Nigel Neale
Senior Trade Commissioner
for the Consulate General of Canada, New York.
Nigel is Consul and Senior Trade Commissioner at the Consulate General of Canada in New York since 2018, managing Canada’s trade and investment agenda in NY, NJ, PA, CT, DE and Bermuda. He previously served at Canada’s missions to Brasilia, Rio de Janeiro and Bogota. At headquarters, he worked in the NAFTA & Trade Agreements Secretariat leading on the development of trade and gender negotiations in addition to implementing Canada’s in-force FTAs, designed and delivered training programs for the Trade Commissioner Service, and served in the Offices of the Minister and Deputy Minister of International Trade. From 2017-18 he spent a year on interchange with the Office of International Relations & Protocol of the Government of Ontario. He studied at the Universities of Sydney (Master of International Studies), Ottawa (BComm).

Jason Delisle

Customs Service
Jason Delisle is a Canadian Licensed customs broker with nearly 30 years of experience in the industry. Starting off in Lacolle, he learned the industry from the bottom up. He is currently the National Director of Customs for Bollore Logistics Canada. Jason prides himself on serving his clients, teaching younger ones as they enter the industry and participating in many associated organizations.

Jerrod Nutt
Assistant Branch Manager
An experienced trade professional, Jerrod Nutt has been a key management figure whose leadership has brought success to several of Deringer‘s customer service centers. With 17 years of industry experience, Jerrod is a Customs Brokerage Manager with oversight of Deringer’s Champlain, NY and North Dakota operations.
Jerrod began his career with Deringer in 2003 in Highgate Springs, VT. Shortly after joining the company, he transitioned to their Buffalo, NY customer service center and obtained his US Customs Brokerage license. Jerrod has managed customer service centers in Champlain, NY; Pembina and Portal, ND. Management of these facilities included leading teams of up to 40 people and responsibility for the daily operations and profitability of all lines of business including Customs brokerage, and warehousing and distribution.
In addition to holding a US Customs brokerage license, Jerrod is also a Certified Customs Specialist. He also serves on the Board of Directors for the Canadian/American Border Trade Alliance and is actively involved in other associations such as I.E. Canada and the Northern Border Brokers Association. Jerrod holds a Bachelor of Arts (BA) in International Relations from the State University of New York at Geneseo.
