Understanding the DUA Seasonal Certification Program Time Sensitive Information

Seasonal certification precludes employers from being liable for unemployment benefits directly associated with seasonal work. The Department of Unemployment Assistance (DUA) will exclude wages earned in a seasonally certified position and not charge the employer if an unemployment claim is filed Recreation program and temporary summer positions are most likely to qualify. Note - the application must be filed 60 days in advance of the season!


Paul Scott, Vice President at UTMC and responsible for UI claims management at MIIA USP, will discuss the seasonal certification program and address the following topics: 

  • Requirements to qualify for seasonal certification status
  • How to complete the application for the Seasonal Certification Program in the new state EMT system
  • Employer’s responsibilities when responding to a claim involving a certified position

Paul Scott

Paul is the Vice President of Operations at Unemployment Tax Management Corporation (UTMC), a strategic partner to MIIA USP. In June of 2023, UTMC was selected by MIIA to partner with MIIA in the creation of the MIIA USP and to manage member UI claims. Additionally, the UTMC coordinates with MIIA Risk Management and Training to eliminate UI claim errors and identify UI fraud.
