Mr. Hogan has more than thirty-six years of Operations and Executive experience. His career started in Kingsville, Texas where he spent sixteen years with Exxon Company International in various supervisory roles. 
He then worked two years with ENI/Agip Petroleum as Operations Manager and VP of Well Operations, nine years with Devon Energy Corporation as the International Operations Manager and VP of International Well Engineering, and one year with HRT America as Vice President of Drilling. 

As one of the founding Executives of PanAtlantic Exploration Company, Mr. Hogan originally served as Sr. Vice President - Operations with responsibility for global drilling, completion and production activity, HS&E, contracts / procurement and operations geology.  In March 2016, Mr. Hogan was promoted to Chief Operating Officer in addition to assuming the responsibilities of President and Chief Executive Officer. 

In April 2017, Mr. Hogan became General Manager and CEO of Lukoil International Upstream West in Houston, Texas. He has worked on six of seven continents in countries including Australia, Bolivia, Brazil, Chad, Ghana, Malaysia, Thailand and Trinidad.

Trade Mission to Moscow and St. Petersburg Economic Forum
June 2-8, 2019

The U.S.-Russia Chamber of Commerce (USRCC) invites you to participate in a Trade mission to the    St. Petersburg International Economic Forum. Participants will have an opportunity to meet Russian government officials and some of the most influential leaders in U.S.-Russia trade and investment relations. The USRCC will coordinate private meetings, an exclusive CEO Roundtable and introductions, in addition to attending the St. Petersburg International Economic Forum (SPEIF).

Participating companies will gain market insights, make industry contacts, solidify business strategies, find business partners, and advance specific projects with the goal of increasing U.S. trade and investment to Russia.

RNG Gaz and Sakhatransneftegaz sign agreement on developing Ulugursky block

On 9 April, during the meeting held as part of the Arctic Forum in Saint Petersburg, RNG Gaz (RNG Group of companies) and Sakhatransneftegaz signed an agreement of intent on cooperation in exploring the Ulugursky licence area. The agreement was signed in the presence of Aisen Nikolaev, Head of the Sakha Republic (Yakutia).
To implement the project, RNG Gaz intends to raise funding of about RUB 2.5 bln that will be used to carry out exploration works. RNG Gaz specialists will conduct geochemical and seismic exploration, as well as exploratory drilling of two wells within the subsoil block.
"This agreement represents a fundamentally new experience of public-private partnership in unlocking Yakutia's potential of natural resources. If it is successful, the Republic's leadership is planning to extend exploration efforts to other subsoil blocks," said Ivan Menshikov, General Director of RNG Gaz.
Background information:
The Ulugursky block of 4,204.6km2 is located in Lensky and Suntarsky districts of the Sakha Republic (Yakutia). The licence for this subsoil block was obtained by Ulugurneftegaz (a subsidiary of Sakhatransneftegaz) in December 2015. According to the All-Russian Research Geological Oil Institute, the block's estimated resources are as follows: oil (recoverable) D1l - 0.2 mln tonnes, D1 - 7.3 mln tonnes; gas D1l - 0.9 bln m3, D1 - 21.7 bln m3.
Emerson upgrades reservoir engineering suite, Roxar Tempest

Worldoil.com, April 15, 2019: Emerson has announced the release of Roxar Tempest 8.4, the latest version of its integrated reservoir engineering suite. Tempest allows users to perform advanced reservoir management as well as flow simulation on a broad spectrum of physical models and under varying reservoir conditions. The latest release enhances automation by allowing the use of Tempest technology inside already established geoscience workflows. This release further strengthens Emerson's end-to-end exploration and production software portfolio, ensuring operators can efficiently exploit reservoirs to achieve Top Quartile performance.   Read more...
Turkish Airlines launch direct flights to Marrakech

Yenisafak.com, Aprile 16, 2019:  National flag carrier Turkish Airlines has launched direct flights from new mega Istanbul Airport to Morocco's crimson city of Marrakech, it said Monday.  "As the national flag carrier's first inaugural flight from its new home [Istanbul Airport], Marrakech became Turkish Airlines' second destination in Morocco while becoming its 308th destination globally," it said in a statement.   Read more...
Exxon Mobil wins three exploration blocks offshore Argentina

Euronews.com, April 17, 2019:  U.S. oil major Exxon Mobil Corp said on Tuesday its unit and an affiliate of Qatar Petroleum had won three exploration blocks offshore Argentina.  The three blocks will add about 2.6 million net acres to Exxon's existing holdings in Argentina, the company said. The blocks are located in the Malvinas basin, about 200 miles (320 kms) offshore Tierra del Fuego.  Read more...

Russia becoming a leading world food supplier - Agriculture Ministry

RT.com, April 17, 2019: Russia will soon become one of the world's 10 leading exporters of agricultural products in the near future, according to Agriculture Minister Dmitry Patrushev.  "The current dynamics of foreign trade suggests that in the medium term Russia is able to enter the list of the world's top ten exporters of agricultural goods," he said, adding that the country is already among the top three major suppliers when it comes to some sectors.  Read more...
Iran, Russia trade enjoy capability to hit USD10b

Menafn.com, April 13, 2019:  Iran and Russia are able to achieve a significant boost in their bilateral trade volume to hit USD10 billion, suggested Chairman of Iran-Russia Joint Chamber of Commerce Hadi Tizhoush Taban on Saturday.  So far, bilateral trade volume between Iran and Russia stand at USD2 billion per year, the chairman pointed out.  Innovative strategies ought to be assumed for exports to Russia to see an increase after sanctions were imposed, the chairman affirmed.  Read more...
Qatari-Russian Business Council signs MoU on co-operation, investment, information exchange

Gulf-times.com, April 15, 2019: The Qatari-Russian Business Council has signed a memorandum of understanding (MoU) between Qatar and Russia on co-operation, investment and information exchange during its regular meeting held in Moscow. 
During the meeting, the council reviewed mutual interests in the trade and economic fields.

Russia's Novatek starts shipping LNG from new small-scale plant - data

Af.reuters.com, April 17, 2019: Novatek, Russia's largest private gas producer, has started to export liquefied natural gas (LNG) from its newly built small-scale LNG plant in Russia's Baltic Sea port of Vysotsk, Refinitiv Eikon shipping data showed. Russia, one of the world's top gas producers, aims to be a major player in LNG and to export as much as one of the global leaders in the market, Qatar. So far, Russia has two LNG plants in operation: Gazprom-led Sakhalin-2 on the Far East and Novatek's Yamal LNG, on the Arctic Yamal peninsula. Novatek, along with Gazprombank, has built but not yet officially launched its Vysotsk plant, which has a capacity of 660,000 tonnes of frozen gas per year.  Read more...
Ethiopia and Russia sign three-year nuclear power plan

Globalconstructionreview.com, April 17, 2019: The agreement was signed by Alexey Likhachev, Rosatom's chief executive, and Getahun Mecuria (pictured), Ethiopia's minister of technology.  Rosatom said in a  statement : "The roadmap determines specific steps in strengthening bilateral cooperation in the field of peaceful use of atomic energy. Structural upgrade in exports, imports boosts trade between China and Russia

En.ce.cn, April 16, 2019:  China's trade with Russia could be further boosted as bilateral goods trade is undergoing a structural upgrade amid downward economic pressure and stagnant global trade, said industry insiders at the economic forum at the 125th Canton Fair in Guangzhou, capital of South China's Guangdong Province on Tuesday.  The stable growth in bilateral trade between China and Russia, according to Sun Zhuangzhi, director of the Institute of Russia, Eastern Europe and Central Asia Studies in the Chinese Academy of Social Sciences, is the result of high-level cooperation and an upgrade in the export and import business.  At the ongoing Canton Fair, more than 6,000 buyers from Russia came, representing an annual increase of 6.4 percent from last year.  Read more...
Rosatom forges more links with nuclear newcomers

World-nuclear-news.org, April 17, 2019: Rosatom and its subsidiaries have this week signed a number of agreements with countries planning to introduce nuclear power to their energy mix, including Azerbaijan, Congo, Cuba, Ethiopia, Serbia and Uzbekistan. The documents were signed during the XI International Forum Atomexpo 2019 that the Russian state nuclear corporation is holding in Sochi. The Results of the Azerbaijan-Russia Industrial Cooperation Forum

7th Conference on Interregional Cooperation between Russia and Tajikistan

TASS.com, April 17, 2019: On 17 April, in Moscow, the 7th Conference on Interregional Cooperation between Russia and Tajikistan came to a close. Heads of departments, representatives of regions, heads of public associations and companies of the Republic of Tajikistan arrived in Moscow for the event. The organizers were the Ministry for Economic Development of the Russian Federation and the Ministry for Economic Development and Trade of the Republic of Tajikistan, with support from the Roscongress Foundation.  As part of the two-day programme, a number of agreements on cooperation were signed and roundtables were held on aspects of co-operation between the countries in agriculture, logistics, trade, education and culture.  Read more...
Belarus, Russia in talks over agricultural supplies

Eng.belta.by, April 17, 2019: The Agriculture and Food Ministry of Belarus is in constant contact with the Federal Service for Veterinary and Phytosanitary Surveillance of Russia (Rosselkhoznadzor) and the Ministry of Agriculture of Russia as the two countries are negotiating supplies of agricultural products to Russia, Belarusian Agriculture and Food Minister Anatoly Khotko told reporters during the 5th export forum Dairy Belarus on 17 April, BelTA has learned.  Read more...
Russian VEB to join NPP construction project in Uzbekistan

Azernews.az, April 16, 2019:  The "VEB.RF" state corporation will join the Rosatom project on the NPP construction in Uzbekistan.  Two state-owned companies signed an agreement during the 11th International Forum "AtomExpo-2019" "Nuclear technologies for a better life," RBC reports.  Rosatom's financial director Ilya Rebrov explained that VEB will provide construction contractors with guarantees and trade finance. He considers most likely, the NPPs construction in Uzbekistan will be carried out by providing state credit.  Read more...

Россия может войти в десятку крупнейших поставщиков сельхозпродукции

Regnum.ru, 17 апреля, 2019: Место в десятке крупнейших мировых экспортеров продовольствия способна занять Россия с учетом динамики внешней торговли. Об этом министр сельского хозяйства России Дмитрий Патрушев заявил на итоговой коллегии Минсельхоза. Речь идет о среднесрочной перспективе, пояснил он. В настоящее время Россия по отдельным позициям экспорта уже входит в тройку мировых лидеров, добавил он. Поставки сельхозпродукции значительно выросли по итогам 2018 года, основной прирост обеспечили поставки на внешние рынки зерновых культур. В феврале Россия в 2 раза увеличила экспорт семян подсолнечника

Apk-inform.com, 16 апреля, 2019: Согласно обновленным данным ИА «АПК-Информ», в феврале т.г. Россия нарастила экспорт семян подсолнечника практически в 2 раза по сравнению с уровнем предыдущего месяца - до 23 тыс. тонн, что также является максимальным месячным показателем, начиная с ноября 2017 г. Всего в первой половине 2018/19 МГ было экспортировано порядка 79 тыс. тонн семян российского подсолнечника, что на 26% превышает показатель аналогичного периода прошлого сезона. При этом около 64 тыс. тонн (или 81%) из общего объема отгрузок пришлось на страны Таможенного союза (35% в аналогичный период предыдущего сезона). В частности, Беларусь в сентябре-феврале 2018/19 МГ увеличила закупки российского подсолнечника на 74% - до 28 тыс. тонн, став таким образом лидером среди стран-импортеров масличной из России.  Читать далее...
Россия через пять лет увеличит экспорт электроники в 3,5 раза

Rg.ru, 16 апреля, 2019: Россия к 2025 году должна в 3,5 раза увеличить объем экспорта электроники и в 1,5 раза расширить ее использование внутри страны, заявил вице-премьер Юрий Борисов. "Основные ориентиры таковы: доля радиоэлектронных изделий российского производства на внутреннем рынке должна вырасти в 1,5 раза к 2025 году, а объем экспорта - более чем в 3,5 раза по сравнению с 2015 годом", - сказал Юрий Борисов в ходе расширенного заседания коллегии Минпромторга.
