Mr. Hogan has more than thirty-six years of Operations and Executive experience. His career started in Kingsville, Texas where he spent sixteen years with Exxon Company International in various supervisory roles. 
He then worked two years with ENI/Agip Petroleum as Operations Manager and VP of Well Operations, nine years with Devon Energy Corporation as the International Operations Manager and VP of International Well Engineering, and one year with HRT America as Vice President of Drilling. 

As one of the founding Executives of PanAtlantic Exploration Company, Mr. Hogan originally served as Sr. Vice President - Operations with responsibility for global drilling, completion and production activity, HS&E, contracts / procurement and operations geology.  In March 2016, Mr. Hogan was promoted to Chief Operating Officer in addition to assuming the responsibilities of President and Chief Executive Officer. 

In April 2017, Mr. Hogan became General Manager and CEO of Lukoil International Upstream West in Houston, Texas. He has worked on six of seven continents in countries including Australia, Bolivia, Brazil, Chad, Ghana, Malaysia, Thailand and Trinidad.

June 2-8, 2019

The U.S.-Russia Chamber of Commerce (USRCC) invites you to participate in a Trade mission to the    St. Petersburg International Economic Forum. Participants will have an opportunity to meet Russian government officials and some of the most influential leaders in U.S.-Russia trade and investment relations. China seeks Russian gas supplies beyond contract volume, Gazprom CEO says

Tass.com, April 28, 2019: China is showing interest in Russian gas supplies beyond the volume envisaged by a contract between Gazprom and the China National Petroleum Corporation (CNPC), the Russian energy giant's CEO Alexei Miller said in an interview with the program "Moscow. Kremlin. Putin" on Rossiya-1 TV channel. "Our Chinese partners are showing great interest in increasing the supplies beyond the volume, which we outlined in the 30-year contract," Miller said. In 2019, Gazprom plans to invest 147.53 bln rubles ($2.2 bln) in the Power of Siberia gas pipeline, which is designed to transport gas from East Siberia deposits to the domestic market and for export to China.  Read more...
Turkish Airlines looks to launch more flights to Africa

Dailysabah.com, May 1, 2019: Africa remains a priority for national flag carrier Turkish Airlines (THY) as the airline continues to expand its horizons to all four corners of the world, a senior airline official told visiting journalists yesterday. The flag carrier flies to nearly 40 destinations in Africa, second only to Ethiopian Airlines and first in terms of cargo services, said Tuncay Eminoğlu."We give priority to Africa," he told members of the media from Ethiopia visiting Istanbul, Turkey's historic tourist attraction and commercial capital.  Read more...

Economictimes.indiatimes.com, May 2, 2019: India and Russia must focus on cooperation in high-tech sector to push the trade turnover to $30 billion, and mutual investments to $15 billion by 2025, says report of Finnish-Russian artificial intelligence (AI) and Industrial Internet of Things (IIoT) solutions firm ZYFRA. "Innovations should become a point of growth of Indo-Russian relations. We see significant potential for introduction AI-based solutions in such industries as metals and mining, oil and gas, chemicals" said Igor Bogachev, CEO of ZYFRA. "Cooperation between Russia and India in AI and IIoT go beyond buyer-seller relationship and will involve sharing best practices, knowledge and innovating jointly; we can work together in third countries as well."  Read more...
Budapest Reiterates Interest In Russian Gas Deliveries Via TurkStream Pipeline

Urdupoint.com, May 2, 2019: Budapest is interested in considering alternative  gassupply routes  from the south, given the uncertainty surrounding the future of  Russian  gas transit via  Ukrainein light of the nearing expiry of the relevant contract between  Moscow and  Kiev, Hungarian Foreign Minister Peter Szijjarto said on Thursday in an apparent reference to the TurkStream pipeline that will carry  Russian natural  gas via the Black Sea. Sakhalin Energy drafts design documents for third stage of Sakhalin-2 LNG project

Tass.com, April 30, 2019: Sakhalin Energy, the operator of Russia's first natural gas liquefaction project Sakhalin-2, has drafted design documents for the construction of the project's third stage, a spokesman with the company told TASS. "At present, Sakhalin Energy has completed the development of design documents for the construction of a third technological line for the LNG plant on Sakhalin," he said adding that "all works are being carried out within the time frame determined by the company's shareholders."  Read more...
Moscow aims to become a top three global startup venue by 2030

Intellinews.com, May 2, 2019: Moscow is moving up the global rankings for cities that welcome startups and aims to enter the top three by 2030, according to Alexey Parabuchev, general director of Moscow's Agency of Innovations, as cited by TASS. The Russian capital has already moved up from 14th to 10th place in the latest ranking of cities with the best ecosystems for startups, according to consultant StartupBlink. "Competition among the top 50 cities in the ranking is very tough, and the top 10 places are held by the strongest traditional leaders. Moscow is the only new city in the top 10 compared to the previous ranking compiled in November 2017, having overtaken Paris," Parabuchev told TASS.  Read more...
China Acquires 20 Percent Stake in Novatek's Latest Arctic LNG Project

Highnorthnews.com, April 29, 2019: Russia's largest private natural gas company, Novatek, secured vital funding for its Arctic LNG 2 plant. The project will be the company's second liquified natural gas (LNG) production facility in the Arctic following on the heels of the Yamal LNG plant. Construction began  earlier this spring on the Gydan Peninsula, just across the Ob delta from the Yamal LNG project on the Yamal peninsula.  Read more...
Russian Automaker AvtoVaz Makes First Profit in a Decade

Themoscowtimes.com, May 2, 2019: Russia's largest carmaker AvtoVaz posted net profit of 5.86 billion rubles ($90.5 million) in 2018 - the company's first profit in a decade. The results for 2018 follow on from losses of 9.66 billion rubles under international financial reporting standards (IFRS) in 2017, the company said on April 30. While some carmakers in Russia have been hit hard by a deep dive in the market in 2015-2016, AvtoVaz, helped by its largest shareholder Renault, consolidated its market share and emerged on top from the crisis.  Read more...

Floating nuclear plant to begin commercial operations in Russia

Neweurope.eu, May 1, 2019: Russia's floating nuclear power unit (FPU) Akademik Lomonosov is now ready to start commercial operations in Russia, Rosatom State Atomic Energy Corporation has said, following a series of successful and comprehensive tests, including on its twin KLT-40 reactor system. The FPU - the first ship of its kind - to provide electricity to Russia's isolated Arctic region, is named Akademik Lomonosov in honour of the great progenitor of the country's modern contributions to the scientific world. According to Rosatom, the FPU's reactors, No.1 and No.2, were successfully brought up to 100% capacity on 31 March. "These tests confirmed the operational stability of the main and auxiliary equipment of the FPU, as well as the automatic process control systems," Rosatom said in a press statement.  Read more...
Etihad Airways adds 1 more daily flight between Abu Dhabi, Russia's Moscow Domodedovo

Gulfnews.com, May 2, 2019: Etihad Airways has announced a new second daily flight between Abu Dhabi and Moscow's Domodedovo airport, which will operate seasonally between October 27 and May 10, 2020. The additional flight, operated by an Airbus A320, will provide more convenient travel options between the two capital cities as passengers can now choose between a daytime and evening departure from both Abu Dhabi and Moscow.  Read more...

Gazpromneft-Yamal and eDrilling partner to optimize Tyumen drilling operations

Rostelecom expands fibre-optic network in Archangel, Tyumen

Telecompaper.com, April 30, 2019: Russian national operator Rostelecom has expanded the coverage of its fibre-optic network in the Archangel and Tyumen regions.  The operator has covered 38 additional apartment houses in the town of Velsk in the Archangel region in April. Azerbaijan's non-oil exports see significant growth

Azernews.az, May 2, 2019: Azerbaijan's exports amounted to $4.5 billion in the first quarter of this year, showing a 34 percent increase ($1.1 billion) compared to the same period last year. In January-March 2019, exports in the non-oil sector increased by $59 million or 16.5 percent, amounting to $415 million, reads the export review by the Center for Analysis of Economic Reforms and Communication. Over the three months, Azerbaijan exported non-oil goods worth $115 million to Russia, $99 million to Turkey, $50 million to Georgia, $33.7 million to Switzerland and $12.7 million to Italy. Non-oil exports to Russia increased by 17 percent, to Turkey - by 2 percent, to Georgia - by 58 percent and to Italy - by 74 percent compared with the same period of 2018.  Read more...
Belarus, Uzbekistan set up joint dairy

Eng.belta.by, May 2, 2019: The joint Belarus-Uzbekistan dairy company Zdravushka Tashkent has been registered in Tashkent Oblast, BelTA learned from the Belarusian embassy in Uzbekistan. On Belarus' behalf, the company was founded by Zdravushka Milk. "The joint project envisages the construction and equipment of a dairy farm for 1,000 head and a dairy plant with the total capacity of up to 50 tonnes of milk a day. Turkmenistan holds briefing on 1st Caspian Economic Forum in Uzbekistan
