Ukraine Economic Imbalances Are Unsustainable, World Bank Says

Ukraine must act quickly to correct imbalances in its economy, which threaten to widen the budget and current-account deficits beyond the government's control, the World Bank said.
Ukraine should allow a more flexible currency exchange rate and give up gas-price subsidies to qualify for international bailout funds, Quimiao
Fan, the World Bank's director for Belarus, Moldova and Ukraine, told reporters today in Kiev, the capital. The Washington-based lender cut its estimate for the country's 2013 economic growth to zero from 1 percent.
Ukraine is struggling with an economic contraction, a widening current-account gap, shrinking foreign reserves and trade restrictions from Russia, its biggest export market. Delaying an economic overhaul beyond presidential elections in 2015 would only make the changes more painful and the recovery more protracted, Fan said.

The world's largest KFC drive-thru restaurant has opened in Ukraine, at the National Railway Station's south terminal in Kiev.
The franchised location measures 1,700 square meters, or slightly more than 5,575 square feet, and features a double drive-thru that can serve 200 cars per hour, seating for 280 people in the dining room, and a 400-seat patio.
Officials for the Yum! Restaurants International division for Russia and the Commonwealth of Independent States said the new restaurant would serve as the flagship for KFC in Ukraine....

Moment of truth for EU-Ukraine treaty

BRUSSELS - The lawyer of Ukraine's jailed former PM, Yulia Tymoshenko, has said nothing stands in the way of a historic EU treaty except President Viktor Yanukovych's say-so.
Tymoshenko's counsel spoke to EUobserver on Sunday (6 October) following a dramatic development.
Last week, envoys from the European Parliament met with Yanukovych in Kiev to hand him Tymoshenko's written agreement to leave Ukraine to seek medical treatment in Germany.
If he pardons her so she can go, EU leaders have all but promised to sign a political association and free trade pact with him at a summit in Vilnius in November.

With Ukraine, one of the most ambitious deals the European Union has ever negotiated is being prepared for final signature in November: the Deep and Comprehensive Free Trade Area, it is called (DCFTA). This big deal for both sides is full of suspense: Russia doesn't want it, and Ukraine is defying several EU states' human rights insistence that former prime minister Yulia Tymoshenko be let out of prison as a condition.
There are judicial, electoral and business reforms to be made; meeting EU food standards is also a huge challenge. Take the dairy sector, for instance; at a French multinational, we asked a bit about that.

The opening of the first open intercorporate IT-university - BIONIC University - took place in Ukraine on September 27, 2013.
On occasion of the university opening, a delegation of representative of famous educational establishments, hi-tech and consulting companies arrived to Kyiv, among them: Hugh Molotsi, Vice President at Intuit Labs; Gabriel Baldinucci, Chief Strategy Officer and Executive Director at Singularity University Labs; Tatiana Tolmacheva, Business Development Officer at Cisco; Ywona Dmoshowska, Educational Services Director for Central and Eastern Europe at Hewlett Packard; Eugenia Mayer, Business Development Director at EMC2; Marta Farion, President of Kyiv Mohyla Foundation of America; Roman Popadiuk, the first US Ambassador to Ukraine and a partner at Bingham Consulting.

The day, so rich in the events, began with meeting of the delegation with Vasyl Khmelnytsky, founder of BIONIC Hill, the first Ukrainian innovation park, Valeriy Pysarenko, Head of VR committee on Judicial Policy, and Valeriy Omelchenko, Head of VR committee on Informatization and Information Technologies.
After discussion of prospects of IT-industry and BIONIC Hill Innovation Park development, honorable guests took part in meetings with the Cabinet of Ministers: Kostyantyn Gryshchenko, Vice Prime Minister of Ukraine, and Volodymyr Semynozhenko, Head of State Agency for Science, Innovation and Informatization, welcomed the delegation. During the meetings, BIONIC Hill Innovation Park and Infopulse Ukraine, Minor Academy of Sciences and social organization Wikimedia Ukraine signed memorandum of understanding and cooperation.
Kyiv City authorities did not set the memorable event aside. Oleksandr Popov, Head of Kyiv City State Administration, met the delegation personally, congratulated BIONIC University on official opening and promised to facilitate implementation of BIONIC Hill project, educational initiative of which is the first intercorporate IT-university.
The opening ceremony began at Kyiv-Mohyla Academy at 3 p.m. BIONIC University has been working at the premises of this one of the oldest and the most reputed institution of Ukraine. In 2015, when the first stage of BIONIC Hill Innovation Park construction is commissioned, the University will move to the Innovation Park into its own building at its territory.

Welcome speeches to the audience were delivered by Kostyantyn Gryshchenko, Vice Prime Minister of Ukraine; Geoffrey R. Pyatt, US Ambassador to Ukraine; Vladyslav Kaskiv, Head of State Agency for Investment and National Projects; Volodymyr Semynozhenko, Head of State Agency for Science, Innovation and Informatization; Volodymyr Morenets, NaUKMA first vice-president; Marta Farion, President of Kyiv Mohyla Foundation of America; and Victor Galasyuk, first vice-president of BIONIC Hill.
After greetings, Kostyantyn Gryshchenko and Victor Galasyuk snipped solemnly the red ribbon thus giving the official start to the first academic year of the new establishment.
When the official part was over everybody were invited to the guided tour of the University, and journalists took part in the discussion "New models of IT-education in Ukraine. International standards and experience", moderated by Pavlo Sheremeta, president of Kyiv School of Economics.

The main objective of BIONIC University is creating the innovation system which provides for training of highly skilled specialists for the flagship companies of IT industry and other high-tech industries of Ukraine.

Washington, DC (U.S. Holodomor Committee) - For the past several years, the U.S. Committee for Ukrainian Holodomor-Genocide Awareness 1932-33 has worked diligently to raise awareness within American society about one of the least known tragedies in the world - the 1932-1933 Famine-Genocide in Ukraine, or Holodomor. In commemoration of the 80th anniversary of the Ukrainian Holodomor this year, the U.S. Holodomor Committee intends to continue this important work throughout 2013...

This endeavor, however, would not have been possible without the understanding and support of the President of Ukraine Viktor Yanukovych and cooperative efforts of all parties, most notably prominent Ukrainian entrepreneur Dmytro Firtash. Mr. Firtash agreed to provide a generous donation of $2.5 million in support of the commitments associated with the construction of the Holodomor Memorial. The endowment, matching projected building costs, along with all federal agency approvals, was necessary prior to obtaining the construction permit. Mr. Firtash's donation finalized the completion of this mandate....

Ukrainian Branch of Moscow Patriarchate Backs Kyiv's European Course

Staunton, October 2 - The Ukrainian Orthodox Church of the Moscow Patriarchate backs Ukraine's decision to pursue closer ties with the European Union even at the expense of links with Moscow, yet another indication of how deep Ukraine's commitment to Europe is and how Patriarch Kirill is alienating Orthodox leaders outside of the Russian Federation.
On Monday, Patriarch Filaret of the Ukrainian Orthodox Church of the Kyiv Patriarchate, Metropolitan Vladimir of the Ukrainian Orthodox Church of the Moscow Patriarchate, and Supreme Archbishop Svyatoslav of the Ukrainian Greek Catholic Church, along with other Ukrainian religious leaders, issued an appeal to the Ukrainian people supporting Ukraine's European choice ....

Russian Anger at Ukrainian Church Support for EU Integration Proving Counterproductive

Staunton, October 6 - The Moscow Patriarchate and pro-Russian groups in Ukraine have lashed out at Metropolitan Vladimir, the head of the Ukrainian Orthodox of the Moscow Patriarchate, for his support of the Ukrainian government's plan to seek greater integration with Europe even at the cost of ties with Moscow.
But these outbursts are unlikely to bring the Ukrainian churchman or his church to heel. Instead, they almost certainly will further exacerbate tensions between Kyiv and Moscow religiously and politically and likely lead to more active consideration of a single and nationally independent Ukrainian Orthodox Church.
If that happens, it will seriously weaken the Moscow Patriarchate....

Nestled amid the green Crimean hills, lapped by the Black Sea's languid waves, Yalta's battle-scarred appearance in February 1945 prompted Winston Churchill to call it "the Riviera of Hades." It still has the faint aura of a seaside resort for secret policemen.
Today, of course, the Soviet system is a (slowly) fading memory, and the organizers of this year's Yalta European Strategy conference could even make fun of Stalin in a specially commissioned cartoon. Yet Stalin's ghost is not so easily exorcised. Although nearly 70 years have passed since President Franklin D. Roosevelt and a reluctant Churchill handed Eastern Europe over to the Soviet dictator, the old ogre still seems to haunt the Livadia Palace....

UW: How did you enjoy the YES (Yalta European Strategy)?
I think this is very positive. From my point of view, this is a unique platform for foreigners, top experts and politicians throughout the world to discuss the strategy for Ukraine in this changing, difficult world. From year to year, the level of the guest is higher and higher. Especially now. This year is crucial for Ukraine, maybe one of the most important in Ukrainian history. You know we have the opportunity to sign an Association Agreement and a Deep and Comprehensive Free Trade Agreement (DCFTA) with the European Union. We have this unique chance and not everybody is happy with this Ukrainian choice. And I am proud of the way Ukraine reacts to this pressure. It demonstrates that all Ukrainians united and that the idea of the European Association has become a national idea.

Cooperation between Ukraine and NATO has significant prospects and a positive trend. It is important that it has applied nature and allows us to solve specific challenges facing Ukraine and NATO countries to provide integral security in Europe, which integral part is the environmental safety. This was started by Minister of Ecology and Natural Resources of Ukraine Oleg Proskuryakov on September 26 during a briefing, which was held at the Government House.
Minister Oleg Proskuryakov as an authorized Governmental official signed the Implementing Agreement between the Cabinet of Ministers of Ukraine and NATO.
Support Organisation on disposal of radioactive waste that resulted from military programmes of the former USSR on September 18, 2013 at NATO Headquarters.
"This project is unique for NATO as it is the first project in the history of Alliance, which covers radiation safety and is a perfect example of what should be a project in the context of new security challenges," the Minister said.
The tasks on bringing in an environmentally safe condition of storages of radioactive waste are:
- carrying out radiation measurements of these objects;
- an analysis of the impact on the environment;
- development of project documentation;
- reburial of radioactive waste at specialized state combine of "UkrDo" Radon ";
- decontamination of area of shelters.
Signing of Implementation agreement enabled Ukrainian state authorities:
- to solve the problem of storage and elimination of radioactive waste by the support of NATO;
- to create a legal basis for the implementation of measures of rehabilitation military areas where located radioactive waste, and re-disposal of radioactive waste
from military programs in the performance of the former USSR;
- to eliminate the threat of proliferation of nuclear materials and to reduce their negative impact on the environment and safety for the public and transfer radioactive sources in trafficking;
- to improvement radiation safety, reduce social and psychological stress in regions which associated with the location of existing storage sites for radioactive waste.
