Dear University Hills Resident,
As of July 1, 2024, the City of Irvine is no longer issuing building permits or providing inspection services for any building on UC land, including property improvements in University Hills. Building permits and inspections will now be the responsibility of UCI Design & Construction Services (D&CS).
Moving forward, UCI D&CS requires that University Hills residents with a proposed property improvement first contact ICHA Community Development. To start the process, please send an email to homeimprovements@icha.uci.edu, or make an appointment with Community Development. ICHA will connect homeowners needing permits to a third-party inspector that will process all permits on behalf of UCI.
The Homeowners' Representative Board's (HRB) role in reviewing property improvement applications and the timeline are not changing under the new permitting process. Please reference University Hills' Property Use & Maintenance Regulations to learn about the property improvement process and requirements.

Contact ICHA Community Development to discuss your property improvement(s) and steps required. Depending on your home and your proposed project, approval may require one or more of the following: Condo board review and approval, Property Improvement Application, HRB review and approval, and UCI D&CS building permits and inspection.
- If a building permit is required, ICHA Community Development will connect you with Willdan, the third-party firm completing plan checks, permitting and inspections on behalf of UCI D&CS.
