New Release: Whistleblower Program Annual Report

Hey, Oaklanders!

Today, my Office released our Annual Whistleblower Report. The report provides an overview of the whistleblower investigation process, the number and types of allegations submitted in Fiscal Year 2024-25, the characteristics of the whistleblowers, and the allegations warranting an investigation. It then concludes with a summary of the investigation outcomes and actions taken.

We are grateful to all the whistleblowers who trusted us and submitted their complaints and concerns.

This Week: The ACFE is Celebrating 25 Years of Promoting Fraud Awareness!

The Association of Certified Fraud Examiners (ACFE) has been promoting #FraudAwareness for 25 years!

My Office joined the global effort to minimize the impact of fraud, waste, and abuse by reminding City employees about our Whistleblower Program, which seeks to detect, defend against, and deter improper activities within Oakland’s municipal government, and by hosting an interactive training session for the public and City employees.

According to the ACFE's 2024 Report to the Nations, receiving tips is the most common way that fraud is detected. The same report found that among organizations with fraud hotlines, 43 percent of substantiated cases originated from hotline tips. In the City of Oakland, a quarter of our tips come from employees.

Oaklanders, and City employees especially, have special insight into the organization, and are uniquely positioned to bring issues forward that others may not notice—just as our Whistleblower Program Annual Report demonstrates!

Interested in learning more about how fraud is committed and detected? Check out all the resources and videos on the ACFE's website.
