Upcoming public comment opportunities: Draft greenhouse gas reduction plans

Over the next several weeks, the CDPHE Air Pollution Control Division will share draft greenhouse gas emissions reduction plans for public comment. Covered facilities will submit the draft plans to the division as part of the Greenhouse Gas Emissions and Energy Management for Manufacturing Phase 2 rule, or GEMM 2, under Colorado Air Quality Control Commission Regulation 27. The purpose of these plans is to show how each facility will comply with its individual greenhouse gas emissions limit starting in 2030.


Each greenhouse gas reduction plan will be available for a 45-day public comment period after the division has received it and deemed it administratively complete. Then, an independent third party will review all public comments on each plan, request changes in response to feedback where appropriate, and certify each plan.


The division will provide regular email updates on Mondays over the next two months for as long as needed to share all draft plans. The division expects to receive draft plans from all applicable facilities by the end of June 2025. Each email update will include any plans received the prior week that are newly available for public comment. On weeks where there are no new plans available, the division will not send an email update. Each email update will include the facility’s plain language summary of the draft plan in both English and Spanish.


Information will also be available on the GEMM 2 web page. The division will post each greenhouse gas reduction plan and plain language summary as they are made available for public comment.
