We are excited, but proceed cautiously, as we move forward to a safe and productive return to campus. This involves coordinating many moving pieces. Thank you for your patience as we receive additional guidance from CUNY and formalize campus access protocols. This email is intended to help clarify how members of our community can access campus. Please be reminded that everyone must wear a mask on campus when in shared indoor spaces.

QC students, faculty, and staff will use their QCards to access campus via a swipe process at entrance gates. Contractors and guests must continue to use QCA20 Proxyclick and must show proof of vaccination (see “Visitors” section of this email for requesting authorization). Research staff must complete campus-specific COVID-19 training as directed. 

Please note: Family members, friends, and unapproved guests are NOT allowed on campus at this time.

If you do not have a QCard, please follow these steps to get one:
 
Students

  • Upload vaccination verification to CUNYfirst. Even if you are not vaccinated, you must complete this step; follow the "Not Fully Vaccinated/Do Not Disclose" steps at the bottom of the page in CUNYfirst.
  • You will receive an email invitation to get your QCard. Emails will be sent based on immediate need to access campus (e.g., Summit residents, athletes, students in in-person and hybrid courses will receive emails first).
  • Submit photo per instructions provided in the email.
  • Make an appointment to pick up your QCard from Public Safety at the Main Gate (Kissena Boulevard).
  • When you arrive for your appointment, show the email to Public Safety officers who will give you your QCard.
  • Use your QCard to access campus.
 
Faculty/Staff


If you left your QCard in your office on campus, you may use the CUNY VaxPass to retrieve your Qcard, but you must still return to one of the entrance gates and tap your QCard to register that you are on campus. (This allows us to monitor occupanciy, as well as track and trace if there is a need.) 

The University will be using the Everbridge VaxPass system (app store/play.google) for a short period of time prior to migrating to the Cleared4 Vaccine Pass solution. This Everbridge Vaccination Pass (VaxPass) launched for all CUNY employees on August 12 and will launch for all CUNY students on August 18. It can be used by CUNY employees and students who have provided proof of vaccination using the Vaccine Verification Registration Form in CUNYfirst, and who have been verified by the Office of Human Resources (for employees) or Location Vaccine Authority (LVA) (for students) as having been vaccinated.
  
The VaxPass was designed as an additional way to speed entry into CUNY campuses and offices; Queens College still requires you to tap your QCard at one of the gates. The VaxPass will show the following information on a smartphone: “CUNY Vaccine Pass Approval Confirmation” message; expiration date (currently set at 12/31/2021); first and last name; and date the VaxPass was created.     

A simple one-time VaxPass setup guide is available. Any technical issues in setting up the Everbridge VaxPass should be referred to the college Help Desk (718-997-4444; support@qc.cuny.edu.) 

AEC, Research Foundation (RF), Student Union, and Summit employees and contractors currently working on ongoing campus projects/services:

We are working on the protocols for you to provide vaccination information or, for RF staff, to capture the information you have already provided. If you have a QCard, once your vaccination information has been verified it will be linked to your QCard. For those who do not have a QCard, you will continue to use Proxyclick to enter campus; contractors must continue to enter through the Main Gate on Kissena Boulevard.  

Visitors:

In accordance with The City University of New York COVID-19 Campus Safety Policy – Visitor Access to Campus (see below), Queens College requires every visitor to campus, whether accessing indoor or outdoor spaces, to provide proof to CUNY that they (i) are fully vaccinated or (ii) have had a negative COVID-19 molecular (PCR) test performed by an accredited lab no more than seven days prior to the visit. 

If you are inviting a guest speaker(s), dignitaries, performers, perspective students, etc. to come to campus, please follow these instructions to request access:

Submit the guest’s full name, email address, location, date and time of visit, and reason for visit to Chief of Staff Meghan Moore-Wilk by completing the Visitor Request Form (a link to the form will be posted soon on the QC website) at least five business days prior to the visit. Guest speakers will be entered into Proxyclick and must provide proof of vaccination or a negative COVID-19 PCR test performed by an accredited lab no more than seven days prior to the visit. Guests will receive specific instructions upon approval when they are set up in Proxyclick.

We continue to follow New York State law and CUNY policy as we plan the campus reopening and resumption of in-person learning. We look forward to a safe and orderly return to campus. Please monitor your college email and the QC coronavirus website for updates.

The City University of New York COVID-19 Campus Safety Policy – Visitor Access to Campus 

This policy is informed by CDC, New York State Department of Health, and New York City Department of Health and Mental Hygiene guidelines relating to the COVID-19 public health emergency. It aims to provide a consistent approach to density management that is in parallel with the processes that are or will be in place for all City University of New York (CUNY) community members who are on campus. 

The federal, New York State and New York City rules, regulations, policies, procedures and laws (collectively, “Laws”) regarding the matters covered by this policy change frequently. In the event that the U.S. Government, New York State or New York City adopt Laws applicable to CUNY that are stricter than those set forth in this policy, these stricter Laws shall supersede those in this policy. This policy is written broadly with the expectation that individual campuses will adopt procedures for implementation of it. 

Definition of Visitor 
A visitor to a University campus is someone who is not a CUNY student, faculty or staff member. Examples of visitors include, but are not limited to: 
  • vendors and other individuals coming to campus to perform activities related to a contract with or in support of the University; 
  • employees of related entities of CUNY including without limitation auxiliary enterprise corporations, colleges associations, and child care centers; 
  • unpaid college interns; 
  • community members and other individuals coming to a campus to use University facilities such as pools and gyms, or to attend activities on campus; and 
  • family members or friends of CUNY students, faculty, or staff. 

Rules for Visitors 
Every visitor to a CUNY campus, whether accessing indoor or outdoor spaces, must provide proof to CUNY that they (i) are fully vaccinated or (ii) have had a negative COVID-19 molecular (PCR) test performed by an accredited lab no more than 7 days prior to the visit. “Fully vaccinated” means: 
  • Two weeks after a second dose in a 2-dose series, such as the Pfizer or Moderna vaccines; or 
  • Two weeks after a single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine; or at the time specified in either the FDA licensure or World Health Organization approval, after the final administration of any other vaccines. 

Visitors are also required to comply with all other University policies and codes of conduct, as well as government and/or campus-specific rules and protocols, applicable to individuals on campus that are intended to help prevent the spread of COVID-19, including by way of example: 
  • any masking and social distancing requirements; and 
  • complying with any applicable federal, state or local quarantine rules.

Exception for Minors under 12 
Visitors under the age of 12 do not have to comply with any COVID-19 vaccination or surveillance testing requirements applicable to CUNY staff unless and until there is a vaccine available to these minors.

Any modifications of the protocols set forth in this policy must be approved in advance by the Office of the Executive Vice Chancellor and Chief Operating Office.
