This is an Important Update from the MA Department of Public Health, Bureau of Substance Addiction Services: Clarification for municipalities receiving abatement funds from the McKinsey settlement (Case No. 3:21-md-02996-CRB). 

 

We are writing to provide clarification regarding the FY25 Municipal Opioid Abatement Expenditure Report, which is due on November 1, 2025. Thank you to those who have already submitted.  

  

Several municipalities, including yours, are receiving funds from the McKinsey opioid consultant settlement (Case No. 3:21-md-02996-CRB). Please note that these funds do not fall under the Massachusetts State Subdivision Agreement (SSA). As such, McKinsey settlement expenditures should not be included in the FY25 municipal expenditure report. 

  

The annual expenditure report is required only for opioid settlement funds distributed under the Massachusetts State Subdivision Agreement. When completing the expenditure report, please include only those funds received through the SSA (Distributors, Janssen, Walgreens, CVS, Teva, Allergan, etc.). 

 

If your municipality has already entered McKinsey settlement expenditures into the system, please revise your report accordingly.  You can use the same link to access the report.  

 

If you use your McKinsey funds alongside other opioid settlement funds, you can enter them as offset funds. 

 

For example: 

 

Expenditure Report Entry: 

Vendor: Local recovery center  

Project Name: Recovery Support Services – Peer Navigation Program 

Amount: $50,000 

Description: Expanded peer navigation services at the local recovery center to provide additional evening and weekend coverage. 

Offset Amount: $20,000

In this example, $30,000 of other settlement funds (included in the SSA) are used with $20,000 of McKinsey funds for $50,000.
