Public Hearing
- HB 2016 Requires public employer to grant reasonable paid time to public employee who is designated representative to engage in certain activities.
- HB 2885 Adds extended warranties to list of collateral charges for which manufacturer may need to compensate consumer when consumer returns motor vehicle that manufacturer cannot conform to manufacturer's express warranty.
- HB 2489 Establishes conditions of enforceability for certain employment contracts or agreements.
Work Session
- HB 2216 CARRIED OVER FROM 3-6-3019 AGENDA: Repeals sunset date on temporary law and makes permanent law requiring public universities to interview qualified minority candidate when hiring head coach.
- HB 2089 Prohibits title loan lender and payday loan lender from making loan to consumer until seven days after consumer has fully repaid outstanding title loan or payday loan.
- HB 2769 Permits contracting agency, in conducting procurement for architectural, engineering, photogrammetric mapping, transportation planning and land surveying services, to consider pricing policies, proposals and other pricing information as part of screening and selection of consultants in specified circumstances.
- HB 2211 Directs Department of Human Services to study issues and identify barriers relating to employment of persons with disabilities and report results of study to interim committees of Legislative Assembly related to human services on or before February 1, 2021.
- HB 2212 Appropriates moneys from General Fund to Oregon Department of Administrative Services for purposes of providing financial assistance to state agencies that provide workplace accommodations for employees with disabilities.

- HB 2818 Clarifies meaning of "because of age" in employment discrimination law.
- HB 2998 Removes requirement that documents related to business organizations that are submitted for filing to Secretary of State must be in English language.

- HB 2364 Requires State Department of Fish and Wildlife to use dual-frequency identification sonar devices for counting fish.
- HB 2378 Requires State Department of Fish and Wildlife to establish and operate fish incubation box program for rearing of salmonids on suitable waterways in coastal areas of southern Oregon.
- HB 2379 Prohibits State Fish and Wildlife Commission from approving operation of Cole M. Rivers Hatchery by State Department of Fish and Wildlife, unless United States Army Corps of Engineers agrees to fish return goals set by commission.

- HB 2080 Increases certain fees assessed by State Marine Board.
- HB 2746 Requires State Department of Fish and Wildlife to biennially report to Legislative Assembly regarding estimated change in wolf population.
- HB 2293 Amends residency requirements for purposes of licenses, tags and permits related to wildlife.

Public Hearing
- HB 2834 Requires State Department of Fish and Wildlife, in consultation with Department of Transportation, to develop Wildlife Corridor and Safe Road Crossing Action Plan for use by state agencies.
- HB 2829 Establishes Oregon Conservation and Recreation Fund.
- HB 3019 Authorizes State Department of Fish and Wildlife to designate areas in this state as habitat critical for biodiversity.
Work Session
- HB 2222 Requires State Forestry Department to annually report to Legislative Assembly or interim committee regarding development, implementation and administration of Oregon Forestland-Urban Interface Fire Protection Act.
- HB 2365 Appropriates moneys to State Forestry Department for 2019-2021 biennium to carry out integrated pest management program to combat Sudden Oak Death.

Marijuana and Cannabis Industry Overview

Public Hearing
- HB 2382 Allows certain counties to adopt ordinance to impose tax on medical and recreational marijuana production.
- HB 2723 Directs Oregon Liquor Control Commission to develop Internet-based system to enable ordering and delivery of cannabis for medical use to registry identification cardholders.
- HB 2909 Allows delivery of marijuana items, pursuant to bona fide orders, to consumers within city or county in which marijuana retailer is located and to consumers in cities or counties that have adopted ordinances allowing for delivery of marijuana items from adjacent cities or counties
- HB 3362 Prohibits person that transacts title insurance in this state from refusing to issue policy of title insurance or refusing to close or insure real property transaction solely because real property that is subject of the transaction has been used for purpose of growing, producing, manufacturing or selling cannabis, or conducting other activities related to cannabis, if growing, production, manufacture, sale or other activities occurred in compliance with state laws relating to regulation of marijuana items.

- HB 2184 Expands definition of "retail telecommunications service" for purposes of universal service surcharge.
- HB 3067 Provides for cities and counties to certify annually that city or county has not adopted ordinance prohibiting establishment requiring marijuana-related business license and is therefore eligible for distribution of Oregon Marijuana Account moneys.
- Note change: HB 3067 will be heard for the sole purpose of referral to Revenue

Public Hearing
- HB 2098 Establishes that recreational marijuana licensure renewal fees are nonrefundable if applicant is conditionally or unconditionally authorized to operate marijuana establishment.
- HB 2233 Provides for regulation by Oregon Liquor Control Commission of consumption and sale of marijuana items at temporary events, including licensure of premises at which temporary events are conducted.
- HB 3211 Directs State Department of Agriculture to advance design of cannabis business certification program.

Public Hearing
- HB 2174 For urban renewal plan proposed on or after July 1, 2019, that includes public building project, requires concurrence of at least three of four taxing districts estimated to forgo most property tax revenue under proposed plan.
- HB 2310 Establishes Prosperity 1,000 Pilot Program to provide career coaching, occupational training and job placement services for at least 1,000 low-income job seekers residing in areas of concentrated poverty.
- HB 2320 Provides that fixed percentage of certain forecasted video lottery revenues, adjusted for certain allocations to Regional Solutions Program, be transferred to counties for economic development.
Work Session
- HB 2613 Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction.
- HB 2699 Provides that brownfield granted property tax incentive benefit under chapter 96, Oregon Laws 2016, is eligible for special assessment, exemption or partial exemption granted under other law for which such property is eligible.
- HB 2672 Authorizes Department of Revenue to reimburse State Department of Agriculture, State Department of Energy and Water Resources Department for expenses incurred in administration and enforcement of activities related to cannabis.

Wallowa & Union County Legislative Update Schedule Set for 2019 Session
Senator Bill Hansell (District 29) and Representative Greg Barreto (District 58) have partnered with the Wallowa Co. Chamber of Commerce, Union Co. Farm Bureau and OSU Extension Service to provide local constituents with updates during the 2019 legislative session via live video-conference connection to the Oregon State Capitol. The video conference series provides a timely opportunity to interact with our elected officials regarding proposed legislation of interest to you.
Interested parties may participate in the sessions by attending in person either at the OSU Extension Service office in Wallowa County (668 NW 1st, Enterprise, OR, 97828) or at the OSU Extension Service office in Union County (10507 N McAllister Rd, La Grande, OR 97850). Each session starts at 7:00 a.m. and ends at 7:45 – 8:00 a.m. on the following dates:

BMCC Legislative Video Conferences
The first and third Wednesday of each month from February through June, Sen. Bill Hansell (R-Athena) and Rep. Greg Barreto (R-Cove) will appear via video from Salem, where they're in the middle of a Legislative session. The meetings will be open to all, and participants can ask questions or air concerns, and discuss proposed bills with the legislators.
The series of video conferences are held in the Boardroom in Pioneer Hall from 7-7:45am and are hosted by BMCC and the Pendleton Chamber of Commerce.
