Klamath River Basin Stakeholders were invited to a day long "Klamath Summit" which occurred on 10 February 2022. Governor Brown, Governor Newsom, Secretary Halland, Senator Merkley, Senator Wyden, Congressman Bentz, Congressman LaMalfa, Congressman Huffman, members of the Agencies within Interior to include Commissioner Touton, representatives from the Department of Commerce and Agriculture, Chair-people and representatives of various tribes, fisheries, and other stakeholders received updates on various funding opportunities and programs recently made available to the Klamath Basin. The briefings are available to review below.
Representatives for the agriculture community were given a brief opportunity to introduce themselves to this group. Our concern of the pending 2022 train-wreck and long-term concerns were acknowledged.

Work continues on the C-4-a piping project with matching funds through Reclamation's WaterSMART program. K.I.D. applied for this funding in 2019 and with the warm/dry February weather are making good progress to improve efficiency and minimize loss due to seepage and spills identified in this lateral. This project is also anticipated to reduce future O&M costs and mitigate safety hazards identified in this area. We anticipate this work to be completed prior to the 2022 irrigation season. Our F-4 project will likely not start until the end of the 2022 irrigation season.
Additional emergency work on the A-4 system is on-going to replace a failed weir. The failure was identified during a routine inspection with Reclamation's team in 2021. K.I.D. is taking the opportunity with the poor February weather to address this issue.
Mowing and preparation for the 2022 irrigation season is on-going.

K.I.D. Directors and Staff receive professional development training
|
Several members of K.I.D. participated in specialized training this week to improve our knowledge and refresh our skill sets to serve the public better.
Our Directors received training from George Dunkle with Special Districts of Oregon on Board responsibilities and public meeting laws. Management received updates on public budget law, emotional intelligence, and relationship building with our legislators. We closed our office so our staff could receive specialized public meeting and human resources related training.
Lou Radja provided an outstanding presentation "Dancing in the Rain: Thriving in Changing Times" which is very relevant to the Klamath Basin and the situation we find ourselves in.

Partnership with Farmers Conservation Alliance Update
|
|
Joe Reber, FCA Information and Analytics Specialist, spent December 14 through December 16 at the District working on GIS data collection. Joe was able to finish data collection for all the District’s rides, which are subsets of the District's system that correspond with the ditch riders responsible for them, except for Ride 4. Joe sincerely appreciates the time provided to him by Gene Souza, District Manager, and other District staff. He finished data collection for Ride 4 virtually on February 4 and will finalize the GIS data by late February.

OR-OSHA Proposed Permanent Rules for Heat and Smoke are going to impact District operations and costs.
As anticipated, OR-OSHA proposed permanent rules for exposure to wildfire smoke and excessive heat on Monday the 31st of January.
These rules will have a fiscal impact on the District. Coinciding with the proposal of these rules is the start of a 45-day comment period where employers, employees, and our Patrons have the opportunity to share thoughts and concerns on the proposed rules.

The General CRP signup runs from Jan. 31, 2022 to March 11, 2022, and the Grassland CRP signup runs from April 4, 2022 to May 13, 2022.

Farmers Conservation Alliance (FCA) – Communications Production Manager
The Communications Production Manager will primarily be responsible for managing the production of communications projects at FCA. In a typical day, the Communications Production Manager may organize graphic design resources, coordinate with a photographer about an upcoming project, confirm project timelines and resource needs, and schedule meetings with our staff to communicate about project details. The Communications Production Manager will also occasionally join other communications staff and contractors to meet with agricultural water providers; farmers and ranchers; and local, state, and federal agency staff as part of communications project production.

Ochoco Irrigation District - Ditch Rider
Ochoco Irrigation District is actively recruiting for the position of Ditch Rider 1. Under general supervision, positions in the Ditch Rider 1 classification regulate the flow and distribution of irrigation water to growers, canals, and ditches downstream; respond to complaints/inquiries from growers; inspect canals and ditches for leaks or spills; and repair or assist with the repair of leaks. This is a full-time year-round position.
Position is open until filled. Expected start date is early March, 2022.

We defend the District from actions which would diminish our effectiveness and function.

The Klamath Irrigation District is a quasi-municipal corporation (special purpose local government) formed and operating pursuant to Oregon Revised Statute Chapter 545. The District was established by "Order Declaring Result of Election" entered in the Circuit Court of the State of Oregon for the County of Klamath on 10 December 1917 and subsequently absorbed the responsibilities of the Klamath Water Users Association established in 1905. The District is governed by a five member board of directors which is elected by patrons of the District.
