2026 Legislative Session Update: Feb/March

As we move into March here in Annapolis, the milestone date is "Crossover" day where the House bills crossover to the Senate and the Senate bills crossover to the House. Crossover Day for the 2026 Maryland General Assembly session is Monday, March 23, 2026

Del. Qi & Del. Schmidt CHAMPION legislation for unaffiliated/independent voters (HB496)

Election Law - Unaffiliated Voters - Open Primary Elections

Authorizing a voter unaffiliated with a political party to vote the ballot for unaffiliated voters or the ballot of the political party of the voter's choice in a primary election;

"Schmidt seeks to reconnect this “middle-ground” group to the political sphere by recentering pragmatism."

(cont) and prohibiting a voter unaffiliated with a political party who votes the ballot of a political party in a primary election from automatically becoming affiliated with the political party whose ballot the voter voted.

Protecting Sports Officials Act

MD House Bill 1053

Prohibiting a person from intentionally causing physical injury to another if the person knows or has reason to know that the other is an official, an umpire, a referee, or a judge officiating at a sporting event; authorizing a police officer to arrest a person without a warrant if the police officer has probable cause to believe that the person has committed a certain assault; and establishing that a person who violates the Act is guilty of a misdemeanor of assault in the second degree and is subject to certain penalties.

Restriction of Distribution of Sexual Material Harmful to Minors

MD House Bill 908

Establishing that a commercial entity that distributes certain sexual material harmful to minors on the Internet and that fails to perform certain age verification methods is liable for certain damages under certain circumstances; and prohibiting a commercial entity or third party that performs a certain age verification of an individual from retaining any identifying information of an individual under certain circumstances.

Sales and Use Tax - Cut Flowers Exemptions

MD House Bill 909

Providing an exemption from the sales and use tax for the sale of cut flowers by a farmer.


Juvenile Justice Restoration Act

MD House Bill 449

Altering a certain provision of law authorizing a law enforcement officer to conduct an otherwise lawful custodial interrogation of a child if the child's parent, guardian, or custodian consents to the custodial interrogation of the child without the child's consultation with an attorney.

Gun Theft Felony Act of 2026

MD House Bill 863

Classifying the theft of a firearm as a felony; establishing a penalty for a first conviction for theft of a firearm of imprisonment not exceeding 5 years or a fine not exceeding $1,000 or both; and establishing a penalty for subsequent convictions of imprisonment not exceeding 10 years or a fine not exceeding $2,500 or both.

​Regional Greenhouse Gas Initiative (RGGI) is a ​cooperative, market-based effort among 11 states in the Northeast & Mid-Atlantic to cap and reduce CO2 emissions from the power sector. It represents the first cap-and-invest regional initiative implemented in the United States which is VERY costly to Marylanders, less reliable, and has NOT lowered emissions as planned.

  • Del. Chisholm (AA-31) & others are working to remove MD from RGGI.
