Upward Scholars Extreme Weather Survey
We know the recent Bay Area storms causing flooding, power outages, and other weather-related issues are affecting our community. Please complete this Storm Weather Survey by Monday, January 16, to let us know how you have been affected so we can try to assist you as best as we can.
Flood and Storm Resources
Before the storm:
-
To receive emergency notifications about flood conditions and road closures in San Mateo County, subscribe to SMCAlert by registering online and to your city’s Nixle emergency alerts by texting your zip code to 888777.
-
To receive emergency notifications about flood conditions and road closures in Santa Clara County, subscribe to AlertSCC by registering online.
-
To receive emergency notifications about flood conditions and road closures in Alameda County, subscribe to ACAlert by registering online.
- Buy provisions (e.g., nonperishable food, bottled water, medicines, and toiletries) during light periods to avoid going out during heavy rain.
- When possible, bring your pets inside.
- Prepare for power outages.
- If possible, clear nearby storm drains of leaves and other debris.
- Take advantage of city and county sandbag provisions. Check your local jurisdiction’s social media or email updates for information on the location and availability of sandbags.
- Check on your neighbors, especially seniors and people with disabilities. Make sure they have what they need (e.g., groceries, medicine, sandbags) before, during, and after the storm
During the storm:
- Avoid driving through floodwater or touching floodwater. Wear boots and gloves if you must interact with floodwater.
- If flooding occurs:
- Move to higher ground
- Do not attempt to walk across flowing streams
- Do not walk, drive, or swim through flooded areas, which may be deeper than they appear and can carry dangerous debris
- Don’t approach or drive near a downed power line.
- Call 911 for life-threatening emergencies or if you require evacuation. Other calls should be placed to non-emergency lines.
-
In San Mateo County, call 211 for information updates about sandbag locations, flood advisories, traffic bulletins, and road closures.
-
In Alameda County, call 311 to report clogged drains, fallen trees or other storm damage.
After the storm:
Emergency Information
-
Residents should call 211 (SMC) or 311 (AC) to be directed to the appropriate resources. Operators can provide information on sandbag resources, city and county contact information, road conditions, and mental health resources.
-
San Mateo County has launched a storm-related information page on their website with information on sandbag locations, shelters, and evacuation.
-
Alameda County has this storm-related information page on their website with information on storm preparedness, sandbag locations, and road closures.
- For mental health support, call or text 988 or 1-800-273-8255.
Key Safety Measures
-
If you are advised to evacuate, do not delay. You can check your evacuation zone through the Zonehaven map on the San Mateo County website. If you are directed to evacuate, you will receive directions to an evacuation point, and shelter will be provided, regardless of immigration status.
-
Alameda County updates this website with road closures, emergency services, and other safety information, including Zonehaven.
- Avoid driving through flooded areas, and avoid touching floodwater, which can be toxic. Wear boots and gloves if you must interact with floodwater.

Free College Initiative (SB 893)
The Free College Initiative (SB 893) waives enrollment and other fees for students who are residents of San Mateo County, making community college much more accessible. This initiative will likely cover many of the financial expenses Upward Scholars covers, such as textbooks and other course materials.
If you know that you qualify, please continue enrolled with Upward Scholars AND make sure to let Programs Coordinator Adriana Luna (adriana@upwardscholars.org or (650) 200-3444) know you are receiving Free College Initiative support. This way, we can use those additional resources to support other students who need them, AND you will still benefit from our academic, career development, and holistic support.
If you're not sure if you qualify, visit the SB 893 Free College FAQ page. If you're still unsure, make an appointment with a financial aid counselor at your SMC community college.
