We Oppose Toth's HB 952 As It Is Written

We have proposed corrective amendments that

will accomplish the bill's goal to secure mail ballots AND will preserve voter secrecy

We have met with and given Representative Steve Toth

suggested amendments and provided testimony to the House

Elections Committee on the dangers of HB 952.

As it is currently written HB 952, opens the door to ballot secrecy breaches, and makes matters worse for mail ballots.

1. Protect us against mail ballot secrecy breaches.
2. Adopt amendments to

• Block the placement of new computerized unique identifiers on mail ballots. Unique identifiers have a history of breaching ballot secrecy - see Pressley v. Nelson in Federal Court.
• Prohibit placing new BarCodes/QR Codes on mail ballots.
• Use existing human readable numbering on mail ballots.
