CRA is committed to ensuring our member companies have the latest information on SNAP funding, as these developments affect every California community where stores operate, regardless of the retail sector.
Earlier today, the California Retailers Association (CRA) issued an update on the SNAP funding situation in California. As this fast-moving issue continues to evolve, our members can be confident that CRA is actively engaged, monitoring developments in real time, and committed to keeping members fully informed. Even if you are not a grocery retailer, SNAP funding affects every community where retailers operate, and its impact reaches across California.
Recent federal court rulings in Rhode Island and Massachusetts have instructed the USDA to use contingency funds to support November SNAP benefits. However, there is still significant uncertainty around how these funds will be distributed and what benefit levels recipients will ultimately receive.
California faces unique and unprecedented challenges in implementing these orders, which may lead to delays or partial benefits as state agencies navigate new procedures. With no response yet from the USDA or the White House on the court directives, CRA remains vigilant, actively monitoring each development and working with state leaders to help ensure our most vulnerable populations retain access to essential nutrition assistance programs.

CRA, alongside more than 50 organizations, signed a letter urging Governor Newsom to fully or partially fund CalFresh. This unified advocacy led to direct engagement with the Governor’s staff to clarify the state’s efforts to protect millions of Californians from food insecurity. You can access the letter HERE.
As this situation develops, CRA will provide members with the latest updates and expert guidance. For any questions, please contact Leticia Garcia at leticia@calretailers.com or 209-598-8189.
