 MURDER SUSPECT ARRESTED

Vallejo, CA - On November 16, 2024, at approximately 8:43 A.M., the Vallejo Police Department (VPD) Patrol Division responded to a report of a stabbing on the 900 block of Sereno Drive.


Upon arrival, officers learned that medical personnel at a local hospital were treating an adult male and female, who were both suffering from at least one stab wound. The male and female were reported to be in critical condition.


Preliminary investigation revealed that the male, identified as Frank James McMillan, a 63-year-old resident of Vallejo, allegedly stabbed his wife at least once before causing a self-inflicted stab wound to himself. Both the female victim and McMillan were admitted to the hospital for surgery and are expected to survive their injuries.


Following McMillan's surgery, he spontaneously confessed to killing his biological mother at a residence on the 100 block of Campbell Avenue prior to the Sereno Drive incident.


VPD patrol officers conducted a welfare check at the Campbell Avenue residence. After receiving no response at the location, officers used forced entry to gain access inside the residence. Upon entry, officers discovered McMillian's biological mother deceased inside.


The Vallejo Police Department's Homicide Detectives responded to the scene and assumed responsibility for the investigation. The identity of the deceased is being withheld pending notification of next of kin by the Solano County Sheriff's Coroner's Office.


McMillan was arrested for attempted murder for the Sereno Drive incident and murder for the Campbell Avenue case. McMillian will be transported to the Solano County Jail after he is medically cleared for incarceration.
