Vallejo, CA - On September 15, 2025, at approximately 6:45 a.m., officers assigned to the Vallejo Police Department (VPD) Patrol Division were dispatched to the 600 block of Ohio Street in response to a report of an unresponsive male inside a parked vehicle.
When they arrived, officers from the Vallejo Police Department and personnel from the Vallejo Fire Department contacted the adult male inside the vehicle, who was unresponsive. Paramedics at the scene pronounced the male deceased. During the preliminary investigation, officers determined that the male had sustained at least one gunshot wound while seated inside the vehicle.
The Vallejo Police Department's Detective Division initiated a thorough investigation, which later led to the identification of Rashad Jaquez Roy Breed Love O'Neal, a 30-year-old resident of Vallejo, as the primary suspect in this homicide.
On September 21, officers assigned to the VPD Patrol Division conducted a traffic stop on a vehicle without license plates on the 4300 block of Sonoma Blvd. O'Neal was operating the vehicle, and a records check revealed that he did not have a valid driver's license. O'Neal was detained, and during the search of his vehicle, an unregistered firearm was discovered.
O'Neal was arrested and booked into the Solano County Jail for possession of a firearm.
On September 23, the Solano County District Attorney's Office reviewed the evidence submitted by the Detective Division and subsequently charged Rashad Jaquez Roy Breed Love O'Neal with first degree murder with a special circumstance of murder during the commission of a robbery.
