Message from the President

I hope everyone is enjoying the spring season, which has been a busy one for VAPDC. In recent months, we “hit the road” for our annual visit to Capitol Hill as part of the NADO Washington Conference in March. We had 11 PDCs represented in meeting with staff from our Congressional and U.S. Senate offices. Later in March, we “tabled” at the Environment Virginia Symposium. This was a great opportunity for VAPDC and the PDCs participating there to learn and engage with others on environmental issues. More details about these events can be found below.

Speaking of hitting the road, the first of our four planned “Finding Funding for the Future” workshops was held last week in Staunton. These workshops are designed as an introduction to a larger funding and financing conference we’re planning for late 2027. We’ll be in Wytheville, Fredericksburg, and Farmville with these events in the coming months.

The Annual Business meeting will be held in late July. This will round out my two years as VAPDC President. It’s been exciting to see the Association take on new opportunities during this time, including shifts in programming to focus on staff training and funding/financing issues, to play a more active role in addressing legislative issues, and to being a resource to so many stakeholders. I also have witnessed how our PDCs work in so many amazing ways to serve their member governments and communities. It has been a pleasure to serve.

I hope that the spring and summer months ahead will treat you well. Keep up the good work!

Dwayne Tuggle

VAPDC “Super Regional” Workshops:

On May 13, VAPDC kicked off its series of four “Finding Funding for the Future” workshops being held this spring and summer across the state. These day-long events are designed to equip attendees with knowledge and tools to navigate complex funding landscapes and secure resources to help build stronger communities. The first event, held in Staunton, featured presentations and discussion by regional airport executives in a session titled, “Innovative Funding and Real-World Aviation Case Studies.” Following a luncheon address by the Virginia Resources Authority, an expert panel of housing advocates explored a host of housing strategies, including adaptive reuse/mixed use, faith-based conversations, workforce housing, and rural affordable housing. The next workshop is scheduled for June 17 in Wytheville. Details and registration information is available here. We hope these workshops will “whet the appetite” for a larger financing conference VAPDC will be planning for late 2027.

NADO “Day on the Hill”: More than a dozen PDC Commissioners, Executive Directors and PDC staff were in Washington in early March to make our annual trek to Capitol Hill! It was a very warm late winter day when we hosted lunch for representatives from both U.S. senators' offices and from three representatives' offices. We discussed a variety of regional issues and pending federal issues of interest to regional communities. This visit was in conjunction with the annual National Association of Development Organization’s (NADO) Washington Conference. A picture of our group is below.

VAPDC at the Environment Virginia Symposium: VAPDC had a presence at the annual Environment Virginia Symposium held at Virginia Military Institute in late March. The event pulls together state, regional and local folks working in the environmental area, and includes informative sessions as well as productive networking opportunities. A VAPDC exhibit table was able to showcase information about VAPDC and the Planning Districts/Regional Commissions represented there. A special thanks to all the PDC/RC staff who tended the table throughout the event and engaged with attendees who visited.

VAPDC Winter Series Wrap Up:

VAPDC held another successful three-session, virtual Winter Series early this year, with 40 – 50 people attending each of these one-hour sessions. We kicked off the series in January with the annual preview of the upcoming (2026) General Assembly session. The was followed by a February presentation of the “Planning for Agriculture Toolkit,” which is a new statewide resource from American Farmland Trust to help Virginia communities protect farmland and support a thriving agricultural future. The March session featured a discussion of the biggest issues that are part of the Virginia energy landscape. Thanks to those who were able to participate!

VAPDC Releases Sponsorship Opportunities: VAPDC is thankful for the many collaborative relationships and partnerships it maintains with state agencies and public/private entities and organizations. VAPDC continues to adapt its program offerings to assist PDCs in their operations and their work with their members and community partners. We’ve done this by focusing more attention on staff training opportunities and on helping connect communities with funding opportunities. As we forge into the next fiscal year, we want to express our appreciation for the ongoing work with and financial support of VAPDC by our partners. As it does every year, the VAPDC Board of Directors has approved a sponsorship opportunities form for the upcoming fiscal year. The FY26/27 form is available here. We invite you to thoughtfully consider supporting VAPDC financially in the coming year. Thank you!

About VAPDC

The Virginia Association of Planning District Commissions (VAPDC) is an organization comprised of the 21 Planning District Commissions/Regional Councils in Virginia. The PDCs joined together to create the VAPDC to share best practices and further regionalism across the State. VAPDC works to bring diverse resources together at the regional level in partnership with local, state, and federal entities to strengthen regions and the Commonwealth.

The purpose of the Association is to promote coordination and cooperation among the Commonwealth's Planning District Commissions/Regional Councils to heighten their effectiveness and efficiency; provide mutual assistance and the exchange of ideas; and otherwise promote understanding for how PDCs/RCs can help save their regions and the Commonwealth time and money.
