Taking on downside risk can be a big motivator for organizations to take more seriously the transformation needed to succeed in value-based care, say researchers who study accountable care organizations. Speaking during a recent webinar put on by the Primary Care Collaborative, Jonathan Gonzalez-Smith, a research associate at the Duke Margolis Center for Health Policy, said, “ACOs in two-sided risk models are more likely to invest in care management services, develop better data management capabilities, or establish care coordination and the staff required to manage their beneficiaries’ care.”
Hospitals are increasingly turning to value-based care initiatives to transform care delivery, lower the total cost of care, and improve patient outcomes. Unlike traditional fee-for-service (FFS) models that reimburse providers based on volume (i.e., the number of patient visits), providers are reimbursed based on the quality of care delivered in value-based care. Ultimately, success under these reimbursement models hinges upon seamless coordination between all stakeholders across the continuum of care. Doctors and health care organizations know the importance of social factors in determining patients’ health outcomes, but they often are frustrated by their inability to securely exchange this information in electronic form and integrate it into patients’ electronic health records. CyncHealth, which comprises the state health information exchanges (HIEs) for Nebraska and Iowa, began taking steps in 2020 to address that problem. CyncHealth partnered with Unite Us, a technology company that builds networks of health and social service providers, to provide behavioral and social health information on the HIEs.
The Medicare Payment Advisory Commission (MedPAC) proposed streamlining Medicare alternative payment models (APMs), along with policy options for tackling pricey Part B drugs, in its June report to Congress Wednesday. In the June 2021 report, MedPAC called for reducing the number of Medicare APMs so that models running concurrently could work better together.
