Vermont Captive Insurance Association Announces the Appointment of
Two New Board Members

VCIA is pleased to announce the addition of two new captive professionals to its Board of Directors.  Joining the VCIA Board in October 2019, both have been active in the captive industry for years.

Tracy Hassett, SPHR

Tracy Hassett, SPHR, is the President and CEO of edHEALTH, the member-owned healthcare collaborative for 20 colleges, universities, and charter schools. She also is the President and CEO of Educators Health Exchange, edHEALTH's medical stop loss captive. 
 
Prior to edHEALTH, Ms. Hassett worked for 17 years at Worcester Polytechnic Institute in a variety of HR roles. She rose through the ranks to Vice President of Human Resources, and was the first person to hold this position. While Ms. Hassett was working at WPI, she joined Boston Consortium higher education finance executives who were looking for a solution to the healthcare cost conundrum. WPI was a founding member of edHEALTH, and Ms. Hassett served on the Board of Directors beginning in 2011. When edHEALTH's Board of Directors determined they needed a full-time employee, they turned to Ms. Hassett. She was named President and CEO on September 1, 2015. Passionate about finding innovative ways to bend the healthcare cost curve, Hassett relishes the impact edHEALTH is making in this arena.
 
Ms. Hassett is an alumna of Roger Williams University in Bristol, Rhode Island, and lives in Barrington, Rhode Island, with her husband and two labs.
 
 
Jason Palmer, CPA
 
Jason Palmer is the Director of Global Captive Practice at Willis Towers Watson. He is
responsible for the operations of all US captive management offices in the group, as well as being the lead client executive on a portfolio of captive insurance companies (pure and group). The office operations under Mr. Palmer's leadership support captives domiciled in 20+ different captive jurisdictions, and over 175 captive companies.  
 
Mr. Palmer graduated from Champlain College in Burlington, Vermont, with a Bachelor of Science degree with a concentration in accounting. He is a Certified Public Accountant licensed in the State of Vermont and is a member, in good standing, with the American Institute of Certified Public Accountants. Mr. Palmer is also a licensed property & casualty insurance producer in several US states. He serves on various committees for the Vermont Captive Insurance Association (VCIA), National Risk Retention Association (NRRA), and is on the Board of Directors of the International Center for Captive Insurance Education (ICCIE).
 
 
Both new directors bring a wealth of experience and knowledge to VCIA and the Association looks forward to their leadership and expertise.
