Geneasa Elias Appointed as East Point's
New Deputy City Manager
Geneasa L. Elias, AICP was appointed as Deputy City Manager on Jan. 18, upon confirmation by the East Point City Council. As of March 2022, Geneasa will celebrate 16 years of service to the City of East Point. She most recently served as the Special Projects Coordinator as the City’s liaison for Capital Projects between consultant teams, State agencies, private developers and respective City Departments. Her role as Special Projects Coordinator afforded her the opportunity to assist the City in purchasing key pieces of real estate in its Downtown area. This prime real estate is known as the Downtown Commons Redevelopment Project for which Geneasa has oversight.  Construction of the Commons project is valued at $111-million plus and will continue the revitalization of East Point’s downtown which started with the completion of the streetscape project along Main Street which she also managed. She was also the Team Lead for the new City Hall interiors selection during construction. Additionally, Geneasa manages the East Point Clean City Initiative: 50 Worst Properties Program which is a Council supported housing initiative that is focused on the removal of blighted unsafe residential structures, thereby improving the quality of life in existing neighborhoods. She also was instrumental in working with a consulting group to establish East Point’s first Public Art Master Plan & Public Art Commission via ordinance adopted by Council on June 17, 2019.  

During her first 10 years with the City, Geneasa served as Assistant Director and later, Director of the Department of Planning & Community Development managing the Planning, Permitting, Inspections and Business License Divisions. Under her leadership, the Department facilitated the planning and development of several commercial retail and office, industrial, institutional and residential construction projects valued at over $396-million. Some of the notable projects include but are not limited to:  

  •  East Point Corridors Tax Allocation District
  • Duke Realty Camp Creek Business Center
  • North Commerce Drive road extension
  • Southmeadow Industrial Park
  • Southmeadow East Parkway road extension
  • Meridian @ Redwine multifamily residential development
  • Lakeside Preserve single family residential development
  • Camp Creek Pointe retail and hospitality center
  • Cleveland Avenue Crossing retail center
  • Holiday Inn, Hilton Garden Inn and Homewood Suites along the Virginia Avenue corridor

Prior to joining the City of East Point, Geneasa worked for joint venture construction management teams at the Hemphill Water Treatment Plant and Hartsfield-Jackson Atlanta International Airport and as a land use planner and program manager at Fulton County Department of Environment & Community Development and The Collaborative Firm, LLC, respectively.

Geneasa is a native of Atlanta, Georgia and a product of the Atlanta Public School System and University System of Georgia receiving a Bachelor of Science in Construction from the former Southern Polytechnic State University and Master of Science in Urban Studies-Planning & Economic Development from Georgia State University. She has been a member of the American Institute of Certified Planners since 2006. Geneasa is a member of Delta Sigma Theta Sorority, Incorporated – Marietta Roswell Alumnae Chapter and West Hunter Street Baptist Church located in the Historic West End District. Although a novice at the sport, she is also a member of Golf G.A.L.S. Geneasa loves to shop and enjoy a good glass of wine with family and friends. 
Mayor Deana Holiday Ingraham Appointed to EPA Local Government Advisory Committee
The Honorable Mayor Deana Holiday Ingraham is one of 34 new members to be appointed to the U.S. Environmental Protection Agency’s (EPA) Local Government Advisory Committee (LGAC) by EPA Administrator Michael Regan. The 35-member LGAC includes 20 women, 16 people of color, and representation from 30 different states, Tribal nations, and U.S. territories, representing a diverse cross-section of cities, counties, towns and communities across the United States. The LGAC provides independent policy advice and recommendations to the EPA Administrator on a broad range of issues affecting local governments. As a member of the committee, Mayor Ingraham will provide input and collaborate to protect public health and the environment in every zip code.

“I am honored to be a member of the EPA’s Local Government Advisory Committee,” said Mayor Deana Holiday Ingraham. “I will make sure that our voices are heard and reflected in the policies and programs that will be implemented to protect the health and welfare of residents in East Point and across the nation. The time is now! We have to act with a sense of urgency together to collaboratively remedy the overburdening of pollution faced by so many cities across this country due to systemic environmental injustice. I am excited and motivated by the opportunity to serve on the Local Government Advisory Council to collaboratively work with the EPA Administrator, EPA staff and elected officials across the country to dismantle environmental injustice in East Point and pollution-burdened cities across the country.”

In addition to her appointment to the LGAC, Mayor Ingraham has also been appointed to chair the LGAC’s Environmental Justice (EJ) Workgroup to review high-level, cross cutting issues regarding the administration’s environmental justice priorities. She chaired her first monthly workgroup meeting of the year this month.

EPA’s Environmental Justice Priority is to take decisive action, advance environmental justice and civil rights. To that end, the Environmental Justice Workgroup is focused on the following charge questions:

  • How can EPA ensure that federal funding - particularly infrastructure funding - is distributed to disadvantaged communities to promote the Biden Administration’s priority of advancing environmental justice?
  • How can EPA meet the needs and environmental priorities of overburdened communities while also strengthening local government capacity to provide ongoing environmental protections in partnership with the states and EPA?

The Bipartisan Infrastructure Law (BIL) provides a needed influx of cash to upgrade infrastructure as well as an opportunity to invest in communities that have been neglected throughout this nation’s past, and ensure they have a more secure and sustainable future. During the workgroup meeting, in addition to the EJ charge questions, the discussion also included recommendations for implementing the BIL that will help achieve Administrator Regan’s goals at the local level. The recommendations discussed were centered around climate-sensitive projects, new technology, equity and local control.
East Point says Farewell to Frederick Gardiner After Seven Years of Service
On Jan 12, the City of East Point presented Frederick Gardiner with a proclamation and trophy for his seven years of service as City Manager for the City of East Point. Gardiner now serves as City Manager for the City of Stockbridge.

Community Needs Assessment Survey Deadline
is March 28, 2022
The City of East Point is in the process of completing a Community Needs Assessment with the goal of identifying gaps in accessing services in the South Fulton area. This assessment will help guide leadership of the City of East Point and Service Providers in identifying ways to narrow barriers blocking access to services in the area. The survey will take approximately 9 minutes.
TSPLOST Resurfacing Underway
The 2021 TSPLOST Resurfacing is underway and will last approximately 6 months. Resurfacing will take place on the following streets:

  • Dogwood Dr. (from Stone Rd. to Hogan Rd.)
  • Hogan Rd. (from the City Limits to Ben Hill Rd.)
  • Harris St. (from Georgia Ave. to Wadley Ave.)
  • Bryan Ave. (from Milledge St. to Bayard St.)
  • R.N. Martin St. (from Norman Berry Dr. to Milledge St.)
  • Westchester Dr. (from Ben Hill Rd. to Colony Dr.)
  • Montrose Dr. (from Semmes St. to Delowe Dr.)
  • Neely Avenue (from Church St. to Delowe Dr.)
  • Kimmeridge Dr. (from Washington Rd. to Headland Dr.)

Throughout construction, traffic control will be provided to ensure safety for motorists and pedestrians. Notices will be sent out detailing the days and times that crews will be in a particular area.

ARC Seeks Public Comment on Proposal to Regional Transportation Improvement Program
The Atlanta Regional Commission (ARC) is accepting public comment for a proposed update of the region’s  Transportation Improvement Program, or TIP, which programs federal and state funding for transportation projects across metro Atlanta.

The update includes an additional $10.7 million to fund 17 Livable Centers Initiative (LCI) projects across the region. LCI is a grant program that assists local jurisdictions in transforming their communities into more vibrant, walkable places that offer increased mobility options and support community health and economic opportunity. Changes to other projects submitted by GDOT will also be a part of this amendment to the TIP.

ARC’s Transportation and Air Quality Committee (TAQC) and ARC Board will take action on this TIP Amendment in March following the public review and comment period, which ends on Feb. 11. You can submit public comments to transportation@atlantaregional.org.

A virtual public hearing will take place on Wednesday, Feb. 9 at 10:30am. Requests to speak at this public hearing will be accepted by 4pm on Feb. 8 and must be sent to transportation@atlantaregional.org. Details are available on atlantaregional.org/amendment.

The proposed 17 LCI TIP projects in Fulton County are:

  • North Point Alpha Link (City of Alpharetta): Connect North Point Mall and Big Creek Greenway with downtown Alpharetta and Haynes Bridge Road. Grant Amount: $1,000,000

  • Peachtree Shared Space (City of Atlanta, Atlanta Downtown Improvement District): Convert Peachtree Street from Ellis Street to Baker Street in downtown Atlanta into a safe, innovative shared space for use by pedestrians, cyclists, transit riders, micro-mobility users, and motorists. Grant Amount: $1,200,000

  • Moreland & Dekalb Interchange & Trail Connection Scoping Study (City of Atlanta & Little Five Points Community Improvement District): Begin scoping phase to create trail connection from DeKalb Avenue to Moreland for improved access to Little 5 Points district and MARTA station. Grant Amount: $240,000

Harold Sheats Parkway Renamed to Freedom Parkway
New Year, New Parkway! During the week of January 3rd, East Point's Public Works Department installed new signage renaming Harold Sheats Parkway to Freedom Parkway. On August 17, 2020, the East Point City Council approved to rename Harold Sheats Parkway to Freedom Parkway. Within the coming weeks, the County will replace the Harold Sheats Parkway traffic sign over Main Street with a new Freedom Parkway sign.

East Point Water & Sewer Purchase Vac Truck to Respond to Sanitary Sewer Overflows
The East Point Water & Sewer Department purchased new cutting-edge equipment to clean up sewage in the City more efficiently. They purchased a vac truck to respond to emergency work orders pertaining to sanitary sewer overflows. It is also used as preventative maintenance of the wastewater collection system in known problem areas throughout the City. The vac truck also conducts street wash downs, storm drain cleaning and is used to assist other departments. The Water & Sewer Department invested $370,000 to purchase the unit.


The major causes of sewer overflows are fat oils, grease, deterioration of pipes and root invasion. The City of East Point is properly trained in reducing sanitary sewer overflows with the proper equipment and tools.

109 Years of Sisterhood
What is a Delta? Sisterhood, Scholarship, Service, Social Action

The City of East Point members of Delta Sigma Theta Sorority, Incorporated celebrated 109 years of Sisterhood, Scholarship, Service and Social Action on January 13, 2022 on the front steps of City Hall. Delta Sigma Theta Sorority, Incorporated was founded on January 13, 1913 by twenty-two (22) collegiate women at Howard University to promote academic excellence and provide assistance to those in need. The Founders of Delta Sigma Theta envisioned an organization committed to sisterhood, scholarship, service, and addressing the social issues of the time. Since its founding, Delta Sigma Theta has become one of the preeminent service-based sororities, with more than 300,000 initiated members and over 1,000 chartered chapters worldwide.

As a sisterhood comprised primarily of Black, college-educated women, the Sorority seriously considers the issues impacting the Black community and boldly confronts the challenges of African Americans and, hence, all Americans. Over the years, a wide range of programs addressing education, health, international development, and the strengthening of African American families have evolved. The major programs of the Sorority are based upon the Five-Point Programmatic Thrust: Economic development, Educational development, International Awareness and Involvement, Physical and Mental Health, and Political Awareness and Involvement.

In celebration of 109 years of service and commitment to the community, the ladies of Delta Sigma Theta serving within the East Point Municipal Government, commemorated the day by assembling toiletry bags for men and women. The toiletry bags will be provided to those persons requesting services under the City’s Emergency Shelter Grant program. Each bag contained personal hygiene items, socks and snack items.

On Jan. 22, Councilwoman Stephanie Gordon partnered with Georgia's HOA Alliance to host an East Point HOA Boot Camp via Zoom. The panel included members of Georgia's HOA Alliance, Fulton County District 5 Commissioner Marvin Arrington, Jr., East Point's Planning & Community Development Director Kimberly Smith, Sgt. Donna Bridges with East Point Police and Sgt. Margaret Deberry with East Point Code Enforcement. They discussed topics ranging from understanding county policies and procedures, East Point's Short Term Rental Ordinances, homeowner's rights, HOA board management and more!

The City of East Point celebrated the legacy of Dr. Martin Luther King, Jr. on Jan. 17 by hosting its 4th annual MLK Day of Service event at the Jefferson Park Recreation Center. City leaders and volunteers provided hot meals, PPE swag bags and take home COVID test kits to 250 families. FREE COVID Testing was also provided by ID Tech Molecular Labs.
