Scalise drops out of Speaker Race
House Majority Leader Steve Scalise (R-La) announced Thursday he's abandoning his campaign for House Speaker after a persistent group of GOP holdouts refused to budge. This leaves Republicans without a GOP nominee, nine days after former Speaker Kevin McCarthy was ousted - to the growing frustration of GOP lawmakers. The House GOP is in a tight spot, with any combination of five Republicans being enough to sink a speaker bid - at least without help from democrats.
City Council's Solidarity with Israel
Los Angeles City Council members held a news conference Tuesday to show solidary with Israel in the wake of Hamas' attack against Israel. Councilman Bob Blumenfield led the event alongside his colleagues Paul Krekorian, Katy Yaroslavsky, and Traci Park immediately following the council meeting. Blumenfield said the councilmembers gathered in recognition of Israel's right to exist as a nation, and its right to defend itself from brutal and unprovoked attacks.
Newsom Fast Track Building Housing
Religious institutions and nonprofit colleges in California will be allowed to turn their parking lots and other properties into low-income housing under a new law aimed at combating the ongoing homeless crisis. The law rezones land owned by nonprofit colleges and religious institutions such as churches, mosques, and synoagogues, to allow for affordable housing. Starting in 2024, they can bypass most local permitting and environmental review rules that can be costly and lengthy.

Governor Signs Mental Health Reform
Governor Newsom signed two major pieces of legislation Thursday to transform the state's mental health system and address the state's worsening homelessness crisis, putting them both before voters in 2024. The governor needs voter approval to borrow billions of dollars through a bond to pay for the proposals. They would borrow $6.38 billion for 11,150 new treatment beds, housing and 26,700 outpatient treatment slots to serve up to 100,000 people a year. The measure would overhaul county pay for health programs.
de Leon and Cedillo Sue Over Audio
The political figures are suing over an incendiary secret recording that upended City Hall nearly a year ago. Los Angeles City Councilmember Kevin de Leon and former Councilmember Gil Cedillo lodged separate lawsuits Friday, saying the secret recording did permanent harm to their reputations and careers. Both lawsuits allege invasion of privacy and negligence and seek damages. Cedillo's lawsuit targets the LA County Federation of Labor.
CA Require Firms to Reveal Emissions
SB 253 will force large companies doing business in the state - including major businesses - to disclose their carbon emissions, making it the first of its kind. It will require California regulators to create rules by 2025 for public and private companies who annual revenues exceed $1 billion. By 2026, companies will have to publicly disclose how much carbon is produced by their operations and electricity use. By 2027, they will be required to report emissions generated by their supply chains, known as "Scope 3".
