VICA Advocates Against Anti-Housing Ordinances at Los Angeles County, City of Glendale
|
On Tuesday, VICA advocated against new rent control ordinances at Los Angeles County and the City of Glendale. The interim rent stabilization ordinance passed by the Los Angeles County Board of Supervisors imposes a 180-day moratorium on rent increases, caps rent hikes at 3 percent per year and imposes a moratorium on evictions without just cause in unincorporated areas of L.A. County. Additionally, after almost nine hours, the Glendale City Council could not come to a conclusion on a rent control policy. While they deliberate, they are poised to approve a temporary rent freeze on November 27. These new rent control ordinances will be devastating to the rental housing market, especially as California is already being suffocated by the housing crisis.

VICA Successfully Urges CARB to Avoid Cap-and-Trade Market Instability
|
On Thursday, VICA successfully urged the California Air Resources Board (CARB) to establish a reasonable price ceiling and cost containment mechanisms for the state's Cap-and-Trade program. VICA supported the 2017 cap and trade extension because it included cost containment features such as a price ceiling and 'speed bumps' to reduce market volatility. CARB's proposal on Thursday would have turned the cap and trade program into a punitive 'cap and tax' system, harming businesses across the state. VICA is relieved that the CARB board chose not to move forward with their harmful proposal and we look forward to working with CARB on a sensible implementation plan.

VICA Supports Rapid Proven Approach to Fixing the Housing Crisis
|
VICA has been a strong supporter of relaxed Acessory Dwelling Unit (ADU) regulations to help maximize the construction of these units, which have proven to be an immediate solution to the housing shortage. VICA supports the proposed City of Los Angeles Accessory Dwelling Unit (ADU) ordinance, if amended to: allow for ADU construction in Hillside Areas except in substandard streets; allow the conversion of accessory or unpermitted structures to ADU's; and exempt single family lots which contain an ADU structure from rent control. The Los Angeles City Planning Commission will reconsider this item on November 29th.

Mexican Consul General Carlos Garcia de Alba presented to the committee on U.S. - Mexico trade partnership and California's relationship with Mexico. De Alba discussed the long history of trade between Los Angeles and Mexico, highlighting that Mexico has maintained a consulate in Los Angeles since 1886. De Alba also spoke on the importance of NAFTA, saying that over the last twenty four years, the agreement has been a win for all three countries.
