Last Friday, VICA concluded another amazing year with its 2019 Annual Meeting, celebrating 70 years of service to the San Fernando Valley. The Annual Meeting was held at the
Airtel Plaza Hotel
, where California State Senate Majority Leader Bob Hertzberg swore in VICA's 2020 Board of Directors. VICA also honored three of its members for their service and commitment to the community.

Among the three recipients was VICA Board Member Scott Mills (
The Garland
). Mills was presented with the 14th Annual President's Award, which is given to a VICA member who goes above and beyond in service to VICA throughout the year. Mills recalled coming to the Valley seven years ago and has since committed to "continue the way
The Garland
partners with the community through charities, with industry organizations, as well as engaging with greater Los Angeles tourism." Mills continued, "I'm very proud to stand before you today, being a resident of the Valley and being a
member of this community." Scott Mills serves on the VICA Board and as Chair of our 2020 Sports, Entertainment, Tourism & Hospitality Committee.
The 27th Annual Harmon Ballin Community Service Award was presented to VICA Board of Governors Member Lee Kanon Alpert (
Alpert, Barr & Grant
) for his outstanding contribution to the community through long-term community service activities. Alpert has long been an active community and civic leader, serving in various governmen

community and philanthropic boards and organizations. He currently serves, among others, on the boards of
Providence Health & Services
, and Genesis L.A., which raises private and public funding to assist in the development of blighted urban areas. On community service, Alpert encouraged others to "be involved in one cause." He added, "love the cause and it will love you back."
Since 1978, VICA has presented the Robert E. Gibson Corporate Award of
Excellence
to industry leaders who have contributed in making the San Fernando Valley the most forward-thinking business community in Southern California. The 41st Gibson Award was presented to the Chevron Corporation. Rod Spackman, member of the VICA Board of Governors, represented Chevron and accepted the award. Founded in 1879 as the Pacific Coast Oil Co., Chevron has since distinguished itself for its socially and environmentally responsible practices, and the benefits they bring to the communities they serve.

VICA also recognized three distinguished Valley students. Congratulations to all scholarship recipients: Ivy Chen (Granada Hills Charter School), recipient of the 4th Annual Melvyn A. Kohn Scholarship; Elden Mirzoian (California State University, Northridge), recipient of the 5th Annual Marvin R. Selter Memorial Scholarship; and Lawrence Crown (California State University, Northridge), recipient of the 4th Annual Rickey M. Gelb Scholarship.

- Ashley Atkinson (Los Angeles Department of City Planning) provided a progress report on Los Angeles City Housing and Transit Oriented Communities.
- The committee discussed updates on the City of Los Angeles' new Vehicle Miles Traveled thresholds and guidelines.
- The committee briefly discussed anti-displacement and proposed rules on new development.

- Dr. Amanda Ruiz, Interim Director of the Intensive Care Division for the Los Angeles County Department of Mental Health, presented on the Department's Bed Shortage Report.
- Matthew Welsh, Government Affairs Senior Manager for Amgen, provided an outlook on Amgen's priorities and initiatives for 2020.
- Vartan Djihanian, Congressional and Public Affairs Manager for the U.S. Chamber of Commerce, provided updates on federal healthcare policy.
- Committee Chair and Executive Director of Government and Public Affairs for Providence St. Joseph Health, Michael Tou, presented on their Housing is Health Initiative.
