IPBC Transition to RPA/Risk Program Administrators 

On July 1, 2026, administration of IPBC operations transitioned to Risk Program Administrators (RPA). What does this mean for our members? There will be no changes; members will continue to receive the same great services, with all administration now managed under one unified team. 

Welcome to New & Promoted IPBC Team Members!

Tenesha Gardner was hired as a Member Services Consultant on June 29. She joins IPBC with an extensive background in benefits design and analysis, most recently serving as a subject matter expert in health and wellness benefits - and brings 14 years of industry experience. 

Jake Gordan has been promoted to be a Member Services Representative, taking over for Shannon McHugh whose last day was June 23. Prior to this date, all assigned member groups were notified.

While Shannon will be greatly missed, Jake has already taken over responsibilities for assigned member groups to provide a seamless transition. 

Amy Fudurich was hired as a Member Services Representative on June 29. She brings more than 10 years of insurance experience in the life and health field, and has served in a variety of member services roles in previous professional roles. 

FY 2025-26 Financial Results Improved in May Due to Additional ESI Rebates 

Every year the IPBC conducts medical and pharmacy audits. It was recently discovered during the FY 2024-25 audit of ESI that rebates on specialty Limited Distribution Drugs (LDD) stopped being paid as of December 2024. In the rebates received during May 2026, ESI paid the IPBC $22,859,354 which included $8,282,810 of prior period rebates for July 2025 through December 2025. These additional rebates have had a very positive impact on the IPBC financial results for the year and lowered the overall loss ratios by 3.6% for the PPO plan, and by 3.3% for the HMO plan. ESI also made a special rebate distribution in June of $6,609,998 to pay the IPBC for the rebates due for the period of January 2025 through June 2025, which will further improve the FY 2025-26 financial results, and will be reflected in the June 2026 financial reports.
